About this opportunity

The Defense Logistics Agency (DLA) Troop Support Construction and Equipment is conducting a sources sought notice for an Expeditionary Barrier System (EBS) across 18 National Stock Numbers (NSNs). The requirement is for force protection barriers designed for expeditionary and austere environments, available in nine different sizes and two color options (beige and green). Potential contractors must demonstrate capability to manufacture these barriers and meet comprehensive government requirements, including worldwide shipping capacity for both depot stock and direct vendor delivery. Evaluation criteria will focus on contractors' experience producing interchangeable products, quality standards, past performance, and production facility capabilities. Responses to this Request for Information (RFI) must be submitted by February 14, 2025, at 3:00 PM EST to Matthew.Eckenrode@dla.mil, with detailed documentation proving manufacturing competence and technical compliance.

The procurement is not set aside for any specific business category and will be structured as a Firm-Fixed-Price, Indefinite Delivery, Indefinite-Quantity (IDIQ) long-term contract. The contract duration will not exceed five years, covering both Direct Vendor Delivery and DLA Direct Requirements. While no specific award value is mentioned, the solicitation covers 18 different EBS configurations with varying potential annual quantities. The government emphasizes that this is a market research initiative and is not obligated to purchase materials as a result of the RFI. Contractors will need to be prepared to provide comprehensive documentation including part numbers, manufacturing dates, government contract numbers (if applicable), and evidence of production plant facilities capable of meeting delivery requirements for these specialized force protection barriers.
