“Police de Proximite”: Community Policing in Diffa Region: Q and A

Question 1. Regarding Objective 3 “Leverage the partnerships between civilian security forces and community leaders to promote defections from Boko Haram/ISIS-WA and support defector reintegration into communities, empowering female police officers and key community women leaders in contributing to this effort”, which partnerships did the Bureau of African Affairs anticipate will need to be leveraged to achieve the objective? Do partnerships refer to the security forces/community engagements that the project will foster or to new partnerships to be created between the various civilian security forces (Garde Nationale, Police Nationale, and Gendarmerie) that intervene in Diffa?

Response: The applicant should leverage both existing and newly established partnerships between Diffa's civilian population and security forces (those forces serving under a civilian statute, i.e. the Police Nationale and Garde Nationale). The newly established partnerships that will result from the "Police de Proximite" program itself remains a key community engagement mechanism. However, the Nigerien security forces may also already have some existing structures or networks in certain communities in the Diffa region. Accordingly, those partnerships should be leveraged and coordinated with when planning activities and initiatives throughout the region.
