Q34 RFP Section L – Relevant Experience, Page 57 & Past Performance, Page 59:
Would the Government consider allowing the experience of the offeror’s subcontracting partners to be included in the past performance references? Are there any limitations on the number of relevant experience/past performances included from the 8(a) firm versus its subcontractors/teaming partners?
R34 See Section L17.1 Revlant Experience and Section 17.5 Past Performances. Relevant Experience is not the same as Past Performance. Also L17.5 Past Performance “Provide two references for the Prime Contractor and One Reference for the Sub-contractor”
Q35. RFP Section L.17.5 Factor 5 – Past Performance Information, Page 59:
“If the offeror has no previous contract history, then the offeror may submit any other information supporting the quality, timeliness, business relations, management of key personnel and contractual considerations and customer satisfaction with its contract performance, including a list of its major professional accomplishments and awards, its client references, and a copy of its confidentiality policy”.
R35 Yes, See M11 Factor 5 Past Performance Information
Q36 - We are relatively small 8(a) firm with limited experience on Government projects, but our key personnel have extensive past performance experience from the commercial sector. Would the Government consider past commercial experience of such key personnel if relevant for this opportunity? If so, would the Government prefer a different format for the past performance questionnaire (for feedback from the commercial sector)?
R36 Yes, No
Q37 RFP Section L.17.5 Factor 5 – Past Performance Information, Page 59:

Q38- Would the Government please provide guidance on how the offeror should address the two evaluation factors (i.e. “Relevant Experience” and “Past Performance”), if the offeror chooses to submit the same 3 contracts for both purposes?
R38 Section L Factor17.1 Relevant Experience and Factor 17.5 Past Performance state what information should be included in your proposal. Section M7 Relevant Experience and M11 Past Performance provide the evaluating factors that the proposals will be evaluated against.
Q39 RFP Section L.17.5 Factor 5 – Past Performance Information, Page 60:
“Provide two references for the Prime contractor and One Reference for the Sub-contractor.”
Please clarify if the Government is asking for the 8(a) firm to provide 2 references and will only accept 1 reference from their teaming partner/subcontractor?
R39 See Section L Provide 2 references from the prime contractor and 1 reference from the subcontractor. If it is the teaming partners, you may submit references from the teaming partners.
Q40 RFP Section L.16 Technical Proposal Instructions, Page 56:
“Not included in this page limitation are the following: Past Performance Supporting Documentation, including questionnaires received from Offeror’s References as required in Section L”.
Q40 See Section L.15 Technical Proposal Instruction (e) page 56
Q41 – Please clarify if the past performance questionnaires need to be submitted as part of the proposal (in sealed envelopes) in addition to being sent directly to Ms. Brenda Lee?
R41 See Section L.17.5 FACTOR 5 – Past Performance Information
Q42 PWS Section III. Post-Closing Management Activities, Page 2:
“Certain event may reduce the volume of this piece of the PCPM portfolio servicing.”
Q – Over the last 5 years, how many properties have been added to the M2M Portfolio and how many have been released?
R42 See Attachment B Pricing Sheet Amendment 1
B Q43 PWS Section IV. Activities, Page 3 Q – What percentage of the total contract does OAHP expect the “Other tasks” to comprise (example no more than 5%)? Please provide the level of effort required for “Other tasks”, if performed previously.
R43. See Attachment A, Amendment 1 Performance Work Statement Section IV Activities
Q44 PWS Section V. Meetings, Page 3 This section details communications between the parties. There is specific reference to “barriers to completion of surplus cash assignments” and “barriers to the Contractor progress with respect to the overall portfolio”. Could OAHP please provide some specific examples of the kinds of barriers over the last five years that have led to delays in completing tasks? Should these be expected as customary and part of the process going forward?
R44. An example may include an uncooperative owner. The PCPM may encounter this in the SCA process.
Q45 PWS Section VIII. Scope, Page 5
“The depth of review for a particular property in a specific year may vary from a limited review to a very detailed review of the AFS” In OAHP’s experience over the last five years, what percentage of the PCPM portfolio has required a very detailed review on an annual basis?
