1. DESCRIPTION OF SERVICES

1.1 Introduction

1.1.1 ECMM, for the purpose of this document, consists of the following: full-scale logistical, deployment, sustainment, reconstitution, production, and life cycle management services of United States Air Force (USAF) War Reserve Materiel (WRM), Army Pre-positioned Stocks (APS) and Army Unit Deployment Packages (UDP), routine inventory management services for AF Installation Home Station Medical Response (HSMR), Army APS and Army UDP assets, and as-needed support of customer-owned contingency assets in support of a variety of routine real-world and exercise mission requirements. The same level of support is required to support unpredictable mission requirements as directed and pertaining to contingency operations and disaster response to include, but not limited to, military action, humanitarian relief, pandemic/health crisis response, or other unforeseen circumstances where the use of ECMM is deemed appropriate by the Government.

1.1.2 Contractor services shall be performed at Department of Defense (DoD) locations outlined in Appendix D, Appendix F1, Appendix F2, Paragraph 2.2.1.3, and Section 2.4. The services provided on this contract support the USAF, Air Force Reserve Command (AFRC), Air National Guard (ANG), United States Army (USA), and the JANUS Project (not an acronym). The ECMM program is designed to provide medical logistics and biomedical equipment repair services at designated locations while additionally providing adequate on-site support to meet mission requirements through a regional or travel-based model of support for locations determined to not require full-time staffing.

1.1.3 This is a non-personal services contract. The Government will neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. The Contractor shall manage its employees and guard against any actions that are of the nature of personal services or give the perception of personal services. The Contractor shall notify the Contracting Officer (CO) immediately if they perceive any actions constitute personal services. These services shall not be used to perform any Inherently Governmental Functions.

1.2 Background

1.2.1 The initial ECMM contract was maintained by the Army Medical Command. In October of 2015, The Air Force Installation Contracting Agency established a Medical Enterprise Support Plan to provide contracting support to the Air Force Medical Service (AFMS) in 2018 and began the primary contracting agency for Air Force Medical Portfolio, Category 10. ECMM was developed as a requirement to support AFMS. The requirements for ECMM include in-garrison sustainment, maintenance, deployment, and reconstitution of War Reserve Materiel (WRM) at Consolidated Storage and Deployment Centers (CSDCs) and Military Treatment Facilities, both in-garrison and travel maintenance and logistical support throughout the continental United States (CONUS). In addition, ECMM has provided Subject Matter Expertise (SME) to for WRM functions directly supporting Air Combat Command (ACC), Air Mobility Command (AMC), and Air Force Special Operations Command (AFSOC), as well as Force Health Protection (FHP), Home Station Medical Response (HSMR), Army APS and Army UDP.

1.3 Scope

1.3.1 The Contractor shall provide qualified personnel, services, and expertise to provide analytical and management support, medical logistics support, and general warehousing services to assemble, manage, support, maintain, repair, calibrate, deploy, reconstitute, and sustain ECMM assemblages (including all components) in predetermined and standardized configurations. An assemblage is an authorized (and approved) allowance listing of equipment and supplies (medical and non-medical) which are necessary to equip, operate, maintain, and provide health service support activities across a full range of military and humanitarian operations. The Contractor will provide services to staffed and unstaffed USAF, AFRC, ANG, United States Army Medical Materiel Agency (USAMMA), and JANUS installations within the continental United States (CONUS). This includes the capability to quickly support a surge in workload for contingency, humanitarian, and exercise operations.

1.3.2 All work shall be performed in accordance with the most current versions of Air Force Instruction (AFI) 41-201, AFMAN 41-209, AFMAN 41-216, Technical Order (T.O.) 13C7-34-2-1, and any corresponding Air Force Medical Command (AFMEDCOM) or Army supplemental ECMM guidance as provided by the CO/COR, Army Regulation (AR) 40-61 Medical Logistics Policies and Procedures, AR 530-1 Operations Security, AR 710-1 Supply Policy, AR 735-5 Policies and Procedures for Property Accountability, Cold Chain Management, http://www.cdc.gov/, DoD Unique Identification (UID) Program (DoDD 8320.03 and DoDI 8320.04), https://www.hsdl.org, officer responsibility, https://www.gpo.gov, and Supply Bulletin (SB) 8-75 series. In the event AFMAN 41-209 or AFMAN 41-216 are updated or rescinded, the Contractor shall use the appropriate policy as provided by the COR or Contract Officer (CO). The Contractor shall maintain current versions of all applicable directives and ensure compliance with the same.

1.3.3 ECMM capabilities as reflected in Appendix N and Appendix Y are static representation of AFMS WRM assets and where they are postured as of date printed. The Medical Manpower, Equipment Force Packaging Responsible Agencies (MEFPAK/MRAs), in collaboration with AF Medical Logistics and Readiness Divisions, determine strategic positioning of capabilities to meet Combatant Commander (COCOM) Operations Plan (OPLAN) requirements worldwide. Worldwide positioning of WRM assemblages can change based upon mission requirements. Additionally, assemblage updates and/or modernizations driving significant allowance standard changes frequently occur, leading to additional workload as well as the development of transition plans, capability updates, and/or Unit Type Code (UTC) nomenclature changes at the affected sites. Significant shifts in workload from one site to another due to the need for strategic repositioning of assets will be coordinated with contract leadership to establish suitable timelines, not to exceed 90 days, for transition to ensure no degradation of services.

1.4 Period of Performance

1.4.1 The Ordering Period for this contract shall be for one base year with two one-year option periods and one 6-month extension option that may be exercised in accordance with (IAW) Federal Acquisition Regulation (FAR) 52.217-8. The Period of Performance reads as follows:

Base Period: 01 February 2026 – 31 January 2027 Option Period I: 01 February 2027 – 31 January 2028 Option Period II: 01 February 2028 – 31 January 2029 6-month Extension Option: 01 February 2029 – 31 July 2029
