Loan Level Accounting - Solicitation (DU100G-12-R-0006) Questions October 03, 2012

Question

No. Question RFP Reference

Responding

Office Response

Page 14, C.3.1.1 states that the LLA will post “whole loans, foreclosures, short sales and

REOs directly to the general ledger (PeopleSoft) on a monthly basis.” Based on this statement, we interpret that the desired functionality would be as follows: a. The

LLA will import data from the sub-servicers and post to the LLA’s general ledger at a loan level on a daily basis. b. The LLA will then transmit all general ledger postings to PeopleSoft monthly at a portfolio level.

Is this interpretation is correct?

C.3.1.1 GNMA a. No, The Master Subservicer's will send a monthly data file for all loan level transactions as well as cash receipts and disbursement files when applicable. The LLA system will upload these files when received and edit them appropriately. b. Yes, The LLA system will aggregate loan level transaction detail to the portfolio level and create the journal entries with an automated feed to the PeopleSoft general ledger.

Pages 14 - 15, C3.1.3, please clarify what would be the offer or's role vs. the data center’s role for items 11, 12, 13 and 14. Often many of these tasks are supported primarily by the hosting provider, rather than the application provider.

C.3.1.3 GNMA Items 4 ,11 and 14 are the responsibility of the Managed

Data Center. 12,, 13 and 15 are shared responsibilities between the successful bidder and the Managed Data

Center.

Page 17, C.3.2.7, please clarify what you mean by “independent assessment.” Will the assessor be designated by Ginnie Mae, or is the offer or expected to retain an independent party to perform an assessment?

C.3.2.7 GNMA The Offeror is expected to retain an independent party to perform an assessment.

Draft Loan Level Accounting Functional Requirements Document, section 1.1 states that “The Software solution will determine the available development toolkits and programming language.” However, on page 8, the labor category description for

Application Systems Analyst – Senior states that “the SASA/P will be familiar in the use of various Web and application development tools.” We would suggest this is changed to the “…familiar in the use of the development tools required for the proposed COTS solution and platform.”

B.6 GNMA RFP was updated to reflect the change. See amendment

Draft Loan Level Accounting Functional Requirements Document, section 1.1 states that “The Software solution will determine the available development toolkits and programming language.” However, on page 8, the labor category description for

Software requires “Experience with Windows operating system and SQL server database. Working knowledge of C+, JavaScript (including JQuery), ASP.net and

MVC.” We would suggest this is changed to the “…with the development tools required for the proposed COTS solution and platform.

B.6 GNMA RFP was updated to reflect the change. See amendment

Draft Loan Level Accounting Functional Requirements Document, section 1.2 refers to

“XYZ.” Does XYZ refer to Ginnie Mae, or the offer or? It references activities currently performed by XYZ, which implies this is referring to Ginnie Mae. However, some activities sound like future activities an offer or might assume. Please clarify.

Attachment 1 GNMA All references to XYZ were only in documents posted in the

RFI stage. Please refer to the Loan Level Accounting

Solicitation. (DU100G-12-R-0006)

Draft Loan Level Accounting Functional Requirements Document, section 2.2.1, requirement 2.1.7, refers to the ability to display cash transactions. Please explain the source(s) of the cash transactions, i.e., will they be sent to LLA by a feeder system, from the reports from the Master Subservicer's, or would any cash transactions be processed or generated within the LLA itself?

Attachment 1 GNMA All cash receipts transactions will be received from the

Master sub-servicer in a data file and loaded into the LLA system.

Draft Loan Level Accounting Functional Requirements Document, section 2.2.1, requirement 2.1.8, refers to the ability to display disbursement data. Please explain the source(s) of the disbursement transactions, i.e., will they be sent to LLA by a feeder system, from the reports from the Master Subservicer after the fact, or would they be generated within the LLA itself (would the LLA need to generate payment files to be sent to Treasury for claims)?

Attachment 1 GNMA All disbursements transactions will be received from the

Master sub-servicer in a data file and loaded into the LLA system. No, the LLA will not need to generate payment files to be sent to the Treasury for claims.