R45. Because of the previous SCA backlog, the contractor was processing several years of SCAs concurrently, therefore the government is unable to provide an historical percentage of what properties required a “very detailed review of the AFS” (see R80 for current portfolio status.) However, FY 2010 estimates indicate that 20% of the SCAs are finalized without the PCPM contractor contacting the Owner.
Q46 PWS Section XI. New Property Assignments, Page 7 Legal documents for newly assigned loans are to be delivered to the Contractor.
What percentage of these does OAHP expect to be delivered as a “paper Docket” versus “in electronic PDF form”? If paper Docket, does OAHP transmit the original or a copy?
R46. Information is not available. OAHP will transmit a copy of the paper docket if necessary.
Q47 PWS Section XI. New Property Assignments, Page 8, prior to “M2M Documents” Contractor shall review documents “as applicable” Is it expected by OAHP that Contractor will review all Documents for all loans? If not, what has been the OAHP or Contractor experience of the level and volume of document review required over the current contract term?
R47. The PCPM will need to review the documentation required to perform an accurate surplus cash review. This information is not available.
Q48 PWS Section 1.2. Review of SCA and Payment Amount, Page 9 Q – What has been the history of what percentage or how often “the Contractor disagrees with the Owner’s calculations”?
R48. See R45
Q49 PWS, Section 1.3, Review Guidance and Requirements, Page 10:
Contractor is to review reasonableness of any contracts where there is an Identity of Interest.
Will all IOI contracts be identified in the notes in the AFS or other documentation?
Is Contractor expected to review any or all such contracts, or simply rely on proper reporting by the owner?
R49. Identity of interest contracts are indentified in the AFS notes. The PCPM may be required to review costs IOI contacts and determine acceptability.
Q50 PWS, Section 3.2, Meeting and Reporting (d), Page 14:
“estimated value of loans” Can OAHP be specific about how the Contractor is to report the value of loans? Is there a defined methodology for arriving at loan value, or is this something to be independently created by Contractor?
R50 Contractor will provide current value of loan based on the outstanding principle balance of the loan.
Q51 PWS, Section 3.3, Special Assignments, Page 14:
How much of the Contractor’s time over the past five years have been spent on these assignments? Please provide annual estimate of how much is expected in the future.
R51 Attachment A PWS "Special Assignment" is a new contract item; therefore, historical information is not available. See Attachment B Pricing Sheet Labor hours (estimated and Section 3.3 Special Assignments of the Performance Work Statement.
Q52 In XI New Property Assignments, HUD states “The Contractor will treat each property assignment as a new assignment for the first fiscal year of review”. Could you further clarify if the duties and responsibilities of the contractor for these newly-assigned loans will differ from the ongoing AFS and SCA processes?
R52. See Attachment “A” - Performance Work Statement X New Property Assignment.
Q53 Does the incumbent also need to carry out this treatment during the base period?
R53 Yes
Q54 If the property assignment referenced in section XI is not a “New Assignment”, does the nature of the deliverable change for the base period review?
R54. The deliverable for the base year is the same as the deliverable in the option year. See Attachment B Amendment 1.
Q55 How many cases in the last year had variances sufficient to require gathering additional data?
R55 Information is not available.
Q56 How many cases appealed their Final SCA?
R56. There is no appeal process for a SCA.
Q57 If the OAHP Portfolio database and related applications constitute a system, is the contractor required to be FISMA compliant (NIST 800.53) and will HUD require a full C&A during the contract period?
R57 Yes
Q58 Must the Contractor follow HUD’s security policies documented in 2400.25?
R58 Yes
Q59 In compliance with HUD’s security policies, is an annual audit required?
R59 No not required, but maybe necessary.
Q60 What are the authentication requirements for users?
R60 Secured data processing center. User ID and password protected and provided by the database administered.
Q61 Has the current web site and Dashboard been evaluated for 508 compliance? b) If so, what were the results?
R61 508 compliance is not evaluated. It is a federal law. See website http://www.section508.gov/index.cfm?fuseAction=stdsdoc
Q62 What ODC's should be considered in pricing (e.g. U.S.P.S mail, etc.)?
R62 See Attachment A Performance Work Statement and Attachment B Pricing Sheet
Q63 In the last attachment containing 65 pages and on Section L.17.5-Past Performance Information it states in Section a “These contracts must have been completed before the proposal due date.” Can prospective offerors use relevant contracts that are in process and completed beyond the base year period to satisfy that requirement?
