About this file
This is a Statement of Work (SOW) for the procurement and delivery of an APS-TD Laser Cleaning System for Fermi National Accelerator Laboratory (FNAL), prepared by APS-TD/MSD and Fermi Forward Discovery Group, LLC (FFDG) on April 29, 2026. The document outlines technical requirements, delivery schedules, quality standards, and acceptance criteria for a portable laser surface preparation and cleaning system.
The subcontractor shall deliver a fiber laser cleaning system capable of removing dirt, grease, resin, stains, rust, and coatings through non-abrasive, non-contact ablative cleaning techniques. The system must be portable with lockable transport wheels and not exceed dimensions of 4 feet long, 3 feet wide, and 4 feet tall (excluding control towers). Key technical specifications include a 2000W nominal average output power laser, 3-phase 220VAC, 60Hz, 50Amps operating voltage, continuous wave operation on dual axes, integrated cooling with overheat prevention/alert capability, and a control interface for mode selection and parameter adjustment. The handheld laser component must not exceed 10 pounds with ergonomic features such as power grip, double handle, trigger strip, or a weight support system for heavier units. The system shall include two light towers (Red, Yellow, Green) with one at the instrument and a second externally routed with a 50-foot disconnectable cord. Handheld laser cable lengths must be between 6 and 24 feet, and the system must operate within temperature conditions of 50°F to 104°F and humidity conditions of 81% RH or less. The subcontractor must provide proof of NRTL certification, comply with OSHA Laser Hazards (29 CFR 1910) and Illinois Administrative Code Title 32 Energy Subchapter b Part 315, deliver a service manual and maintenance kit, provide on-site startup and initial operator training at FNAL, and offer a preventative maintenance program. Contract deliverables shall include a 12-month warranty against manufacturing defects from component delivery date. Shipping must comply with INCOTERMS 2020 Rule with items packaged to protect against damage and clearly marked with contents and weight. The subcontractor shall submit biweekly written status reports to FFDG's Technical Representative and provide a delivery schedule with lead times upon request.

1. INTRODUCTION AND SCOPE
The Magnet Systems Group provides support to repair, refurbish, and build water cooled conventional magnets for the accelerator complex at Fermilab as well as for other national labs. The laser cleaning process will save time and is a more sustainable alternative compared to conventional abrasive cleaning techniques. This SOW outlines the requirements for a laser surface preparation and cleaning system for the Prospective Offerors (hereafter referred to as “The Subcontractor”), including deliverables with The Buyer, Fermi Forward Discovery Group (FFDG).
2. REQUIREMENTS/SPECIFICATIONS
Table 1 lists the technical requirements for this procurement.
The subcontractor may request modifications that would simplify fabrication, decrease costs, or improve performance of the deliverable. Any requests for deviations and/or exceptions shall be consistent with Clause 5 – CHANGES AND MODIFICATIONS as identified in the Terms and Conditions provided in the RFP documents.

Table 1: Technical Requirements Requirement # Requirement Statement
The system shall remove dirt, grease, resin, stains, rust, coating, through non-abrasive, non-contact use of an ablative, dual axis, continuous wave, fiber laser cleaning technique.
2 The System shall remain portable and allow for locking of transport wheels when in park and / or operational.
3 The system shall be no bigger than 4’ long, 3’ wide, and 4’ tall (excl. control towers).
4 The system shall include a control interface for mode selection and allow for parameters to be set and adjusted accordingly.
Fermi National Accelerator Laboratory 4
Requirement # Requirement Statement
The system shall include two light towers (Red, Yellow, Green), one located at the instrument and a second to be routed outside the enclosure with a 50’ cord that can be disconnected for transport, as shown in system diagram under Fig. 1.
