EGYN 22-1009 PCR Cavalier SFS Perimeter Security

Task Statement Architect-Engineer (A/E Design) Services

Perform Planning Charrette Report I

Access Control Anti-Terrorism/Anti-Force Options

Cavalier Space Force Station, ND

Date: 10 July 2024

Project Number: EGYN 22-1009

Contract Number: TBD

Task Order Number: TBD

1. General Requirements: The A/E Design Firm shall provide all Planning Charrette

Report I (PCR I) contract documents necessary to develop the first draft Department of

Defense (DD) Form 1391 as specified in the Project Description Paragraph two (2).

The PCR I shall include a complete assessment of the current Anti-Terrorism and Anti-

Force (AT/AF) conditions of the Access Control Point (ACP) at Building 711 (B711) on

Cavalier Space Force Station (SFS), in order to provide a basis for feasible options that will enable the ACP to meet current DoD AT/AF requirements. Site investigations shall include interviews with Space Delta 4 10th Space Warning Squadron personnel to include facility managers, Anti-Terrorism and Security Forces representatives, the 460th

Civil Engineer Squadron (460CES) to include the 460CES/CENM Project Manager (the

PM), and the 460CES Traffic Engineer in order to determine existing conditions which cause vulnerability to vehicle-based threats. The Contracting Squadron (319CONS) representatives, to include the Contracting Officer and Contracting Specialist shall be present as needed. The PCR I shall include findings of a traffic study, a draft DD Form

1391, and all other items as outlined in the supporting documents.

1.1. Services Required:

1.1.1 TITLE I Design Services required to develop a comprehensive PCR I to clearly identify all the project requirements and associated scope at the ACP on

Cavalier SFS, ND.

1.1.2 TITLE I Other Services: required to analyze existing and future traffic flow through the ECF.

1.2. Operational Security: The A/E (including A/E Subconsultants) executing the PCR

I will have the appropriate clearance to access any form of critical information or activities in performance of the contract. The A/E (including Subconsultants) will return all building plans, diagrams, blueprints, maps, and other infrastructure information provided by 460CES. 460CES will account for materials and ensure destruction is consistent with OPSEC measures as needed.

2. Project Description: B711 is the only ACP for Cavalier SFS and was originally constructed in 2005. Currently, the ACP meets very few of the requirements for perimeter security as set forth in United Facilities Criteria (UFC) 4-022-01 Entry Control

Facilities/Access Control Points, including all zones of the ACP (approach, access control, and response). The U.S. Army Corps of Engineers - Protective Design Center

(PDC) performed a site survey of the ACP at Cavalier SFS in North Dakota in August of

2021. Quoting the report: “Prior to MILCON improvements a traffic study and a UFC complaint layout must be developed for submission of the DD1391 funding request.”

The scope of work for this PCR I will be produced in strict accordance with the provided

AFCEC MILCON PCR Template. Project scope shall include, but not be limited to the following: The A/E shall:

2.1. Provide a review and verification of the existing “Access Control Points Security and Safety Upgrades Survey for Cavalier SFS, North Dakota,” dated August

2021. The survey was produced under the auspices of the Air Force Civil

Engineering Center and the Air Force Security Forces Center. The vulnerabilities, as reported in the survey shall be confirmed by the PCR. Additional vulnerabilities shall also be reported in the PCR The survey stated that the suggested options would not meet all requirements, therefore, the PCR must provide options that do meet all the UFC and UFGS requirements.

2.2. Perform a Traffic Study by a qualified registered Professional Engineer to determine the minimum requirements for the number of bays and personnel to man the ACP 24/7.

2.3. Provide a summary of environmental factors that could impact the project, such as stormwater runoff and hazardous materials conflicts.

2.4. Provide a table of Cost and Scope thresholds.

2.5. Provide a table of User and Facility Requirements.

2.6. Provide an “Impact if not provided” statement for use in acquiring AFCEC support for the project.

2.7. Provide a draft DOD Form 1391, suitable for presentation to the Air Force Civil

Engineering Center (AFCEC).

2.8. Provide a design and construction cost estimate broken out by RS Means

Construction Specifications Institute (CSI) divisions. CSI resources can be found at https://www.csiresources.org/home.