R63 Yes
Q64 For the three past performances can an 8(a) prime submit two and the named subcontractor submit one past performance to satisfy this requirement?
R64 Yes, See Section L.17.5 (e)
Q65 Is there an incumbent? If so, who is it and are they eligible to compete for this contract?
R65 See R2.
Q66 The requirements state that the contractor shall review the AFS and prepare a SCA. By “review” do you mean an accountants’ review under AICPA standards, or some lower level of service. Also, what is the scope of the SCA? Is there a checklist outlining the expected http://www.section508.gov/index.cfm?fuseAction=stdsdoc procedures? If so, can you provide us with a copy of this checklist for us to review prior to bidding?
R66. See Section 1.2-1.3 in Attachment “A” – Performance Work Statement
Q67 Section B.3. Prices/Cost: The total fixed price line items, ceiling for the level of effort/labor contract line items and total contract value are all show as “$ TBD”, could you tell us what each of those are for this procurement?
R67 To be determined at award
Q68 PWS, Section III, 1: The PWS states that there 2,500 loans on 1,500 properties and that the portfolio grows at a rate of 30 to 40 properties per year. Should we assume that the number of loans increases in the same proportion as before (i.e. 5:3), so that 30 new properties will have 50 new loans on them?
R68. All new properties will have at least one (and many times two) Mark-to-market notes.
Q69 PWS, Section IV: provides that additional work in the form of providing expert advice in certain areas and conducting training sessions and/or creating formal written documentation may be needed. Can you give us guidance on what this will look like/how much of this was done in the past year or few years? If not, should we assume it can it be bid/billed on a time and material basis?
R69 See Attachment B Pricing Sheet Labor Hours, also See Section 3.3 in Attachment “A” Performance Work Statement and R52.
Q70 PWS, Section VIII provides that the contractor will provide SCAs for approximately 1,500 properties. Section VII says the objective is to analyze each property in the three programs.
There are 1,500 properties in the M2M program portfolio (which will grow at a rate of 20-30 per year), 130 properties in the demo program portfolio and 40 properties in the PPC portfolio (which will grow at 25 properties per loan). Accordingly, in year one there will be 1,670 properties and by year four there would be 1,865 properties in the programs. Should we assume that in any given year, HUD will choose 1,500 properties out of the total universe or, by contrast, that all the properties in the portfolios will need to be analyzed?
R70. The estimate of 1,500 properties is an estimate of the total universe. This includes the Mark-to-market and the Demo properties. See III in Attachment “A” Performance Work Statement.
Q71 PWS, Section VIII provides that “most” Owners submit on time, calculate correctly and pay timely, can you quantify what percentage of the owners typically do that?
R71 Information unavailable.
Q72 PWS Section 2.1 states that the contractor must contact the owner… with requests for information by return receipt mail at least twice within 45 days of PSCA approval” are those expenses to be billed separately or should they be included in the total costs of doing that service.
R72 Included in the cost of doing services.
Q73 PWS Section 3.2 says the contractor will provide “regular” updates. How many reports have been requested in the last year what’s the average over the last few years.
R73 Attachment A PWS See Section 3.2. On-line status reports are in real-time. Meetings between HUD and PCPM can be weekly or monthly.
Q74 PWS Section 3.3 How do we bill for special assignments, can you give any sense of how many there were in the past year and whether that was an unusually high or low number?
R74 See R52
Q75 PWS Section 4.1 says the contractor shall do what’s necessary to maintain for effective and continuous operations including maintaining an effective interface with HUD when HUD systems are upgraded or changed. Can you give us a description of HUD’s current systems and what, if any, material changes (e.g. changing platforms) are contemplated by HUD during the term of this procurement.
R75 The database is housed and maintained by the current contactor outside of HUD’s infrastructure.
Q76 PWS Section VIII. Scope includes a review and analysis of AFS (Audited Financial Statements), including the Computation of Surplus Cash. Since there is a possibility that our firm provided the audit services for any of the restructured properties, we would like to clarify that there is no conflict of interest with regard to properties for which we served as Independent Public Accountants.
