About this file

This document is Addendum Three Revised to Bid E-23-26 issued by the City of Cheyenne, Wyoming, for the procurement of one new 52,000 GVWR lube truck with a model year of 2026 or newer for the Fleet Maintenance Department. The specification document details comprehensive technical requirements for a specialized mobile fluid servicing vehicle that must comply with strict line-item specifications across multiple categories including chassis, engine, transmission, cab features, lighting, hydraulic systems, fluid storage tanks, and body construction. Bidders are required to indicate "Y" for yes or "N" for no for each specification line item and must submit marked specification sheets with their bids; failure to clearly mark compliance will result in the City assuming non-compliance. A mandatory pre-bid meeting was held on April 16, 2026, at 1:30 p.m., with a question submission deadline of April 22, 2026, and electronic bid submission through the City's eProcurement Portal required by May 4, 2026, at 2:00 p.m. The selected apparatus must be delivered no later than August 31, 2026, with City Council final approval scheduled for May 25, 2026, and an estimated purchase order issuance date of May 28, 2026.

The vehicle specifications require a Cummins L9 350 HP engine meeting 2026 emissions standards, an Allison 3000 RDS-P six-speed transmission, and a Valley Engineering, Inc. "Lube Body" or approved equal mounted on the chassis with dimensions of 198 inches long by 96 inches wide by 79 inches high. The lube truck must include a 1,000-gallon fuel tank segmented into 200-gallon unleaded and 800-gallon diesel compartments, along with multiple product tanks for oils, DEF, and antifreeze, a 35-pound power greaser, comprehensive hose reels with mechanical or electronic meters, hydraulic and pneumatic systems, integrated heating systems, and extensive storage cabinets with lockable doors. The City will accept a trade-in of a 2009 Peterbilt Fuel Truck (VIN #2NPRLN9X1AM106899) with 119,683 miles currently in service. The successful bidder must provide a two-year unlimited mileage bumper-to-bumper warranty on the chassis and a separate two-year unlimited mileage warranty on the body, along with complete parts manuals, service manuals, wiring diagrams, operation manuals, diagnostic equipment with software, training, and one year of software subscription and online support. A bid guarantee of five percent is required if any single unit exceeds $100,000; if each unit is less than $100,000, no bid guarantee is required, though bidders must include five percent surcharge and escalator contingency (capped at fifteen percent of total bid value) in their guarantee calculation. Wyoming resident bidders may receive a five percent preference if their bid is not more than five percent higher than the lowest non-resident bidder's bid, provided the expenditure does not involve federal funds.
