Pre-Solicitation Questions

1. Vendor question: Will ED consider identifying portions of the SOW that could be set-aside for 8a or HUBZone firms? Alternatively, will ED consider encouraging 8a or HUBZone firm participation through preferential points as part of the evaluation criteria?

Department Response:

The Department plans to include an evaluation criterion that focuses on substantial small business subcontracting opportunities for offerors who are other than small businesses. Offerors who are small businesses will automatically receive a set amount of points for this criterion. Additional points may be earned for substantive work that is subcontracted. However it is at the prime contractor’s discretion to determine which tasks should be subcontracted.

1. Vendor question: Has NCES included incentives as part of the OMB package for the field test? If so, what are the costs for each sampled or responding unit (school, educator, and parent)?

Department Response:

NCES anticipates that incentives will be necessary to ensure sufficiently high participation. NCES is proposing the following incentives in the field test recruitment OMB clearance request, although these may not be approved by OMB. NCES is also seeking recommendations from bidders regarding monetary and other incentives to increase response rates.
