GeneralThis template collects primary EVM data values (BAC, PV, EV and AC) from a Major IT investment to assess program performance toward their delivery of defined scope. By utilizing integrated schedule and cost variances, and other EVM-based performance metrics, a forecast of expected schedule or cost overruns is derived for the program.
Project Data for the MonthSOURCE
Period EndingEnter the end date (e.g. "31-Jan-09") of the month represented by the data in the report.
UPIThe Unique Project Identifier for the investment. The UPI is maintained by the Department's Budget Formulation Database. Refer to OMB's Circular A11, Section 53 for details on how to interpret the UPI.
Project NameEnter the unique identifying name of the project as reported in the Exhibit 300.
Project ManagerEnter the name of the Project Manager assined to the investment. The PM holds responsibility for all data reported.
Project % CompleteEnter the percentage complete for the project, to date. The Project % Complete should be the cumulative percentage of all completed work on the project over the total planned work, rolled up from all control accounts in the WBS/schedule.Calculation
BAC from Prior MonthEnter the Budget at Completion (BAC) value that the project reported last month. BAC should equal the contract budget baseline as recorded in the Department's Budget Formulation Database. BAC should also equal the total value of the contract.Contract Awards
BAC for Current MonthEnter the Budget at Completion for the current month. BAC should be equal to the prior month's BAC unless a baseline change request has been approved. See BACV, below.Contract Awards
PV cumEnter the Planned Value, cumulative to current reported month, for the project. PVcum should equal the cumulative value of deliverables, from the project start date through the currently reported month, from the baseline.Calculation
AC cumEnter the Actual Cost (to the government), cumulative to current reported month, for the project. ACcum should be equal to the total of actual invoiced costs from each month, cumulative from the project start date through the currently reported month. Any AC that is not known for the most current month should be estimated and noted in the Additional Comments section, along with a validated method for deriving the AC estimates. AC estimates from prior months must be updated with true actual data once true AC data is available from invoices received. For Firm Fixed Price contracts, AC will equal PV at the completion of the project. AC does not equal EV by default for FFP contracts. All projects, FFP or otherwise, are likely to have Cost Variance prior to contract completion.Invoiced Cumulative
EV cumEnter the Earned Value, cumulative to current reported month, for the project. EV cum should equal the percentage of work completed for a deliverable times the PVcum value for that work. The EV percentage should be determined according to a defined method for accruing EV for each deliverable.Calculation
Tolerances, Explanations and Corrective Actions
BACVBudget at Completion Variance. This is not a standard EVM measure, however, it is important to determine that the BAC is not changing from month to month withou proper justifications and contract approvals. Use the Additional Comments section to explain any BAC Variance.PM Entry

Enter the percentage of the project that has been completed.

Enter the Actual Cost, in dollars, that have been charged to this project against the active contract's budget baseline.

Schedule Variance. Positive variance indicates performance is ahead of estimated schedule. Negative var. indicates perf. is behind schedule.

Cost Variance.

Positive variance indicates performance above the estimate. Negative var. indicates perf. is below the estimate.

Schedule Performance Index.

The rate at which the schedule is being achieved, ahead or behind Planned Value Cost Performance Index.

The rate at which Deliverables are accrued, ahead or behind Actual Cost.

Schedule Variance Percent. >7% is outside Departmental threshold. >10% variance is outside OMB threshold.

Cost Variance Percent. > 7% is outside of Departmental threshold.

>10% variance is outside OMB threshold.

Estimate To Complete.

The cost of the remaining (open) work.

Estimate At Completion. Estimated cost of the project once it is fully delivered, based on performance to-date.

Variance At Completion. Projected Overrun/Under-run from BAC BAC Variance is the difference of Current BAC minus Prior BAC. Differences in BAC indicate a change to the baseline, which must be justified.
