The U.S. Department of Education
Office of Elementary and Secondary Education
Student Achievement and School Accountability Programs
Capability and Webinar Instructions
Background and Purpose:
The U.S. Department of Education’s Student Achievement and School Accountability Programs (SASA) within the Office of Elementary and Secondary Education (OESE) intends to award a contract to a third-party provider to provide equitable services under Title I to eligible children attending private schools, their teachers, and their families in the 54 bypassed LEAs in Missouri.
This procurement is made pursuant to the requirements in section 1120(e) and section 9504 of the ESEA. Funds withheld from the Missouri’s Title I allocation on July 1 of each year shall be used to fund this procurement. The target population is private school children identified by the contractor as failing or most at-risk of failing to meet challenging academic content and student academic achievement standards and who reside in participating Title I public school attendance areas in the bypassed LEAs in Missouri.
As a condition of this contract, the contractor shall implement the Title I program governed by this contract in accordance with all applicable Title I statutory and regulatory requirements.
Capability Statement Requirements:
Interested parties are invited to submit a capability statement. Offerors shall describe their experience and capability in current Title I policy related to Title I equitable services including services for eligible private school children, their teachers, and families. These areas of expertise are essential if the offeror is to successfully demonstrate that it can engage in the following activities:
Designing and implementing Title I instructional programs for eligible private school children that are both compliant and effective in raising student achievement;
Designing and implementing professional development activities for the classroom teachers of Title I private school participants that are compliant as well as effective in raising student achievement; and
Designing and implementing parent involvement activities for the parents of participating Title I private school children.
In addition, the offeror shall describe their experience and capability in the following areas:
Evaluating the Title I instructional program provided for eligible private school children;
Collecting data and using it to calculate the amount of Title I funding generated for instruction, professional development, and parent involvement activities for eligible private school children, their teachers, and families;
Maintaining individual student records; and
Preparing detailed monthly expenditure reports for Title I equitable services that provide information on the actual expenditures for instruction, professional development, and parent involvement activities.
Capability statements shall be word documents in at least a 12 point font and no more than 15 double-spaced pages in length (page limit does not include additional comments, see below).
Request for Comments:
Interested parties are requested to additionally submit comments to the draft Performance Work Statement, and identify competition barriers. We are particularly interested in your feedback on the following question:
· Based upon your experience with design and/or implementation of immigrant integration, does the PWS, as written, present any barriers to your participation? If so, how?
Submission Due Date:
Submit Capability Statement and Additional Comments to the Department by Thursday, June 14, 2012 by 2:00pm EST to: Alice Mihill at Alice.Mihill@ed.gov with a cc to: Gabriella McDonald at Gabriella.McDonald@ed.gov.
Once again, interested parties are encouraged to participate in a Webinar on Wednesday, June 6, 2012, at 2:00 p.m. EST, when the Department will share its vision and goals for the procurement. Please indicate your interest for the webinar by emailing Nola Cromer – nola.cromer@ed.gov and Gay Ojugbana – gay.ojugbana@ed.gov and Cc: Alice.Mihill@ed.gov.
