“Police de Proximite”: Community Policing in Diffa Region: Q and A
Question 1. Regarding the DUNS requirement, if the lead applicant has a DUNS number and is registered in SAM but has local partners, who would act as subs, which are not registered would that collaborative proposal be considered not compliant? In the past, we've stated that if the award is won we'd work with local subs to get registered, would that explanation be sufficient in this case as well?
Response: Per the NOFO, ‘Applicants, including U.S. affiliates of international organizations must provide a valid Data Universal Numbering System (DUNS), and completed www.sam.gov registration when submitting application on www.grants.gov in response to this NOFO. Applicants that do not have a valid DUNS number and completed www.sam.gov registration will NOT be eligible for consideration’.
Implementing partners, or sub-recipients, are required to have a valid DUNS number. The winning applicant organization would be responsible for ensuring compliance with the requirement prior to entering in to a formal agreement with the local implementing partners.
Question 2. In the document entitled PSI NOFO on Counter Ideology under point 7, 3 attachments are listed (a. roles and responsibility b. timeline/schedule of activities c. detailed budget and budget narrative). However, in the document entitled PSI for Niger NOFO FINAL _4_30 under point 8, there are also three attachments listed (a. roles and responsibility b. timeline/schedule of activities c. project monitoring plan), which document should be included as document C in the attachments? Also, if the project monitoring plan is required, how does it differ from the Performance Monitoring & Evaluation Plan that should be included in the proposal narrative (listed as bullet point 7)?
Response: PSI for Niger NOFO, SFOP0006897, FINAL 4_30 is relevant for this funding opportunity. Per the NOFO, the Performance Monitoring and Evaluation Plan includes two components: the M&E Narrative and the Logical Framework. Please include the M&E Narrative as part of the Proposal Narrative and include the Logical Framework as an attachment (submitted as the Project Monitoring Plan listed as document C in the attachments).
Question 3. Should the mandatory attachments be included in the proposal narrative document or as a separate document? This will help us know how to submit our materials compliantly.
Response: The attachments should be separate from the proposal narrative document.