R76 In accordance to the potential conflict of interest clause, if you feel there is a conflict of interest you should submit a mitigation plan along with your proposal
Q77 PWS Data Input Sources: What does it mean the Contractor will be required to address needs associated with the fields that are not stored efficiently?
R77. In addition to raw record counts, this data contains a significant number of fields that are not fixed-length fields (e.g. varchar or memo fields) that are not stored as efficiently as fixed-length data fields. The Contractor will be required to address needs associated with this structure.
Q78 L.17.1 and L.17.5 you say they should be the same contracts described in both places. How do you envision these two narratives differing or do you intend for the section that responds to
L.17.5 to be sufficient as a response for both sections? Also, are the past experiences being double counted in the Evaluation criteria M.3?
R78 No. Relevant Experience is difference from Past Performance. See Section L17.1 Relevant Experience and L17.5 Past Performance. It is not a double factor, it has two different meanings.
Q79 Is there any difference between the requirement in Sections L.19 Letter of Commitment (Subcontractors) and L.22 Subcontractors?
R79 Yes, Consultant or Subcontractor.
Q 80Will there be a backlog of SCAs to be performed at the start of the contract? If so, what percent of the estimated annual workload would it represent? For example, is there a backlog of New Property Assignments?
R80. There is very little backlog of SCAs. Currently for fiscal years ending 2007 through 2009, the SCAs are over 95% complete. FY 2010 SCAs are over 85% complete.
B Q81 The Pricing Sheet shows 1,400 New Properties under CLIN 2001 and 50 Existing Properties under 2002; should this be 50 and 1450 respectively? Additionally, should CLIN 3002, 4002 and 5002 be and 1,500, 1,550 and 1,600?
R81 See Attachment B Pricing Sheet Amendment 1
Q82 In Attachment B – Pricing Sheet for Level of Effort/Labor Hour Line Item (Labor Rates tab). Can you give an explanation on each of the cells to be filled out?
R82 See Section B.4 Pricing Schedule and Section L.18 Business Proposal Instruction.
Q83 The legal loan documents will be delivered either as a paper docket or electronic PDF.
Could you tell us what percent of the documents will be in paper form to calculate the amount of space required to store them?
R83 See R14
Q84 Contractor is to treat all assets as new properties the first year. The new Contractor is expected to review the documents for each of the approximately 1,500 loans in fifteen days. Is it possible to extend this time period?
R84 In the event that a new contractor is selected, a waiver or extension of the fifteen-day period can be considered for the initial delivery of assets.
Q85 Most borrowers have December 31 fiscal year end. On the average how many borrowers send their AFS each month (how many in Jan., Feb., March, etc?)
R85. Information is not available; it varies from year to year. Generally the bulk of AFSs are received on or just prior to the annual filing deadline for a December 31st fiscal year end.
Q86 On the average, how many Help Desk inquiries are received every week?
R86 See R7
Q87 Is there an incumbent? If there is an incumbent, is that entity eligible/expected to respond to this RFP?
R87 See R1
Q 88 Does HUD have a preference for the location of the Help Desk? For example, does the Contractor need to setup the Help Desk in HUD offices in Washington?
R88 No
Q89 Does HUD have a preference for Contractor office location? Can my company be headquartered in NYC?
R89 Yes
Q90 The RFP mentions there are 1,500 properties/2,500 loans in the M2M portfolio. Is this the total program size or just a portion of the total pool?
R90 This is an approximate size of the total pool.
Q91 Can you give me an indication of the geographic breakdown of the loans. For example how many loans are concentrated in each region across the country?
R91 Information is not available.
Q92 Either Attachment A or the RFP mention a document covering the Database technical design and specs. It may be a user's manual or other technical manual. Can you tell me where I can download that manual?
R92 There is no manual
Q 93 Please provide a list of functions that the Post-Closing Portfolio Management Database supports.
R93 See Section 4.2 in Attachment “A” Performance Work Statement and Attachment “D” of the Performance Work Statement
Q94 Is it primarily a tracking/reporting tool?
R94 See Section 4.2 in Attachment “A” Performance Work Statement and Attachment “D” of the Performance Work Statement. Tracking is just one function it performs.
Q95 How does it support the analysis, for example?