Page 4 of 82 – The RFP states, “The Purpose of this contract/solicitation is for a contractor to provide state of the art financial services and software products that service the loan financial sector.” Yet on page 12 of 82 the RFP states “All licensing

(database and applications) pertaining to the Loan Level Accounting system will be purchased via Ginnie Mae’s managed data center.” And again on Page 12 of 82 the

RFP states “The contractor is responsible for the operation and maintenance of the

Government Furnished Information Technology System, the government is responsible for the procurement, via the contractor.” Will the contractor purchase requisite application and database software for the government Loan Level Accounting and will we include it as part of our price proposal?

C.2 GNMA No, Ginnie Mae is responsible for the purchasing of licensing, software etc. No, the licensing software cost is covered under a separate contract and is not included in this requirement.

Please provide additional information on the GNMA Managed Data Center technology, security, and networking specs? reference C.2 (A) 2

C.2 (A) 2 GNMA Ginnie Mae Managed Data Center provides an end to end technology platform and an infrastructure. The successful bidder is responsible for providing connectivity from its location to the managed data center

What is to be included in the COTS Implementation in section B3, page 5? B.3 GNMA The pricing for the implementation of a Commercial off the

Shelf software product in accordance with C.3.1.5.

Where on the pricing schedule do we indicate the License Fees that the GNMA

Managed Data Center is purchasing?

C.2 GNMA The pricing for the License Fees are on a separate contract with the Managed Data Center and is not included in this requirement.

Where is the Annual Maintenance Fee represented on the pricing schedule? B.3 GNMA The Government will not dictate pricing strategies.

Therefore, it is at the Offerors discretion.

What is the volume of transactions per month or year? General GNMA There is no correlation between the number of pooled and non-pooled loans and the number of transactions.

Therefore, the system needs to be scalable for any number of transactions, as an accurate estimation cannot be provided.

In some places, 20 concurrent users are referenced. Is that the number we should use for pricing estimates and sizing? If not, what number should we use? C.3.1.6 GNMA SOW has been updated to reflect at least 40 concurrent users. See amendment

In section B5, are the Labor Category/Rate Tables the hours what GNMA expects to purchase for support of their own maintenance staff or is the contractor to provide all

Applications Maintenance and support for the solution?

B.5 GNMA Yes, the contractor shall provide all application maintenance and support. The rate table in section B.5 are estimates only and apply to the Additional

Requirement CLIN.

Is on-site application support desired during and after implementation? If so, will workspace be provided by GNMA for that staff?

General GNMA Work space will be available on-site if needed.

Section 3.2.5 (Disaster Recovery Plan) – #7 Page 16 or 82 Requirements state

Contractor shall provide Awareness and training to GNMA staff, I would like clarification on what type of training they require (whether its DR or COOP related, or application related).

C.3.2.5 GNMA Training on the DR and COOP application and operations plan shall be provided by the vendor IAW SOW. See amendment

Page 68, L.8.3: Please confirm that the offeror's pricing should not include hosting services, since HUD’s managed data center will provide hosting for the chosen LLA solution.

L.8.3 GNMA That is correct, hosting services is covered under a separate contract.

Page 66, L.7.1, Loan Level accounting functionality: Please confirm that any corrections made in the LLA will not impact data submitted from the Master Subservicer's, i.e., the

Master Subservicer's will remain the system of record for all pooled and non-pooled loans sent to the LLA.

L.7.1 GNMA Yes, Corrections and on-top adjustments must be available in LLA as a separate transaction. The data from the Master

Sub-Servicer will not be changed.

Draft Loan Level Accounting Functional Requirements Document, section 2.1 refers to an Appendix A containing a list of data elements and definitions. The Appendix is an essential component of mapping input from Master Subservicer's to various reports required to be produced from LLA. Instead Appendix A only has general ledger information. It appears the Appendix mentioned was not included in the Functional

Requirements. Please provide a copy this Appendix.

General GNMA Appendix A LLA_XML_Specification Document will be added to the RFP via an amendment.

