This webinar is being conducted as part of market research for the Department of Education requirement titled “International Early Learning Study Pilot (iELS) .”
This webinar will be lead by Sylvia Thomas, Contracting Officer, Gibran Mills, Contract Specialist, Mary Coleman , Contracting Officer’s Representative, and Dana Kelly, Program Office Representative.

Webinar Objectives The purpose of this webinar is to:

PROCUREMENT overview
Proposed contract vehicle The Department anticipates awarding a 60 month Multi-Year contract for this requirement.
The Department anticipates awarding a Hybrid contract consisting of fixed-price and cost-reimbursement tasks.
The Department anticipates the contract will have four base tasks (and six optional tasks) and will be carried out over a period of 60 months.
This is a new requirement and there is no current incumbent.

International Early Learning Study
IELS purpose and goals IELS is sponsored by the Organization for Economic Development (OECD) and is designed to collect information on the following concepts across participating countries:
Children’s early learning and development in a broad range of domains, including social and emotional skills as well as cognitive skills The relationship between children’s early learning and children’s participation in early childhood education and care (ECEC) The role of contextual factors, including children’s individual characteristics and their home backgrounds and experiences.
IELS components Direct Assessment:
60 minutes, administered one-on-one by trained assessors Oral language/emergent literacy, mathematics and numeracy, executive function, empathy and trust No open-ended scoring is expected Parent Questionnaire (one parent of assessed child) 20-30 minutes Home background, home learning environment, ECEC participation, child social/emotional skills Educator Questionnaire 15 minutes, including ratings forms for each assessed child

Please note The importance for readiness to work under conditions of unusual speed and flexibility, and an understanding of the relationship between the selected contractor, the international contractor, NCES, and the OECD

3. Data Collection Recruit Schools and Students U.S. school and student recruitment plan, recruitment materials, permission letters for parents, and regular progress reports on recruiting efforts Examples include:
Convening focus groups to discuss messaging to help ensure sufficiently high participation;
Offering customized incentives to schools, teachers, and parents;
Maintaining a website to offer a range of iELS-based resources for educators and parents;
Hosting web-based seminars that allow state or district officials or sampled school officials to learn more about iELS directly from lead contractor staff and ED officials and staff;
Devising operational procedures with the aim of reducing burden on schools and students to the greatest extent possible;
Seeking endorsements from relevant organizations or individuals.

Award is planned for February 2017.
