About this file
This is a construction drawing package for the Pinellas County School District's Theater Lighting Renovations project at East Lake High School, one of three locations included in the solicitation. The file contains thirteen detailed permit and construction drawings created by Edward J Wolanin on January 29, 2026, including electrical details plans, demolition plans, new lighting plans, projection power plans, theater lighting controls specifications, projection system details, and projector mounting details. The project encompasses complete removal of existing theatrical lighting systems and installation of new LED theatrical lighting control systems, video projection systems with motorized screens, and house lighting control systems. The mandatory pre-bid conference for all three locations is scheduled for February 24, 2026, with the East Lake High School meeting at 12:45 pm. Sealed electronic bids are due by 4:00 pm on March 10, 2026 (with a subsequent deadline extension to 2:00 pm on March 12, 2026 noted in the contract opportunity summary), submitted through the District's e-Procurement Portal at https://procurement.opengov.com/portal/PCSB. Contractor selection will occur between March 11-13, 2026, with the Notice of Intent to Award posted approximately April 10, 2026, and School Board approval anticipated for April 14, 2026. The contract commences upon Notice to Proceed and concludes no later than July 31, 2026, with a maximum duration of 120 days.
The total contract value across all three locations is approximately $1,680,000, with awards made on an all-or-none basis by location to the lowest responsive and responsible bidder, each location including a separate $50,000 contingency line item with no contractor markup. Bidders must hold current Florida Licensed Electrical Contractor (EC or ES) licensure, demonstrate five years of continuous operation under the same legal entity, and provide documented evidence of completing a minimum of two comparable theatrical lighting installation projects within the previous five years; all subcontractors must be pre-approved and appropriately licensed. General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate is required prior to contract award. The District will consider pricing established through State of Florida Department of Management Services contracts. No set-aside restrictions for disadvantaged or minority-owned businesses are designated in this solicitation. All work must comply with Florida Building Code State Requirements for Educational Facilities, NFPA Standards, UL Standards, the National Electric Code, EIA/TIA Standards, and OSHA Standards, with materials and equipment warranted free from defects for not less than one year from final completion, and replacement parts available for a minimum of five years after equipment delivery. Liquidated damages of $1,000 per calendar day are assessed for failure to achieve substantial completion within the specified timeframe.