Draft Loan Level Accounting Functional Requirements Document, section 2.1, paragraph 2 describes a process by which Master Subservicer's export data to the LLA system, and by which the Subservicer's receive error files of rejected data. Will the interface process be controlled by a ‘secured file transfer protocol’ external to the LLA system?

General GNMA Yes

Draft Loan Level Accounting Functional Requirements Document, section 2.1, paragraph 2 states “Imported loan level data will be validated to verify that the data file is in an acceptable format. Appropriate personnel shall be notified of any file processing exceptions so they can be followed up for resolution. If a file is rejected, a replacement file will need to be resent for reprocessing within a specified timeline.” Please confirm that this means if a file fails validations, the file will be rejected and will need to be resubmitted by the Master Subservicer after making the appropriate adjustments – i.e.

the Master Subservicer would be responsible for timely resubmission for reprocessing.

General GNMA Yes, the file will be rejected and will need to be resubmitted. The Master sub-servicer will be responsible for timely resubmission of corrected data files for reprocessing.

Draft Loan Level Accounting Functional Requirements Document, section 2.2.2, Table

6, requirement number 2.2.1 states “the system shall provide the ability to use Treasury

Account Symbols (TAS) and Business Event Type Code (BETC) code.” The implication we take from this requirement is that the LLA may be required for downstream Treasury interfaces. Please confirm if the GFAS (not the LLA) will continue to represent the system of record for Treasury disbursements, cash collections and central reporting to Treasury.

General GNMA Yes, GFAS will continue to represent the system of record for Treasury disbursements and cash collections.

Functional Requirements, section 2.2.2, Table 6, requirement number 2.2.4: Please confirm that the general ledger interface to PeopleSoft from the LLA will run monthly and will be one-way only.

General GNMA Yes, the general ledger interface to PeopleSoft from the

LLA will run monthly and will be one-way only.

Draft Loan Level Accounting Functional Requirements Document, section 2.2.3, Table

7, requirement number 2.3.1 states “the system shall provide the ability to create journal entries ready to post in XYZ upon approval by re-identified XYZ financial user.” Please confirm this is referring to manual journal entries made for correction purposes, since general ledger updates due to interfaced transactions should be automatic.

Attachment 1 GNMA No, manual journal entries are not limited to corrections only. It also includes non-loan transactions journal entries.

Appendix A General Ledger, Table 16 has two columns labeled “Acct. Codes,” and the data in these columns are seven characters long. Are these account codes meant to represent general ledger account numbers? U.S. Standard General Ledger (SGL) accounts typically use six characters – four for the main accounts and two for the sub accounts. Please clarify.

Attachment 1 GNMA Yes, These account codes represent general ledger accounts.

Appendix A General Ledger, Table 16 seems to be showing sets of debits and credits for specific types of transactions – such as Transfer to FL. However, in some of these examples, the number of debits do not equal the number of credits. Please clarify.

Attachment 1 GNMA The numbers in the table are not dollar amounts but are general ledger account numbers and therefore the number of debits do not equal the number of credits.

Appendix A General Ledger, Table 16 shows a column titled “Act Type,” which has values ranging from 1 through 9. Please explain what this data element represents.

Attachment 1 GNMA These values represent account type codes that are references in the PeopleSoft General Ledger.

Page 10, Section C. Is Ginnie Mae looking for an installed solution or a hosted solution?

Is either acceptable?

General GNMA Both, Ginnie Mae is looking for an installed system hosted at Navisite.

Page 10, Section C.1, paragraph 2. In addition to PeopleSoft Financials (GFAS), are there other legacy Ginnie Mae systems that will be maintained or that must be integrated into the solution?

C.1 GNMA No, Not in this Phase of the project. Ginnie Mae hopes to integrate into Ginnie Mae downstream systems in the future.

Page 10, Section C.1, paragraph 3. Can HUD please provide additional details regarding the types of transactions that are provided by the Master Subservicer's to be processed in the solution?

Attachment 1 GNMA The types of transaction are included in Attachment 1, Appendix C General Ledger Table 21.

