About this file

This is a Justification for an Exception to Fair Opportunity under Federal Acquisition Regulation (FAR) Subpart 16.5 for a sole-source task order award to Accenture Federal Services.

The Defense Logistics Agency (DLA) Contracting Services Office in Philadelphia is seeking to award a firm-fixed-price task order for SAP Platform Business Process Reengineering (BPR) sessions supporting the Procurement for Public Sector (PPS) program. The task order will be issued as a logical follow-on to the existing SAP Platform Core Task Order (SP4709-26-F-0019) under the J6 Enterprise Technology Services (JETS) 2.0 contract vehicle, which was competitively awarded to Accenture Federal Services. The total estimated firm-fixed-price value is $15,070,983.00, with a base period from August 14, 2026, to August 13, 2027, and one option period from August 14, 2027, to November 13, 2027. The required services include process mapping, stakeholder workshops, performance baselining, root cause analysis, and benchmarking to optimize DLA's S/4HANA enterprise resource planning implementation following a migration from legacy systems.

The justification cites economy and efficiency under FAR 16.507-6(b)(3) as the basis for the sole-source exception, arguing that Accenture possesses unique institutional knowledge of DLA's customized SAP platform architecture, configurations, and technical decisions made during implementation. The agency contends that awarding to another contractor would require a six to nine-month discovery phase and substantial duplicative costs, introducing unacceptable risk and schedule delays to the PPS program. Fair and reasonable pricing will be determined using pre-negotiated labor rates from the competitively awarded base contract, supported by an Independent Government Cost Estimate, proposal evaluation against established rates, and technical review of proposed level of effort. DLA commits to removing the knowledge barrier through comprehensive technical documentation, government workforce training on redesigned processes, government ownership of all deliverables, and return to competitive acquisition for future follow-on efforts once system stabilization and knowledge transfer are complete.

DLA Contracting Services Office – Philadelphia (DCSO-P) SUBJECT: EFO – (SAP Platform) Business Process Reengineering (BPR) sessions for Procurement for Public Sector (PPS)

Controlled Unclassified Information (CUI) Source Selection Sensitive Information - See FAR 2.101 & 3.104

Department. Accenture Federal Services, as the current SAP Platform support contractor possesses preexisting institutional knowledge of the as-implemented DLA system architecture. This includes an intimate understanding of the specific configurations, data structures, and the rationale behind key technical decisions made during the migration.

This deep, experiential knowledge is essential for the BPR effort, as it allows the incumbent to provide immediate, expert guidance on how new business processes can best leverage the live system's capabilities. Awarding this to another contractor lacking this specific context of DLA's environment would require a lengthy and costly discovery phase, introducing unacceptable risk and delay to the BPR workshops, and potentially leading to a disruption in financial and logistical transactional flows across the Department.

The SAP Platform Support Core Task Order was initially competed under the JETS contract vehicle and awarded to Accenture Federal Services. Through executing this original order which involved not only operating DLA’s unique, customized SAP platform but actively building its current architecture, Accenture Federal Services has formed deep, foundational knowledge of the Procurement for Public Sector (PPS) environment. In the interest of economy and efficiency, issuing this follow-on order to the incumbent is necessary to leverage this exceptional wealth of system-specific context.

Transitioning this requirement to another contractor would require a substantial and unacceptable outlay of Government resources, as any other vendor would have to undergo a lengthy, duplicative, and costly discovery phase to harvest the baseline knowledge already possessed by the incumbent.

Failure to award this requirement will result in major disruption to the ERPx BPR sessions for PPS mission as the PPS team lacks the critical, specialized technical expertise required to ensure their proposed business processes are viable, efficient, and compatible with the as-implemented S/4HANA architecture. Without this additional support, PPS will suffer unacceptable degraded production support and downtime.

Because the SAP Platform Support Core Task Order was a competitive award, source selection events have already been competitively conducted.

5. DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND

REASONABLE:

The determination that the anticipated cost for this Task Order will be fair and reasonable will be made in accordance with FAR 16. 507-6(b). The primary basis for this

Procurement for Public Sector (PPS)

Controlled Unclassified Information (CUI) Source Selection Sensitive Information - See FAR 2.101 & 3.104 determination is the use of the pre-negotiated labor rates established in the competitively awarded SAP Platform contract (SP4709-26-F-0019) with Accenture Federal Services, which have already been determined to be fair and reasonable. The Contracting Officer will perform a price analysis using the following techniques: (1) The Government will develop an Independent Government Cost Estimate (IGCE) based on the specific tasks outlined in the Performance Work Statement (PWS) and the pre-negotiated labor rates from the base contract. (2) The contractor's proposal will be evaluated to ensure that the proposed labor categories and rates are in accordance with the established rates in the base contract. (3) The contractor's proposed level of effort (labor hours) will be compared to the IGCE and reviewed for reasonableness by the technical evaluation team to ensure it is appropriate for the work required. This combination of using pre-negotiated, competitive labor rates and conducting a thorough analysis of the proposed level of effort will ensure the final price is fair and reasonable to the Government.

6. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION:

The Procurement for Public Sector (PPS) program, which is critical to realizing the value of the multi-million-dollar S/4HANA migration, has already commenced its work. The Business Process Reengineering (BPR) workshops that form the core of the PPS program are imminent. Providing this specialized technical augmentation support immediately is essential to prevent costly rework and schedule delays for the entire PPS initiative.

Accenture Federal Services is best suited to deliver efficiency and economy to the Government by harvesting its preexisting experience gleaned through its work on the as-implemented DLA S/4HANA architecture, data structures, and its status as a participant in forming the rationale underpinning key technical decisions made during the migration.

This experiential knowledge cannot be formally documented or transferred to a new contractor, making Accenture the most economical, efficient choice.

Attempting to bring in a different contractor to perform this augmentation role would result in an unacceptable duplication of cost and effort. A new vendor would require an estimated six to nine months of discovery and knowledge transfer activities simply to approach the baseline understanding the incumbent currently possesses. This would involve significant labor costs to reverse-engineer the system design and would stall productive progress on the PPS program's BPR sessions during this period. Furthermore, even after this ramp-up, the lack of foundational context could lead to the design of inefficient business processes, requiring further costly remediation.

Therefore, issuing this logical follow-on order to Accenture Federal Services is the most effective way to provide the necessary support while maximizing economy, avoiding significant duplicative costs, and preventing unacceptable schedule delays to the PPS program.

7. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO

REMOVE OR OVERCOME ANY BARRIERS THAT LED TO THE EXCEPTION

TO FAIR OPPORTUNITY BEFORE ANY SUBSEQUENT ACQUISITION FOR

THE SUPPLIES OR SERVICES IS MADE:

Accenture Federal Services has experiential insight into the as-implemented architecture.

Because this baseline of knowledge is rooted in having actively built and operated the system, introducing a new contractor would require a massive, redundant outlay of Government resources. A new vendor would have to expend significant time to replicate this experiential learning, causing unacceptable schedule delays and economic loss to the parallel PPS program. The lifecycle of this barrier is tied directly to the stabilization of the new system and the duration of the PPS BPR effort, during which maintaining continuity with the incumbent remains the only logical, economical, and efficient path forward.

DLA is taking several concrete actions within this and the parallel PPS contract to actively remove this knowledge barrier:

(1) A core requirement of both the PPS BPR program and this augmentation task is the creation of comprehensive technical and functional documentation for all new and redesigned business processes. This documentation will serve as the primary mechanism for knowledge transfer from the contractors to the Government. Furthermore, the Government workforce will be trained on these new, standardized processes, explicitly building the in-house expertise required to reduce reliance on contractor support.

(2) This Task Order and future related requirements will include clauses that emphasize the Government’s ownership of all process documentation, solution designs, and other data rights. This ensures the Government can use these materials in any future competitive acquisition. Competition will be a primary and deciding factor in the acquisition strategy for any follow-on efforts once the system has stabilized and knowledge has been successfully transferred.

DLA has and continues to exercise competition as often as possible and conducts ongoing reviews to keep abreast of new technology, both in industry and the Government. As a continuing effort DLA uses a variety of vendors, manufacturers, and contracts to fulfill its requirements and will continue its practice of surveying the market to ensure full and open competition whenever practicable.
