STATEMENT OF WORK

Resurface Youth Center Playground & Replace Borders

Project Number: Durbin-F1L3SM4216A002 Cannon Air Force Base, New Mexico

This project includes but is not limited to the following work elements: all plant labor, delivery of equipment, materials, disposal, and incidentals shall be furnished by the Contractor. No alterations, additions or deletions shall be made, unless prior approval by the Contracting Officer.

Unitary Surfacing must meet US Consumer Product Safety guidelines and ASTM F1292-09, Standard specification for Impact Attenuation of Surface Systems Under and Around Playground Equipment. System must be installed by an IPEMA (International Play Equipment Manufacturers Association) certified manufacturer, stating that they comply with ASTM-F1292-

09. The Child Development Center will need documentation that the surfacing meets critical height requirement of 8 feet (the vertical distance between a designated play surface and the playground surface beneath it).

NOTE: A site visit will be conducted on 19 September 2014 at 9:00 am, Mountain Daylight Time (MDT). This is not mandatory, but highly recommended for interested parties in order to provide a complete bid. Prospective offerors desiring to attend should submit a request to attend to MSgt Matthew Durbin no later than 12:00 PM MDT on 18 September 2014.

Offerors may contact this office between the hours of 8:00 AM and 4:00 PM MDT. Contact information for MSgt Matthew Durbin is (575) 784-2942 or by email at matthew.durbin@us.af.mil. Facsimiles or any other forms of submission will not be accepted.

The site visit will be at Cannon Air Force Base, in Clovis, NM. Instructions for the site visit location will be given to those who submit a request to attend.

NOTE: To receive a base visitor’s pass for access to the base, personnel must possess two forms of identification, at least one with a photo, such as U.S. Passport (unexpired or expired), a valid State or Government picture identification card, voter’s registration card, or original or certified copy of a U.S. birth certificate. Personnel requesting vehicle access must also provide a valid driver’s license, and valid vehicle insurance certificate.

Requirements Guidelines

1. Clean current playground surface that is located inside the PVC borders on the youth center playground. The existing surface shall be made clean to a standard that the new surface will adhere properly.

2. Remove current PVC borders around approximately 180 linear feet (LF) perimeter.

mailto:matthew.durbin@us.af.mil

3. Replace borders around approximately 180 LF playground perimeter. Replacement borders should be black in color, 100% pre-consumer recycled plastic and should be approximately 5 inches wide, by 12 inches high, by 6 feet long and have galvanized stakes for assembling. Or equal items will be considered. Borders shall be placed in the ground so as to be firmly installed in place. Please see the pictures below as an example of this type of border. This exact product does not have to be used, rather it is only a guideline of what the border should represent:

4. Provide and install an impermeable ½” rubberized surface in accordance with manufacturer’s installation guidelines. The surface will be installed in place (over the existing surface), and seamless. The rubberized surface material must fit tight within the newly installed border. The surface area to be covered is approximately 3,591 square feet (SF). The new surface should permanently bond to the existing surface. Although the current surface is black, the Government would prefer the new surface to be light blue (or similar) in color, due to the intense sunlight at this location.

5. Clean excess surfacing material from all playground equipment; or protect all slides, metal and plastic components during installation of surfacing material.

6. There should be no excess material/particles on the surfacing material. Surfacing must be completely smooth and even to avoid tripping hazards. The system should be porous and should not result in standing water on the surface when wet. Non-slip characteristics under ASTM-E-303 must be implemented. Flammability standards under 8S-5696 and ASTM- D-2859 will be maintained.

7. Surface material should be environmentally friendly and be composed of at least 70% recycled materials. Warranty of the surfacing will be provided for a period 3 years or more.

8. The playground area shall be taped off for the duration of the surface cure time, to prevent use until the treated area is deemed suitable by the customer.

9. Contractor shall be responsible for disposal of refuse created during this project. The contractor is responsible for daily clean-up to ensure the area is left tidy and safe at all times. Furthermore, the contractor is responsible to ensure that all areas affected by this installment are clean and tidy upon completion of the project.
