“Police de Proximite”: Community Policing in Diffa Region: Q and A
Question 1. Objective 3 in the NOFO focuses on leveraging partnerships between civilian security forces and community leaders to promote defections from Boko Haram/ISIS-WA, and support defector reintegration into communities. Do we understand correctly that CVE efforts in this project should focus on BH/ISIS elements only and not target members of ethnically-based and/or vigilante groups present in the Diffa region?
Response: This projects should focus on Boko Haram/ISIS-West Africa elements only.
Question 2. Under the NOFO paragraph referring to the Leahy Vetting requirement, it states that "However, as noted below, training or assistance to foreign security forces is not permitted under this award." There does not appear to be a follow up in the NOFO explaining what "as noted below" refers to. Is this a typo? If not, given that this is a community policing project and necessarily entails engagement and dialogue between police personnel and communities, shall organizations only proceed with "engagement and dialogue" activities with security forces and not actual training? We would be grateful for any additional clarification in regards to this statement.
Response: The following language should have been included: “Military: In developing proposals, programming should not involve any military or paramilitary forces or members.” This program can engage law enforcement entities, including police, as long as they are Leahy Vetted.
