E-24-26 SPECIFICATIONS - LANDFILL TRUCK
This specifications document outlines the requirements for the City of Cheyenne's procurement of one new 2026 or newer 1/2-ton, crew cab, full-size pickup truck with a 6'4" bed and fleet work truck package for landfill operations. The vehicle must meet detailed technical specifications including a 310-horsepower engine with automatic transmission, overdrive, tow/haul mode, 4-wheel anti-lock brakes, 3.73 axle ratio, heavy-duty locking rear differential, white exterior paint, gray cloth 40/20/40 split bench seating, black sprayed bed liner, and a Weatherguard aluminum toolbox. The mandatory pre-bid meeting is scheduled for April 16, 2026, at 9:45 a.m., with attendance required or bids will be rejected. The question submission deadline is April 22, 2026, at 5:00 p.m., with addendum responses due April 23, 2026, at 5:00 p.m. Bid submissions are due May 4, 2026, at 2:00 p.m. via the City's eProcurement Portal. Award is anticipated for May 25, 2026, with purchase order issuance estimated for May 28, 2026.
Bidders must provide a manufacturer's equipment list, warranty information, and comprehensive manuals including parts, service, electrical schematics, and operator documentation. All responses to line item specifications must be clearly marked as "Y" for compliance or "N" for non-compliance; any unmarked, blank, or qualified responses will be deemed non-compliant. The City is accepting a trade-in of a 2012 Ford F-150 truck (VIN 1FTFW1EF9CKE24815) with 161,919 miles currently designated as City Block #5838. A bid guarantee of 5 percent is required only if the bid exceeds $100,000.00, with a surcharge and escalator contingency of up to 15 percent included to account for unforeseen OEM and body surcharges or model year escalators. Wyoming resident bidders receive a 5 percent preference if their bid does not exceed 5 percent more than the lowest qualified nonresident bid. Any exceptions, deviations, or substitutions must be submitted using the provided Bid Exceptions/Deviations/Substitutions Worksheet by the question deadline; exceptions noted elsewhere in the bid will not be considered. Liquidated damages of $30.00 per item per calendar day or 0.10 percent of the per-item price per day, whichever is greater, apply for non-unavoidable delivery delays.
