Questions and Answers to Sources Sought Notice Readiness and Emergency Management for Schools (REMS) Technical Assistance (TA) Center

(1) What is the estimated level of effort (e.g., number of labor hours) for the BPA overall and separately for Task Order 1?

ANSWER - There is no level of effort for the BPA as it just describes the types of tasks that will be issued as task orders. The Department will not be giving an estimated level of effort for the task orders as we expect the offeror to determine the level of effort.

(2) Does the Government envision providing a pricing spreadsheet with labor hours, travel costs, and other direct costs estimated for use in responding to the final RFQ?

ANSWER – The Department will expect the offeror to provide a detailed budget proposal which will include those elements.

(3) Is there an incumbent contractor for this work?

ANSWER – Yes, Synergy Enterprises, Inc., ED-ESE-12-O-0036.

(4) Does the Government still intend to issue the final solicitation during the third or fourth week of June?

ANSWER – Yes.

(5) Does the Government intend to issue the final RFQ through GSA e-Buy?

ANSWER – The Government anticipates issuing the final RFQ through GSA e-Buy MOBIS 874-1.

(6) Does the Government intend to issue the RFQ as a small business set-aside if adequate competition is established by the RFI responses?

ANSWER – Yes.

(7) Will the RFI responses be used to establish a down-select or to determine a limited distribution of vendors to receive the final RFQ?

ANSWER – No.

(8) Would the Government prefer that our response be organized by the 14 competencies in the Sources Selection Notice or by the draft BPA and Task Order Performance Work Statements tasks?
