About this file
This document details the Evaluation Criteria for the EAC's IT Server Room Mold Remediation solicitation (EACEAC25MOR005). The evaluation process employs a best value trade-off approach with three primary factors: Technical Acceptability (50% weight, Pass/Fail), Past Performance (25%), and Price (25%). Technical evaluation is binary, requiring proposals to meet all minimum technical requirements outlined in the Statement of Work, with only technically acceptable proposals advancing to subsequent evaluation stages.
The evaluation will assess proposals based on technical understanding, complexity of previous work, quality and timeliness of deliverables, and customer satisfaction. Evaluators will review references, CPARS, and other sources to validate past performance. Price will be evaluated for reasonableness and alignment with effort proposed, with the lowest-priced technically acceptable proposal being selected. The Election Assistance Commission reserves the right to adjust evaluation weights and priorities based on procurement needs, and all evaluation criteria and rationales must be documented to ensure transparency.

EAC Evaluation Criteria
The Government intends to award a contract resulting from this solicitation to the responsible offeror whose proposal is determined to provide the best overall value to the Election Assistance Commission (EAC), considering price and other evaluation factors.
Best value is achieved through a tradeoff between technical merit and price. The EAC seeks a contractor whose solution demonstrates a strong understanding of the requirements, offers high-quality, cost-effective services.
Technical Evaluation Proposals will be reviewed to determine whether they clearly demonstrate the offeror’s understanding of the scope, approach, and deliverables required under the SOW. The technical review is binary (Pass/Fail). Only those passing this stage will move forward to price and past performance evaluation.
Past Performance Evaluation Past performance will be assessed based on:
• Similarity and complexity of previous work
• Quality and timeliness of deliverables
• Customer satisfaction and contract compliance Evaluators may consider information obtained from references provided by the offeror, CPARS, and other sources.
Price Evaluation
Price will be evaluated for reasonableness and alignment with the level of effort proposed. Among technically acceptable offers, the Government will select the proposal that offers the best combination of past performance and price.
EAC reserves the right to adjust weights and evaluation priorities based on the unique needs of each procurement. The following principles apply:
Evaluation Factor Weight Pass/Fail Description
Technical Acceptability 50% Pass/Fail The proposal must meet all minimum technical requirements outlined in the SOW.
Past Performance 25% -- Assess previous successful contracts and client satisfaction.
Price 25% -- The proposal with the lowest price that passes technical acceptability will be selected.
Document Your Criteria All evaluation factors and criteria must be included in the solicitation to ensure transparency and enable offerors to tailor their proposals accordingly. The evaluation team will document the rationale for all ratings and selections made during the evaluation process.
| Price Evaluation |