Page 10, Section C.1, paragraph 4. The RFP indicates that data is received from the

Master Subservicer's on Ginnie Mae’s defaulted portfolio. Does the solution need the capability to process accounting transactions on performing loans?

C.1 GNMA Yes, the system needs to provide Ginnie Mae the ability to record transactions fon performing loans.

Page 10, Section C.1. Approximately how many Master Subservicer's provide data to

Ginnie Mae each month? Are the Master Subservicer's able to provide loan-level transaction detail and if so, is the data received in a consistent format from each Master

Subservicer?

C.1 GNMA There will be approximately 1-5 Master Subservicer's. The

Master Subservicer's will be required to provide loan level detail in an XML format.

Page 11, C.2.A, paragraph 2. The RFP indicates that the contractor will need to implement new accounting standards and requirements into the system. Please provide an overview of Ginnie Mae’s current accounting policy structure and requirements.

C.2.A GNMA Ginnie Mae's accounting policies are consistent with GAAP.

Page 23, E.3. Since the second paragraph does not identify objective standards for contractor performance, would HUD consider replacing the second paragraph with “The

Contract shall perform its services in accordance with applicable AICPA standards” ?

E.3 GNMA No

Page 23, Section E.5, gives Ginnie Mae (or a contractor designated by Ginnie Mae) audit rights which are broader than the usual broad access rights the Government obtains in its contracts in that “the contractor shall provide all relevant information including proprietary data, sensitive source selection data and all relevant information to

Ginnie Mae’s inspector as appropriate.” A) If another contractor performs this inspection, that contractor should be required to sign a Non-Disclosure Agreement since it will have access to proprietary data. Therefore, would HUD add “(after signing a Non-

Disclosure Agreement with Contractor)” in the second line of section E.5 so that it will state “contractor performing Ginnie Mae work (after signing a Non-Disclosure

Agreement with Contractor)? B) Please clarify why “sensitive source selection data” is included in section E.5. Does HUD intend the contractor to assist Ginnie Mae with contractor source selection?

OCPO HUD does not intend for any contractors to assist with the source selction. Sensitive source selection data is corrected to read sensitive loan data. See amendment.

Page 28, Section H.9, states, “Notwithstanding anything to the contrary in this contract, the Contractor agrees that all work products (including the advice, whether oral or written) arising from or associated with this contract is derived and intended solely for the use and benefit of Ginnie Mae. The Contractor acknowledges that all work products

(including, but not limited to opinions, advice, data, documentation and non-commercial software) is the property of Ginnie Mae and shall be returned to Ginnie Mae upon the termination or expiration of this contract. The Contractor agrees that it will not assert lien rights against any such work product.” The Contractor must be able to retain a complete copy of our work papers and delivers so would HUD consider modifying the second sentence to state: “The Contractor acknowledges that all work products

(including, but not limited to opinions, advice, data, documentation and non-commercial software) is the property of Ginnie Mae and shall be returned to Ginnie Mae upon the termination or expiration of this contract; provided, however, that the

Contractor may retain a complete copy of its working papers and deliverables.”?

H.9 OCPO/GNMA No, the Contractor may not retain a complete copy of its working papers and deliverables.

Page 62, FAR 52.227-15. Would HUD consider negotiating FAR 52.227-15 (page 62) upon contract award? GNMA this is about data rights; will you have data that you would want the Government to take control of?

GNMA No, There will be no negotiations on data rights. Ginnie

Mae will own all data.Ginnie Mae doesn’t allow them to keep copies of anything because of PII data and privacy per

OMB and FISMA.

On Page 13 of the RFP, Sec C.3.1.6, the RFP states at the end of Phase 1, the system should support a minimum of 20 concurrent users. How many total named users does

Ginnie Mae anticipate for the Loan Level Accounting System once in full Production?

C.3.1.6 GNMA SOW has been updated to reflect at least 40 concurrent users. See amendment

Does Ginnie Mae currently own a business intelligence/reporting tool that would be leveraged for reporting out of the Loan Level Accounting system? If yes, please provide name of tool(s).

