Providing Equitable Title I Services to Eligible Children Attending Private Schools in 14 Bypassed Local Educational Agencies in Virginia
RESPONSES TO QUESTIONS
1. Replace Appendix A with the attached copy of Appendix A entitled “14 Bypassed LEAs in
Virginia”.
2. RFP, Pg. 13, III, Professional Development (PD) Costs, states, “PD costs are those incurred by the contractor to provide professional development activities to private school teachers of participants.” Does PD costs include the contractor’s cost involved in notifying and scheduling participants, establishing the logistics for meetings, registering private school teachers for workshops, etc., or is that considered an administrative cost?
RESPONSE: Costs including the contractor’s cost involved in notifying and scheduling participants, establishing the logistics for meetings, registering private school teachers for workshops, etc., are considered administrative costs.
3. RFP, Pg. 14, reference H.10, If the Title I teacher serves students from more than one LEA, is the teacher salary determined from the salary schedule from the LEA in which the program is located or the salary schedule from which the student resides? It is understood that the portion of the salary that is directed for students from another LEA will be drawn from instructional funds for that LEA.
RESPONSE: The teacher salary schedule is determined from the LEA in which the children reside.
4. Class size – what is the minimum and the maximum class size expected?
RESPONSE: There is no minimum class size. The maximum class size is five.
5. RFP, Pg. 57, INCENTIVE: “A small business subcontracting plan (Plan) that proposes work of at least 43.5% of subcontracting to small businesses in a meaningful capacity will receive a minimum of 10 points. A Plan that proposes 15% of total contract dollars to small business subcontractors in a meaningful capacity will receive a minimum of 15 points. Plans that exceed 20% of total contract dollars to small business subcontractors in a meaningful capacity will receive the entire 20 points.” 43.5% gets 10 points but 15% get 15 points and
20% gets 20 points. Confusing, please clarify.
RESPONSE: The paragraph should read:
INCENTIVE: A small business subcontracting plan (Plan) that proposes work of at least
43.5% of total subcontracting costs to small businesses in a meaningful capacity will receive a minimum of 10 points. A Plan that proposes 15% of total contract dollars to small business subcontractors in a meaningful capacity will receive a minimum of 15 points. Plans that

exceed 20% of total contract dollars to small businesses subcontractors in a meaningful capacity will receive the entire 20 points.
6. Attachment A, Page 5, Subtask 2-2, Design Title I Instructional Programs, in order to provide services to some eligible rural schools in bypassed LEAs in Missouri (Virginia?), it may be necessary to be creative, going beyond regular program, extended day, and summer school.
After consultation with the private school administrators, is it required to get approval from the COR before moving to other options such as home tutoring, family literacy or computer assisted instruction?
RESPONSE: The contractor is required to get approval from the COR before moving to other options such as home tutoring, family literacy, or computer assisted instruction.
7. Attachment A, Page 5, Subtask 2-2, paragraph 2 states, “…appropriate Title I services and the services may be subject areas or grade levels that are different from subject areas and grade levels that are different from subject areas and grade levels provided to public school students.” If the public school does offer PK but PK students do not receive Title I can the provider serve PK students in the private school after the need is determined through consultation and ranking students most in need?
RESPONSE: If the public school Title I program offers services to children in elementary grades, and the private school has an existing PK program, Title I services may be offered by the contractor. Please note: PK children from low-income families do not generate Title I funds.
8. Attachment A, Page 5, Subtask 2-2, paragraph 2 states, “…appropriate Title I services and the services may be in subject areas or grade levels that are different from subject areas and grade levels that are different from subject areas and grade levels provided to public school students.” Can we interpret this to mean that schools can serve PK even if PK is not a grade level in a Title I public school?
RESPONSE: See response to Question #7.
9. Attachment A, Page 7, Subtask 2-6.1, Generating funds for service—consultation occurs with private school officials to determine the number of children from low income, but it says that the contractor shall use one or more of the methods to calculate low income (ex:
using the same measure of poverty to count public school children). How much input does the private school have or should have on which method(s) we choose to use?
RESPONSE: The method of determining the number of children from low-income families is a required consultation topic. However, the contractor acting as the LEA has the final decision.
PAGE 4 OF ED-ESE-12-R-0017/0001
10. Attachment A, Page 8, Subtask 2-6.2, if it is determined that a student is more at risk of failing in two or more subject areas, can the student receive services in more than one subject area?
RESPONSE: Children who are eligible in more than one subject area may receive services in more than one subject. However, private school officials may determine that students should receive services in just one area due to time constraints or other concerns.
11. Attachment A, Page 9, Subtask 2-7.1, PD, the statement describing the PD options for private school personnel is very broad. Are there limitations (other than approval of the COR) on options, other than PD workshops, for providing PD to private school teachers?
RESPONSE: PD provided to the private school classroom teachers of Title I participants must focus on assisting those teachers to better meet the needs of the Title I children and may not be general in nature. Consequently, conferences typically do not provide only this type of focus and, consequently many not be allowable.
12. How long has NonPublic Educational Services, Inc. (NESI) been providing these services under contracts with the U.S. Department of Education?
RESPONSE: NESI has been providing these services in Virginia for approximately 33 years.