R95 See Section 4.2 in Attachment “A” Performance Work Statement and Attachment “D” of the Performance Work Statement
Q96 What data elements are maintained by the database?
R96 See Section 4.2 in Attachment “A” Performance Work Statement – Data Import Sources and Attachment “D” of the Performance Work Statement
Q97 What language is the web application written in?
R97 Currently, the PCPM Database utilizes Microsoft SQL Server 2008 R2 as the database server. The user interfaces include a Microsoft Access-based client and two web-based applications.
Administration, maintenance and on-going development of the PCPM Database requires experience and proficiency with the following:
Microsoft SQL Server 2008 R2 Microsoft Windows Server 2003 Microsoft Access including use of Visual Basic for Applications (VBA) Visual Studio 2010
Q98 Who has access to the database (personnel; program offices)?
R98 HUD employees or HUD designee as approved by the GTM/GTR
Q99 Please provide screenshots of the Dashboard, including all separate or distinct user views (Project Manager, HUD Central Office staff, PCPM Contractor, and any others).
R99 This is proprietary information
Q100 Please describes the key elements and fields of the Dashboard.
R100. See R96
Q101 Is there a user’s guide for the Dashboard?
R101 No.
Q102 For the Access front end?
R102 See Section 4.2 in Attachment “A” Performance Work Statement – Data Import Sources and Attachment “D” of the Performance Work Statement
Q103 If so, please provide the guide(s).
R103 See R102
Q104 Please provide front-end, Database, and Dashboard documentation to enable the bidders to understand the database and related applications/interfaces, the capabilities they provide, and their maintenance. This is critical information for proper pricing.
R104Please review Section 4.2 in Attachment “A” Performance Work Statement and Attachment “D”
Q105 What data is provided from REMS? Page 15 of Attachment A (Section 4.2) mentions “REMS data regarding property status including PM comments”.
R105 See Section 4.2 in Attachment “A” Performance Work Statement and Attachment “D”
Q106 Are copies of contract and/or project documents available electronically?
R106 In some cases.
Q107 What are the process and timing for transition-in, such as transfer of files, documentation, and database for the new contractor?
R107 See R110
Q108 How will the current incumbent assist with transition?
R108 The incumbent shall be available 60 day after contract award to the new contractor for assistance with the functionality of the database, question/answers, support services, and any other pertinent information for a smooth transition.
Q109 What is the method for transition of the database?
R109 There will be hands-on training to the new contractor in order to facilitate and begin to understand the functionality of the database/information by the incumbent for a smooth transition.
Q110 Please describes the transition plan for the current incumbent.
R110 See Attachment A Performance Work Statement Section XIII Transition Plan and Transition Out.
Q111What is the timing to turn over the database?
R111 The timing shall be within 30-60 days after award to the new contractor.
Q112 Section 2.1 of the SOW (page 12) mentions “the contractor shall document all communications and maintain dated copies of all correspondence in accordance to HUD format”.
What is HUD’s format?
R112 Agreed upon format between HUD and the contactor for documents and communications.
Q113 In addition to the documents listed on page 8 of the SOW, what other hardcopy or electronic work papers will be provided from prior fiscal years?
R113 PCPM’s working files will be transferred.
Q114 Please specify whether they are in hardcopy or electronic format.
R114 It will be in hard and/or electronic format
Q115 When does the database need to be operational?
R115 Within 15 days of receipt of database
Q116. What is the definition of the base period review required for existing cases in year-one of the contract?
R116 See Attachment A PWS, Section XI. New Property Assignments and Attachment B Pricing Sheet.
Q117 It appears that HUD does not require the contractor to visit the property site to resolve questions on expenses. How will the contractor evaluate whether the “quality of goods/services provided under such contracts (Identity of Interest) is acceptable?”
R117. The contactor will evaluate the reasonableness and quality of the services based on a comparison of reasonable and customary costs for the goods/services provided by a non- Identity of Interest contract.
Q118 Is it the responsibility of the contractor to render a judgment about this evaluation factor or is it merely reported to the HUD PM for resolution?
R118 The PCPM is expected to use their expertise to render an opinion and recommendation to the HUD PM
Q119 Will the contractor receive the underwriting model for existing cases as well as new cases?
