About this file

The document is a Questions and Answers (Q&A) file for a Non-Appropriated Funds (NAF) Bar/Beverage Trailer solicitation. The Q&A addresses several key technical specifications and clarifications, including generator power requirements (noting the original 7.5KW Kubota Generator is insufficient, with a recommendation for a 25KW generator), trailer dimensions (confirming 12'L x 8.5'W x 7.5'H), and additional equipment requirements such as a sound system with wireless microphones and a 12,000 BTU mini-split A/C unit.

The document also covers payment and shipping terms, specifying Free On Board (FOB) Destination Shipments in accordance with DAFMAN 61-119. The vendor's proposed payment structure is 50% to start production, 25% midway through production, and the final 25% upon completion. Submission of the bid is to be done via email to Amanda Tate and Tammie Umsted. The solicitation is issued by the Department of the Air Force Materiel Command Test Center, with the opportunity focused on procuring a fully equipped concession trailer with specific technical and functional requirements.

QUESTIONS & ANSWERS BAR TRAILER:

1. The generator requested, a 7.5KW Kubota Generator, is not feasible as that generator can only power up to 62.5 amps. To put that into perspective, the requested 6 outlets each on a separate 20-amp breaker already adds up to 120 amps. After running full calculations of amps, I am totaling 172 amps, requiring a 25KW generator. How would you like to proceed and what would be the brand preference if not Kubota? (Please keep in mind, Kubota’s largest size generator is a 12KW prime, 14KW standby).

All items as stated on the SOW state “same or similar” if something better is recommended please let us know.

2. I see that a propane tank is required in the bid, however, I do not see a clear purpose for this propane tank as everything in the unit is electrical and the generator is running off diesel. Can you outline the purpose for the propane tank and if it still needed to be included in our design & estimate?

Remove, not needed.

3. There are a couple of differences between the PDF and the description that is listed on Sam.GOV. I see the size trailer requested in the description on Sam.GOV is 12’ L x 8.5’ W x 7.5’ H, however, on the PDF it states the trailer size to be 7’x12’, insinuating that the width needs to be 7’ and the length to be 12’. Please confirm which size is preferred.

Corrected. Please use SOW for all things required.

4. I see that in the description on Sam. GOV, there is a request for a sound system with wireless microphones, however, that is not shown on the PDF. Is the sound system with wireless microphones still required?

This is something that we want; music and speaker capabilities needed.

5. I see a request for a 12,000 BTU mini split A/C in the description on Sam.GOV however, that is not outlined on the PDF. Is a 12,000 BTU mini split A/C required?

Yes, A/C unit needed for the trailer

6. In the PDF, there is a request for a 50-amp shore power outlet however, considering your trailer is totaling to 172 amps, would you like a bigger outlet? Or is the intention to only power the refrigeration, A/C, water heater, and lights with the 50-amp shore power outlet? Please confirm.

The intention is to power just the above listed items. If it’s pulling too many amps, we would like to go with what the vendor recommends.

7. I do not see any listed payment terms included on the PDF. Our payment terms are 50% to start production, 25% in the middle of production, and the final 25% upon completion of your unit. Are these payment terms acceptable? When we have worked with other Government agencies, they have been able to abide by our payment terms and provide advance payments due to us being a micro-business located in the TACPA zone.

Free On Board (FOB) Destination Shipments IAW DAFMAN 61-119:

• Shipping Costs: Transportation costs for FOB destination shipments can be included in the item's price, quoted as a single amount, or billed separately.

• Loss or Damage: The contractor is responsible for filing claims with the carrier if goods are lost or damaged during shipping.

• Reporting Issues: The Contracting Officer will notify the contractor in writing of any discrepancies so a claim can be filed promptly.

• Prompt Payment: The AFSVC Shared Services Center, Accounts Payable Section, must pay for accepted goods quickly, especially when a discount is at risk. Payment is made after goods are accepted.

8. When we have our documentation completed and ready to submit it, how do we submit the bid?

Through email. With Amanda Tate & Tammie Umsted both listed.
