Page 24 and 25
In reference to the example privilege user roles listed on page 24 & 25 (e.g. "Database Administrator", "Application Administrator", "System Administrator", "Network Administrator"); will the TO issued require the contractor to staff these types of roles as part of the TO? These roles fall outside the realm of program or project management

Government Response: The IDIQ statement of work is a general list of services which may be required under individual TO’s. The SOW for TO 0001 is within scope of the IDIQ and services requested for TO 0001 are specific to the work required under TO 0001.

54
Section I Page 40
The Full Text FSA Clause 37-2, Continuation of Mission Critical Contractor Services (Oct 2012), listed on pages 39-41 of the SOW, indicates that a “…preliminary plan describing how it will continue to perform the Contractor services listed in Section C.” is required to be submitted with its offer. L.8.2, Page 55
The paragraph below the table says "Electronic copies shall be provided on CDs and shall be formatted using Microsoft Office 2003 (MS Office 2003) or Portable Document Format (.PDF) as specified in the Proposal Organization Table below." Instead of below, does it mean "above"? Also, the table only shows PDF as the file type except for pricing, but this sentence says Microsoft Office (presumably Word .doc files). Can it be both?

The table on page 55 Vol II, (Tab C- price proposal) shall be amended to “ Excel 2003” as requested in the instructions on page 58 Tab C of the RFP.

56
L.9.1, L.9.2,L.9.3, Page 56-60
In all of these sections, the only filename convention provided is for Volume III, Tab A "The filename shall be “Volume III –Tab A –Past Performance Statement-Offeror Name.doc” What names should we use for the other volumes/tabs? This indicates ".doc", but the table in L.08.2 indicates ".pdf". Which should it be?

Government Response: Please refer to the amended chart on page 55 of the RFP.

57
L.9.1, Page 57 Tab C
In reference to the following text: "the resume of the proposed shall describe the qualifications of fulfilling the responsibilities of the Key Personnel and its plan for recruiting, training, and retaining qualified personnel and personnel with appropriate security clearances as required by individual Task Orders". According to Page 18 of the RFP (Section H.2), it is stated that "The Government will not allow costs, nor reimburse costs associated with the Contractor training employees in an effort to attain and/or maintain minimum personnel qualification requirements of this contract". Please clarify if the expected protocol is either 1.) The contractor is to recruit already skilled employees and there is no expectation of training or if 2.) Alternatively, the contractor is to have a formal training plan for its employees as part of on-boarding on an awarded TO and the cost of training is to be borne solely by the contractor.

58
L.9.2, Page 58 Tab C
The section instructions the offeror as follows "Offerors shall include an explanation of other factors to be considered along with proposed prices in the written pricing volume. What information is the offeror expected to provide for this item (b)?

Government Response: The IDIQ terms and conditions state that the contract type is a hybrid mix. The Task Order 0001 is a labor hour contract type, that does not warrant any “materials.” Offerors are to provide an explanation for the IDIQ where applicable.

59
L.8.2, Page 54 and 55
Should the Volume II Tab B page limit be changed to accommodate the request for complete Reps and Certs and OCI statements? Currently it just allows the SF33.

Government Response: The Reps and Certs and OCI statements are not part of any page count.

60
L.8.2, Page 55 and 57
There seems to be conflicting instruction on the page limits and content for the staffing section:

On page 55, For Vol 1, Tab C –Staffing, the table says 2 pages per resume page limit, with no reference to page limits for the staffing narrative.

On page 57, Tab C Staffing says (Two (2) page limit excluding resumes).

Please clarify page limits for the staffing narrative and resumes and confirm that Tab C should contain the PM resume plus narrative about plans for recruiting/training qualified personnel for the TO.

Government Response: Tab C - Staffing (Two (2) page limit, excluding resumes) Volume I The filename shall be “Volume I –Tab C – Staffing -Offeror Name.doc”

Tab C shall provide the resume of the proposed PM that describes the qualifications of fulfilling the responsibilities in Program Management per 3452.243-70 Key Personnel (section I); the resume of the proposed shall describe the qualifications of fulfilling the responsibilities of the Key Personnel and its plan for recruiting, training, and retaining qualified personnel and personnel with appropriate security clearances as required by individual Task Orders.

L.9.1, Page 56

There is no requirement to provided Financial Statements in the instructions for Volume II. Please clarify if financial statements are required.

Government Response: The FSA needs some sort of assurance that your firm has the financial wherewithal to perform the requirement. The intent of the financial statement is to demonstrate to FSA this capability. Yes, the financial statements are required.

62
L.9.3 Tab A, Page 59
Is there a requirement that the Past Performance Questionnaire references be from within a certain number of years? We find 5 years rather than provides a better opportunity for small business to showcase relevant work given the volume of work businesses can generate and remain within the size standard. It also demonstrates an ability to maintain a relationship with customers and staff over a longer timeframe which is an important element of past performance.

Government Response: The requested three (3) years shall remain.

63
L.9.3 Tab A, Page 59
Must all past performance references be from the prime contractor? If not, is there a minimum number of past performance refere3nces that must be from the prime contractor?

69
Attachment J-8, Page 1
For Task Order 1, is the expectation that the Project Manager (PM) and Investment Analyst (IA) will be working part-time on the TO over the course of a year? Or, is the expectation that they will be used full-time, but only for a short period of time (i.e., 12 weeks for the PM, 6 week for the IA)?

Government Response: The estimated hours for TO 0001 are as listed under attached J-8 for the performance of 12 months.

70
Attachment J-8, Page 1
