About this file

This document is a memorandum requesting the brand name justification for the purchase of extended services for Eaton UPS systems for the Louisiana Army National Guard's Data Processing Installation (DPI). The Louisiana Army National Guard currently owns Eaton UPS systems and requires Eaton certified technicians and parts to perform preventative maintenance and repairs on these critical systems. The brand name justification is necessary to mitigate the significant risks associated with using non-Eaton certified technicians and parts.

The related federal contract opportunity is a solicitation (W912NR24R0041) for a firm fixed-price contract to provide maintenance, troubleshooting, and repair services for the Louisiana Army National Guard's existing Eaton and Liebert UPS systems. This is a small business set-aside with a NAICS code of 541519 - Other Computer Related Services. The solicitation closes on September 11, 2024, and the award will be made to the lowest priced, technically acceptable offeror.

MEMORANDUM FOR NGLA-JRM-P

SUBJECT: Brand Name Justification – Data Processing Installation (J6) Eaton.

1. The La Army National Guard (LAARNG) is requesting the purchase of Extended Services for Eaton UPS systems as described in the PWS.

2. The government currently owns Eaton UPS systems; the UPS systems are responsible for providing an uninterrupted power supply to our IT environment.

3. The Louisiana Army National Guard DPI is requesting that vendors have Eaton certified technicians to work on multiple government owned Eaton UPS systems. Preventative maintenance will follow the current Liebert prescribed inspection checklist for the applicable unit and anything covered in the manufacturer's specifications. When technicians see a need to replace parts, the requirement shall be brand name to the government owned Eaton systems. The vendor must have appropriate Eaton bench stock replacement parts on hand.

4. This request is brand name specific because extended services utilizing Eaton certified technicians and parts mitigate significant risk to these critical systems. Any other certified technicians will lead to unacceptable risks, such as, downtime and inadequate repairs and maintenance. Parts that are not brand name to the government owned Eaton systems, both bench stock and ordered parts, lead to unacceptable risk, such as, incompatibility and total system failure.

5. The POC is CW2 Bryan Guillory at 318-290-5350.