GNMA No

Where is the data stored/accessed for the Ginnie Mae reports referenced in Sec 2.3.1 in the Functional Requirements document? Does Ginnie Mae have a data warehouse/repository in place?

GNMA The data is stored and accessed at Ginnie Mae's Managed

Data Center.

How many Business Intelligence/Reporting users does Ginnie Mae anticipate? GNMA At least 40 Business Intelligence/Reporting users. See amendment

Is any Loan Level related data (as opposed to accounting) stored in GFAS (PeopleSoft

Financials)?

GNMA No

Will Ginnie Mae require the Loan Level Accounting system to be hosted at Navisite or will Ginnie Mae consider other physical hosting locations?

GNMA No, The LLA system will be hosted at Navisite.

Are the “standard canned reports” referenced in the Functional Requirements document

(Sec 2.3.1) already developed and used by Ginnie Mae? If yes, what reporting tool is utilized? If no, is the expectation for these reports to be developed as part of the implementation as opposed to being “delivered”?

Attachment 1 GNMA No, the standard canned reports referenced in the Functional

Requirements document are not already devloped. The standard canned reports need to be developed in the implementation.

Page 12 of 81 of the RFP states “2. All licensing (database and applications) pertaining to the Loan Level Accounting system will be purchased via Ginnie Mae’s managed data center.” We assume Ginnie Mae will acquire the COTS licenses for the Loan Level

Accounting system. Please confirm. What CLIN is to be utilized for COTS software license costs?

GNMA Ginnie Mae will purchase the COTS licenses with a separate contract. No CLIN is required.

Pg 10 of 82 of the RFP states “The Contractor shall provide state of the art financial services and software products that service the loan servicing financial sector. The

Contractor, at a minimum, shall meet the requirements of the Office of Management &

Budget (OMB), Federal Information Security Management Act (FISMA), the Financial

Systems Integration Office (FSIO), and all applicable laws and regulations…”. Our interpretation is the Loan Level Accounting system needs to meet FSIO requirements.

Does the Loan Level Accounting system need to meet the Credit Reform Act as well?

C.2 (A) GNMA No

Is the GFAS (PeopleSoft Financials) system running on an Oracle database? If yes, what version of Oracle Database is Ginnie Mae currently running on?

GNMA

Yes, Oracle 8.9

What is the current platform GFAS is currently running on? (i.e. database, OS version, Hardware)

GNMA Database is Oracle 8.9, OS is Windows Server 2003 and the hardware is HP DL380.

51 Will Ginnie Mae accept responses from non-GSA Schedule holders? General GNMA Yes, this is not a GSA acquisition.

Does Ginnie Mae have a standard tool for Data Extract-Transform-Load (ETL) that can be leveraged?

General GNMA No

Does Ginnie Mae have security standards in place to enable the automated transfer of files from Master Servicers?

General GNMA Yes, Secure File Transfer Protocol (SFTP)

On Requirement 2.4.1 (Pg 8 of 25) in the Functional Requirements document, “The system shall provide the ability to reconcile transactions”. "Reconcile" is an activity to make corrections between 2 data sources. Is this requirement to reconcile between XYZ

Accounting reports and Master Servicer data transmissions? Or is it reconciliation between loan level and other "Hierarchy" levels within the Master Servicer data sets.

(NOTE: We believe the intention was to provide the ability to identify and correct variances between hard copy reports and Master Servicer data files - but would like confirmation)

Attachment 1 GNMA No, the system shall provide the ability to reconcile the subledger data with the rolled up accounting journal entries before they are posted to PeopleSoft.

On Requirement 2.1.3, (Pg 5 of 25) is the expectation to collect all loan transactions, or a summation of loan level transactions?

Attachment 1 GNMA Yes, the expectation is to collect all loan transactions.

For requirement 2.1.12 (Pg 6 of 25) - (“The system shall provide the ability to capture items capitalized as principal, interest, Taxes and Interest (T&I), or Miscellaneous expenses.”) – Regarding the captured loan level transactions, would each miscellaneous expense transaction be listed, or would it be an aggregation of miscellaneous expense transactions?

