EEPZ 16-101 REPLACE HVAC AT UOQ

Questions
1. Can we get AutoCAD files of the existing buildings?
CAD files have been sent to the Contracting Office.
These drawings have the same error that the PDF drawings have that we posted. These are not As-Built drawings so please make sure all the Contractors are aware. The problem is that these drawings show this as a 70 room complex when it is truly a 54 room complex. The 16 rooms on both ends (8 rooms from 971, and 8 rooms from 973) we not included in the final construction.
These are the only drawings we have and it is better than no drawings. This was also said in chapter 2.2 of the SOW, I am just trying to reiterate this.
2. The SOW calls for the removal of the existing door frames. There may be some issues in matching the existing brick. Cab we re-paint and re-caulk the existing door frames?
Yes, the existing exterior door frames for the dorm rooms may be repainted and re-caulked.
3. Do you want panel doors or smooth doors for the entrance?
Use panel doors for the exterior entrance doors on the dorm rooms. Comply with ATFP requirements including but not limited to the latest versions of UFC 4-010-01, UFC 4-010-02, UFC 4-020-01.
4. There is no mention of repainting ceilings only walls. The current ceilings appeared dingy.
Does the government want the ceilings painted?
Yes, repaint the ceilings.
5. What type of hardware do you want for the new doors above?
Use mortise lockset with dead bolt. Use door handles and not door knobs.
6. The SOW calls for 36” high countertops. This is not ADA compliant. 34” high countertops would be compliant. Please verify height. (If not ADA, please supply memo of understanding for architect)
Use 36” high countertops, a memo will be supplied.
7. Do you want vinyl coated or gypsum board lay in ceiling?
Use vinyl coated lay-in ceilings for the kitchen areas.
8. The bathroom ceiling will need to be removed and replaced for the new piping. The current ceiling is sheetrock and has a textured finish. Please clarify the type of ceiling and finish for the new ceiling.
Use a smooth finish.
9. The bathroom vanity has an extended shelf above the toilet (see attached picture). Is this required for the new solid surface countertop?
Yes, this shelf is required for the new countertops.
10. Currently the mirror length is the same as the extended shelf above. What size for the new mirror (based on answer above)? How does government require that mirror be attached?
Use the same size for the new mirror. Attach mirror how the existing is attached.
11. Does government want bypass sliding shower doors or a swing door with and inline panel?
Use sliding doors for the showers.
12. Does government want standard height for the shower door? If, not, what size?
Use standard height.
13. What type of finish for the shower door frame and what type of glass (clear or obscure)?
Use a chrome finish for the door frame with obscure glass.
14. The SOW requires an integral backsplash for the solid surface countertops. This can be done but is more expensive than a stand-alone backsplash. Please advise?
Use integral backsplash.
15. The SOW calls for a side splash for the bathroom vanity. However, there is no mention of a side splash for the kitchen area. Please clarify if a side splash is required.
Yes, install a side splash for the kitchen area.
16. Currently there is tile on the ceiling above the shower area. Does government want to go back with a tiled ceiling in the new shower area?
A tiled ceiling in the shower area is not required.
17. The SOW calls for 12” porcelain tiles in the shower floors and walls to full height. We request the use of 2”x2” for the floor area due to the drainage slope
Use 2”x2” floor tile for the shower floor due to the drainage slope.
18. Contractor recommends two recessed niches for soap and shampoo in the shower area (less problematic). Is this acceptable?
This is acceptable.
19. What types of sinks are required in bathroom and kitchen? Under mount or drop in?
Use drop in sinks for both the bathrooms and the kitchens.
20. Current window curtains are 4’ x 5’. Does government want the same size and style as existing?
Yes, use the same size and style
21. Does government want new curtain rods and hardware?
Yes, install new curtain rods and hardware for the windows.
22. The SOW requires the replacement of the built in shelving within the dorm room closets.
Does Government want wire or wood shelving? Same layout as current? The shelves that were inspected at the site visit appeared to be in good shape. Would government consider repainting them?
Replace the existing shelving with wire type, maintain a similar layout.
23. The solicitation states a 450 day completion after the issuance of the Notice to Proceed. (The following three questions are based on this)
24. Will there be a separate NTP for design and approval process vs the actual construction process?
The Government will issue one NTP for Design and submittals and a second NTP for construction.
25. Once one side of the dormitory is complete, will the time stop until all residents have moved from the other side and all furnishings have been removed?
Yes, the time will stop while the residents and furnishings are transferred out of the side of the building.
26. Will Government allow contractor to begin some of the interior demolition during the design process?
No, demolition will start before approving 100% design drawings.
27. Should the replacement of the outside non-freeze water hydrants on B971 & B973 and the associated piping in the walls be included in the scope of work?
Yes, include these within the scope of work.
28. Should the replacement of the domestic water piping in the wall serving the refrigerator ice maker connection be included in the scope of work?
Domestic water piping within the commons building (except for the commons building mechanical room) is not within the scope of work.
