Vendor Outreach and Webinar: ED-OII-15-R-0014 Data Collection and Grant Monitoring for State Educational Agency and Charter School

Management Organization Grantees

The U.S. Department of Education (Department) is pleased to announce its upcoming competition for the Office of Innovation (OII) Charter School Program’s (CSP) Data Collection and Grant Monitoring for State Educational Agency and Charter School Management Organization grantees contract. We anticipate releasing a solicitation for this requirement in June, and we are pleased to announce a webinar and vendor outreach event in support of the upcoming solicitation. Details regarding the webinar are provided below.

In order to support the CSP requirement, we request your feedback for the following questions:

NAICS: 541611 – Administrative Management and General Management Consulting

Services PSC: R410 – Support – Professional: Program Evaluation/Review/Development

General Questions:

1. The Department anticipates competing this requirement on the open market.

Please identify any perceived barriers to competition.

2. Do you believe that the NAICS code is appropriate?

Content Questions:

3. Are the timelines for each deliverable/action/milestone realistic as drafted?

4. Are the requirements specific enough to enable adequate pricing? If not, please identify where the Department may clarify.

5. Has the Department provided sufficient examples/documents/other materials necessary to adequately price the requirement? If not, please identify additional documents or other information that you require in order to adequately price your proposal.

6. Does the Schedule of Deliverables align with all elements of the Performance Work Statement?

7. Are the tasks clearly written? If not, please identify any ambiguous or unclear language.

Additional Instructions:

(A) In order to evaluate the market, we request that interested parties submit capability statements that address specifically how your company is capable of performing the work stated in the PWS. Generic capability statements are not helpful. Please tailor your statement to the work that the CSP requires. If applicable, please include your small business status with your capability statement.

(B) We greatly value vendor feedback on the clarity of our requirements, and we appreciate your responses to the questions noted above. If you feel that providing a track change version of the PWS illustrating suggested revisions is the most advantageous way to convey your questions or proposed changes we encourage you to do so.

(C) If you are interested in attending the vendor outreach/webinar event, please register using the link below. You may register until 9:30 AM on the day of the event. There is no limit to the number of attendees that a vendor may designate. Vendors should direct any and all correspondence regarding this acquisition to Jonathan Bettis and be sure to provide the solicitation number in your subject heading. We will post a list of all attendees to www.FBO.gov following the webinar.

(D) Please submit your capability statements, question responses, and any other supporting documentation no later than 5:00 PM EDT, May 28, 2015 via email to Jonathan.Bettis@ed.gov.
