REPRESENTATIVE TASK ORDER
JULY 08, 2015

Appendix L.1 – Representative Task Order
1. BACKGROUND
The National Weather Service is responsible for providing weather, hydrologic, tsunami, and climactic forecasts and warnings for the United States, its territories, and all adjacent waters to
Government agencies, private sector businesses, the general public, and the broader global community.
The AWIPS architectural design is driven by the requirement for a highly secure, robust, scalable system that can operate continuously and at full capacity twenty-four (24) hours a day, seven (7) days a week, and three hundred sixty-five (365) days a year. The future of AWIPS operations is contingent upon maintaining the highest level of availability, throughput, and data integrity essential to ensuring the effective completion of its mission. Reducing the volume of hardware currently necessary to operate AWIPS will result in a variety of tangible and intangible benefits throughout the lifecycle of the system.
2. OBJECTIVE
The Offeror shall provide a plan addressing Objective Number 4.1.8 from the Advanced
Weather Interactive Processing System (AWIPS) Statement of Objectives (SOO) document dated July 08, 2015, for reduction of the baseline hardware footprint. This plan shall evaluate the hardware profile across the entire AWIPS enterprise; that is, it shall take into account all
AWIPS baseline systems (including all types of operational sites, training sites and test beds), and shall consider operations and maintenance; as well as development and testing, aspects of
AWIPS as presented in the Request for Proposals (RFP), with the objective of recommending methods to consolidate and streamline the AWIPS hardware architecture.
3. REPRESENTATIVE TASK ORDER REQUIREMENTS
The Offeror shall provide an Engineering Assessment Plan and schedule describing how it would conduct an engineering assessment to reduce the AWIPS hardware footprint across the
AWIPS enterprise. At a minimum, the plan shall include the following elements:
3.1. The Offeror shall identify solutions for reducing the AWIPS hardware profile across the
AWIPS enterprise, taking into account all objectives and requirements specified in the
SOO. The Offeror shall provide:
3.1.1. A brief description of each solution, including any assumptions and constraints
3.1.2. A preliminary description of risks, risk mitigations, opportunities, advantages, and disadvantages associated with each solution.
3.2. The Offeror shall describe the methodology that would be used in its Engineering
Assessment Plan for determining the recommended solution(s). The methodology description shall include the following elements:
3.2.1. Factors that would be used to evaluate the solutions
3.2.2. Description of what processes, methods, and metrics would be used in the determination of the relative merit of the solutions, including how identified risks would be mitigated.
Appendix L.1 – Representative Task Order
3.3. Schedule for the Execution of the Engineering Assessment
The Offeror shall provide a schedule for the execution of the Engineering Assessment
Task Order, including the duration in business days.
4. DELIVERABLES
Offerors shall provide an Engineering Assessment Plan and schedule that addresses all task requirements specified herein, and meets all of the specifications and other requirements included within the RFP and SOO. The Offeror shall indicate the relationship between the
Representative Task Order response and the Performance Work Statement.
The Offeror’s Engineering Assessment Plan and schedule for this Representative Task Order shall be included in Volume II - Technical Proposal as described in Section L of the RFP.
IMPORTANT NOTICE:
This Representative Task Order is for evaluation purposes only, and does not commit the
Government to place an order for any of the work described herein. The Representative
Task Order may or may not be incorporated in a subsequent contract award, at the sole discretion of the Government.