29. Section 2.3 of the statement of work, paragraph 2.3.9 says to “replace the waste lines at the kitchen sinks and bathroom sinks with new lines.” Please clarify the extent of this replacement.
Replace the lines and traps from the sink to where it enters the wall.
30. Are there any known deficiencies (code or functional) in the existing drain waste and vent system?
If any deficiencies arise, bring them to the attention of the Government for our analysis and possible action.
31. Are the existing smoke/CO detectors in the living rooms equipped with 520Hz signal? If not, are we required to change them to meet the latest NFPA code requirements?
The system is brand new and met the intent of the code at the time of design and certification.
It is not in the scope to replace the devices.
32. If we are required to change them to the 520 Hz type, is the existing system capable of handling the new requirement?
The system is brand new and met the intent of the code at the time of design and certification.

33. There are no fire alarm changes in the SOW; therefore would the scope only include removing the device enough from the wall to allow painting behind and replacing?
Yes, remove and paint behind the device and re-attach.
34. The exterior recessed lighting is not mentioned in the SOW and is currently a recessed incandescent lighting. Do you want this to be upgraded to LED or left out of the scope?
The exterior lighting is not within the scope of work.
35. Does the Backup UPS operate and are the batteries in good shape?
This work is not in the scope of the project.
36. Should the contractor be responsible for the operations of the above system upon completion of the job or will this system not be included in the commissioning of the project?
The Contractor is not responsible for the backup UPS system upon completion of the job.
37. Do you want the Exit lights to be replaced?
No, reuse the existing exit lights.
38. Occupancy sensors are to be dual technology or passive?
Use dual technology.
39. The TV Pool room is no longer in the scope of work for electrical. The installation of wall occupancy sensors would not allow for dimming the lights and using the room as it is today.
Does government want to proceed with occupancy sensors?
Remove the TV/theater room within the 972 commons building from the scope of work.
40. The mechanical and electrical rooms as well as the attic spaces in the dorm building currently have fluorescent lighting. Do these areas get changed to LED lighting?
No, the lighting within the mechanical rooms and attic are not within the scope of work.
41. There is no replacement of electrical devices in the units. These rooms will be painted. Do the existing plates and devices remain?
Replace the existing receptacles, switches, switch plates, etc.
42. Reconnect the new AHU in the dorms to the existing electrical circuit currently in place now for the existing units?
Yes, reuse the existing electrical circuitry.
43. SOW, 2.3.6 says to use polypropylene pipe for Chilled and Hot water piping.
Mechanical Standards says to use schedule 40 black steel and type L copper.
Same for the domestic hot and cold water piping.
Use polypropylene piping for both domestic water and chilled and hot water.
44. What type of piping is to be used on the project?
Polypropylene piping
45. SOW states to replace the domestic hot water piping system back to B972 mechanical room.
Is it intended to not to replace the water heater boiler, storage tank, circulating pump or domestic water piping in Bldg. 972 mechanical room?
This is correct.
46. At the site visit, there was a discussion about leaving the door frames in place and repainting them. The Doors would be replaced and installed into the existing hinges.
SOW says to re-paint and re-caulk the exterior door frame.
47. Please confirm there is no interior door scope.
Add replacing the interior dorm room doors to the scope of work.
48. Will the contractor have access to all three buildings at the same time, or will the contractor only have access to one dormitory building at a time.
No, work will begin on building 971 dorm room, once complete the Contractor may move to building 973 dorm room. The building 972 commons and its mechanical room may be accessed at all times. Keep the down time of the HVAC system to a minimum for the resident occupied dorm room building.
49. “2.3.10 Install double pane operable windows.” Please verify this is allowable per ATFP standards.
Comply with ATFP requirements including but not limited to the latest versions of UFC 4-010-
01, UFC 4-010-02, UFC 4-020-01.
50. The SOW states to remove the existing fire alarm devices in dorm room to allow for painting. Please confirm once these devices have been removed and reinstalled that we will need to get the Fire Alarm System recertified.
No, as long as you don’t damage any devices or wiring it will not have to be re-certified.
51. The SOW does not mention any upgrade or additions to existing Fire Alarm System. Please confirm we are not required to verify that the existing system in code compliant.
It is not in the scope to upgrade the fire alarm system.
52. The SOW does not mention replacement of any exterior building light fixtures. Please confirm.
The exterior building lighting fixtures are not within the scope of work.
53. The SOW does not mention making any electrical corrections to existing circuitry in the dorm rooms. Please confirm if there are issues with the existing electrical system in the dorm that we are not to make corrections.
If any deficiencies arise, bring them to the attention of the Government for our analysis and possible action.
54. The SOW only mentions replacement of existing light switches in B972. Please confirm we are not replacing any of the existing light fixtures.
Replacing the existing light fixtures within B972 is not within the scope of work.
55. The SOW does not have a spec for the new LED lights in the dorm rooms. Please confirm that we are replacing with like LED and that there is not a spec that we are to conform with.
Replace with like LED’s that provide the same light output.
