Architecture and Engineering (A&E) Selection Criteria EGYN 2-1009 – Perform Planning Charrette Report I

Access Control Anti-Terrorism/Anti-Force Options Cavalier Space Force Station

11 May 2024

1. Specialized experience and technical competence in the type of work required. The Government's evaluation of specialized experience and technical competence will consider experience diversity in design of projects involving Access Control Points, Department of Defense anti-terrorism and force protection measures.

2. Professional qualifications necessary for satisfactory performance of required services. The Government's evaluation of professional qualifications will consider education, relevant experience, longevity with the firm, training, certifications, registrations, and experience using (but not limited to) the following disciplines: Traffic Engineering, Mechanical Engineer, Civil Engineer, Estimator, Spec Writer, and CADD Drafter.

3. Past performance. The Government's evaluation of past performance will consider the offeror's recent and relevant past 10 years performance on contracts with government agencies and private industry in terms of experience with cost control, quality of work, compliance with performance schedules, and percentages of work completed by the prime contractor for basic disciplines as listed above in Factor 2.

4. Geographic proximity. For the prime contractor, as well as Electrical, Mechanical, Civil, Estimator, and CADD drafter personnel, the Government’s evaluation of geographic proximity will consider the firm’s physical location and knowledge of the locality (Cavalier Space Force Station), provided that application of this criterion leaves an appropriate number of qualified firms.

5. Capacity to accomplish work in the required amount of time. The Government's evaluation of the offeror's capacity to accomplish work in the required amount of time will be derived from proposal submission document Standard Form (SF) 330 “Architect-Engineer Qualifications" and past performance information that is stored in government databases (e.g., Contractor Performance Assessment Reporting System (CPARS), Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System

(FAPIIS).