Is it automated or are there work papers?
R119 The underwriting models for existing properties are already loaded into the database.
Future asset assignments will include the underwriting model.

R120. If the SCA has already been completed, then a new SCA will be considered a re-review.
Q121 How does HUD treat pricing when policy changes require recalculating SCAs?
R121 This is a fixed price contract. The prices are fixed through the period of performance.
There is no recalculating of the SCA prices.
Q122 What is the status of the current portfolio reviews?
R122 See R80
Q123 What percentage of preliminary SCAs have been completed for 2011 property fiscal year or will be completed by the time of contract award?
R123. Currently less than 25% of the preliminary SCAs have been completed. We anticipate over 70% will be completed by the time of contract award.
Q124 What percentage of SCAs are still outstanding from prior years?
R124 See Q80
Q125 What percentage of PSCAs has been completed on 2012 fiscal year filings?
R125 The FY2012 filings are not available until after the end of the fiscal year. FY2011 filings See Q123.
Q126 There are 6 reports mentioned on page 14 of the SOW. Please provide legible copies of these reports.
R126 See Attachment A PWS Amendment 1
Q127 Does the current PCPM portfolio database enable you to produce graphs or key performance data by loan?
R127. The database has a portfolio analysis feature that allows export to excel.
Q128.In the Reference: Solicitation No. DUR100R-12-0001 cover letter on page 2 in paragraph 1 the government states “The NAICS code is 523920 “Portfolio Management 541511 and the size standards is $7M.” Can the government please clarify and confirm the appropriate NAICS code or codes as well as the applicable size standard for this procurement?
R128 The NAICS is 523920 Portfolio Management and the size standard is 7M.
Q129 In provision 2452.232-70 – Payment schedule and invoice submission (Fixed-Price), Section G.3. Invoice Submission on page 13 of 65, Subsection (a) Payment Schedule provides that “Payment of the contract price (see Section B of the contract) will be made upon completion and acceptance of all work unless a partial payment schedule is included below [Contracting Officer insert schedule information]:” Please provide specific information regarding an acceptable schedule of partial payments that will be available to the contractor selected to perform the engagement. Because of the extended timeline for completing the assignments, requiring the contractor to perform “all work” before receiving any payments will be unduly burdensome on most 8(a)-certified contractors.
R129 The payment schedule will be provided at time of award.
Q130. Answers to the above questions are critical to develop a fully responsive and complete response with the creativity requested by the government. Can you please extend the response date for the proposal to be at least two weeks after the release of the Q&A, to allow sufficient time to deliver the proposal in hard copy to HUD, especially from respondents who may be responding from across the US and need to factor the delivery time?
R130 The due date for proposal is June 28, 2012
Q131 In light of these questions, please provide a modification or amendment providing an indication when we should expect answers to these questions.
R131 No
Q132 III. Post-Closing Portfolio Management Activities.
The Demo Program Portfolio:
“While the loan documents and the debt restructurings of the demonstration loans have many features in common with the permanent M2M Program, there are also many unique features of these loans that require individual analyses.”
What are some of the unique features of the Demo program compared to the M2M loan program?
R132 Each Demo property has unique closing documents and loan terms.
Q133Will these unique features have an impact on the surplus cash analyses of these loans or will they have different requirements for analysis?
R133 Although virtually all demonstration notes have now been conformed to the permanent Mark-to-Market program note terms, a few maintain various interpretations of net cash and require individual servicing.
Q134 X. Tasks.
Download of Annual Financial Statement (AFS) Data.
“A property’s AFS is due to REAC in electronic form ninety (90) days after the end of the property’s fiscal year.”Are all relevant AFS specific to the M2M / PPC property, or are there cases where the AFS covers more than just one property?
R134 Each AFS covers one property.

B Q139 X. Tasks.
4.2 Database Maintenance and Data Input.
“The PCPM Database and related applications must be maintained in a secure environment.”Will this require the Contractor to be on-site to perform all work? Will workstations with appropriate capability / access be provided, or will the Contractor be able to use proprietary computers (assuming they meet the requisite security standards)?
R139 See Section G.4. Government-Furnished Data and Materials and G.7 Government Furnished Property. The Government will not provide computers
