About this file
This file contains technical construction drawings and permit documentation for the East Lake High School theater lighting renovation project being solicited by the Pinellas County School District in Florida. The project encompasses the complete removal of existing theatrical lighting systems and installation of new theatrical lighting control systems with LED fixtures, video projection systems with motorized screens, and house lighting control systems. The scope of work includes disconnection and removal of existing components, provision and installation of new equipment with complete programming and functionality, eight hours of contextual operator training with video documentation, patching and painting of affected areas, and comprehensive closeout documentation including as-built drawings, warranties, maintenance manuals, and spare parts lists. The mandatory pre-bid conference is scheduled for February 24, 2026, at 12:45 pm at East Lake High School, with sealed electronic bids due by 4:00 pm on March 10, 2026 (with a revised deadline of March 12, 2026, at 2:00 pm), through the District's e-Procurement Portal. Evaluation and contractor selection will occur between March 11-13, 2026, with the Notice of Intent to Award posted approximately April 10, 2026, and School Board approval anticipated for April 14, 2026. The contract period shall commence upon Notice to Proceed and conclude no later than July 31, 2026, with a maximum duration of 120 days.
The total contract value for the three-location project is approximately $1,680,000, with awards made on an all-or-none basis by location to the lowest responsive and responsible bidder. Each location includes a separate $50,000 contingency line item with no contractor markup. Bidders must hold current Florida Licensed Electrical Contractor (EC or ES) licensure, demonstrate five years of continuous operation under the same legal entity, and provide documented evidence of completing a minimum of two comparable theatrical lighting installation projects within the previous five years; all subcontractors must be pre-approved and appropriately licensed. Liquidated damages of $1,000 per calendar day apply for failure to achieve substantial completion within the specified timeframe. All work must comply with Florida Building Code State Requirements for Educational Facilities (SREF), NFPA Standards, UL Standards, the National Electric Code (NFPA 70), EIA/TIA Standards, and OSHA Standards. Materials and equipment are required to carry manufacturers' standard warranties, with all work warranted free from defects for not less than one year from final completion and replacement parts available for a minimum of five years after equipment delivery. Bidders must submit bid security and proof of insurance including General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate. No designated set-aside restrictions for disadvantaged enterprises or minority-owned businesses are noted in this solicitation.
