About this file
This is a Supplemental Quality Assurance Provision (SQAP) document issued by the Defense Logistics Agency (DLA) Troop Support on January 25, 2019, that outlines 14 allowable technical exceptions and specification modifications to MIL-DTL-32488 for the Expeditionary Barrier System (EBS).
The document addresses industry comments on the proposed EBS specification dated November 22, 2013, and provides modifications across multiple technical areas. Key exceptions include: (1) clarification of protective finish requirements for weld areas, allowing reduced galvanic coating thickness on weld flashing and sheared wire ends; (2) modification of weld shear strength requirements to establish a 70% average minimum with a 50% individual minimum per ASTM A185; (3) revised maximum weight specifications for all 12 EBS types, ranging from 25 lbs (Type 2) to 2,400 lbs (Type 10); (4) clarification of fabric property testing requirements for grab tensile strength, wide width tensile strength, trapezoidal tear strength, and CBR puncture strength; (5) modification of wide width tensile strength to 75 ppi/65 ppi for machine and transverse directions; (6) apparent opening size range of 0.004–0.007 inches; (7) permittivity minimum of 1.1 s⁻¹ with deleted upper limit; (8) revision of Figure 4 Detail A for staple locations and dimensional tolerances; (9) test method change from UNE-EN 14030 to MIL-STD-810G Method 504.1 for chemical exposure testing; (10) footnote change for blowing sand abrasion testing to use Wide Width Tensile test; (11) increase of connecting pins from 2 to 4 per unit; (12) addition of clarification that the system is not intended for overhead load bearing; (13) clarification of hog ring usage for vertical and side-by-side basket connection with 9-inch maximum spacing; and (14) requirement that geotextile fabric be stapled with sufficient looseness to accommodate basket filling and expansion without tearing or material loss.

REVISIONS
Allowable Technical Exceptions and Specification Modifications Detail Specification for Expeditionary Barrier System, MIL-DTL-32488
The following are exceptions to be included in the Expeditionary Barrier System (EBS) contract package, and are provided to address comments received from industry on the proposed MIL-DTL-32488 specification (dated 22 November 2013). These same recommendations should be included in a future revision of the MIL-DTL-32488 EBS specification.
1. The final sentence of the Protective Finish requirement in Section 3.3 should be replaced with:
Within the weld area of the joined wires in the finished product, the protective coating must be present in a condition that is consistent with the results of standard wire mesh welding by application of pressure and electrical current to pre-coated wire. Accordingly, the minimum galvanic coating thickness is not required on the weld flashing at each weld point. Further, the minimum galvanic coating thickness is not required on the sheared ends of the wire materials.
2. The requirement for minimum weld shear strength in Table I - Wire Properties, should be clarified as follows:
The 70% minimum weld shear strength requirement is an average test value determined in accordance with the requirements of ASTM A185, “Standard specification for steel welded wire reinforcement, plain, for concrete.” To avoid excessively low shear strength values while still satisfying the average requirement through large data variability, individual tests of the wire mesh welds shall satisfy a minimum weld shear strength value of 50% of the wire's ultimate tensile strength.
3. The maximum allowable weights of each EBS type given in Table III - EBS Dimensions and Weight, should be modified as shown in the Table below.
Revised Maximum Weight for Each EBS Type
EBS Type Weight, lb EBS Type Weight, lb

3 260 9 250

4. The footnote given in Table II – Fabric Properties that describes the requirements for grab tensile strength, wide width tensile strength, trapezoidal tear strength, and CBR puncture strength should be clarified as:
Requirements are given as minimum allowable average/minimum allowable single test values, where the minimum average applies to the average of multiple laboratory sample results and the minimum single test value applies to a single laboratory sample result.
Laboratory samples are as defined in the referenced testing standards.
5. The requirements for wide width tensile strength in Table II – Fabric Properties, should be modified to require a minimum strength of 75 ppi/65 ppi for both the machine and transverse directions.
6. The requirements for apparent opening size in Table II – Fabric Properties, should be modified to require a range of 0.004 in – 0.007 in (0.11 mm – 0.18 mm).
7. The requirement given for permittivity in Table II – Fabric Properties, should be modified to delete the upper limit of 1.6 s-1 and specify the permittivity of 1.1 s-1 as a minimum requirement.
8. Figure 4, Detail A, should be revised as shown below to clarify the staple locations and dimensional tolerances at the top of the EBS cells.
9. In Table IV, First Article Tests, the Test Method referenced for Fabric min strength retention (chemical exposure, diesel fuel and deicing fluid)3 should be changed from UNE-EN 14030 to MIL-STD-810G, Method 504.1
10. In Table IV, First Article Tests, the requirement for “Fabric strength retention (blowing sand abrasion)” indicates footnote 2, which requires that the strength retained be measured using Strip Tensile test from ASTM D5035. This footnote reference should be changed to 3, so that the strength retained is measured by the Wide Width Tensile test from ASTM D4595.
11. Section 3.2.3, Connecting Pin, requires that a minimum of 2 extra connecting pins be provided with each EBS unit of issue for connection to adjacent units. This requirement shall be modified to be a minimum of four extra connecting pins provided with each EBS unit of issue.
12. For clarification of the EBS intended use, add the following sentence to the end of Paragraph 1.1 Scope:
This system is not intended for use as a load bearing system for overhead loads.

13. For clarification of the intended use of the hog rings, in Section 3.2.4, Hog Ring, modify the first sentence to read:
Hog rings are used to connect baskets stacked vertically or placed side-by-side.
Also modify the last sentence to read:
A sufficient quantity shall be provided to attach hog rings at a spacing of not more than 9 in (230 mm) along basket edges.
14. To ensure that the geotextile fabric is able to expand with the baskets when filled, add the following sentence at the end of paragraph 3.2.7, Geotextile Fabric Staples:
The fabric shall be stapled with sufficient looseness to accommodate basket filling and expansion without tearing or loss of fill material.