Attachment 1 GNMA Yes, each miscellaneous expense transaction will be lsited per loan.

The Travel listed for Base Years Two and Three shows a 5k ceiling. Is that 5k per year or is that combining both Base years?

B.3 OCPO/GNMA Per B.3 the NTE amounts for travel for the base period is as state din CLIN 005 and for option periods are correct.

Bothe NTEs are ceiling amounts for travel.

The RFP states that there “is no table for Base Year 1”. Does this mean that the ceiling for Base Year 1 is not specified?

B.5 GNMA Yes the table represents the entire 3 year base period and the ceiling NTE amt also represents all 3 years.

The RFP references 20 accounting procedures and processes manuals as well as manuals. Does this mean 20 copies or are there distinct documents requested? If distinct, could more details be provided as to the nature of the requested deliverables?

C.3.1.8 GNMA The required documents are all required HUD life cycle system documents, one accounting policy and technical requirements mapping document, 20 accounting procedures and process manuals and 20 desktop manuals which reflect systems and processes implemented.

The RFP references ‘the implementation of COTS software as defined in Phase I and functional requirements document.’ Is the expectation that the contractor limit implementation to the baseline, COTS solution at the Managed Data Center in Phase

I? Or, is the expectation that the contractor would implement the total solution at the Managed Data Center within Phase 1?

C.3.1.5 GNMA The expectation is that the contractor would implement the total solution at the Managed Data Center within Phase I.

The RFP states that the software would have the capability to produce all standard financial reports listed in the functional requirements document. Would you define the standard financial reports?

C.3.1.5 GNMA Please refer to the Functional Requirements Document, Attachment 1 for defintions of all standard financial reports.

The Fit Gap Analysis indicates that COTS software may not align precisely with Ginnie Mae’s requirements and that functionality would be implemented at a later date. The RFP references the need to develop a strategy to resolve gaps. Are gaps expected to be addressed during the Base Years or would they be addressed at a future date at the discretion of the GTR?

C.3.1.2 GNMA The Gaps are to be addressed during Phase I. With in 21 calendar days of contract award per the SOW.

RFQ states: “Travel Costs (IAW 3.5) (T&M) NTE $10,000”

Question: Please clarify what is included in the provided amount

C.3.5 GNMA Travel Costs include transportation, hotel and Per Diem rates necessary to carryouit this requirement.

RFQ states: “Other Direct Costs (IAW 3.6) (T&M) NTE $5,000”

Question: Please clarify what is included in the provided amount.

C.3.6 GNMA Other direct costs (e.g., incidental services for which there is not a labor category specified in the contract, computer usage charges, computer services, consultant services, etc)

RFQ states: “Additional Requirements (Optional IAW 3.4)(T&M) NTE

$102,003”Question: Please clarify what is included in the provided amount.

C.3.4 GNMA The tasks identified in the solicitation page 17 C.3.4

Additional Requirements.

RFQ states: “NOTE: There is no table for Base Year 1.

Contractor to provide estimated hours and loaded hourly rates for each labor category at the not to exceed amount listed for each year) Question: Please clarify if the provided amounts of hours are for 12 months or 36 months of the Base Period.

B.5 GNMA There is no table for Base Year 1 as these are all fixed priced CLINS and do not include an Additional

Requirements T&M CLIN. However, estimated labor hours for Base Year 2 and 3 are represented and are for the two years after implementation of phase I & II. See amendment.

Could you define Ginnie Mae Government Furnished

Information Technology System Applications (GFITSA) and non-

Government Furnished Information Technology System

Applications (non-GFITSA)?

C.2 GNMA

GFITSA is all of the software, hardware, communications and infrastructure that is provided at the Managed Data

Center. NON-GFITSA is contractor specific provided software and hardware. See amendment.

Page 14, C.3.1.1 states “the contractor shall review the established Loan Level

Accounting Functional Requirements Document (Attachment 1).” The Functional

Requirements document referenced is not posted to FedBizOpps.gov (FBO). Is the government going to post a final Loan Level Accounting Functional Requirements

Document (Attachment 1) to FBO?

C.3.1.1 OCPO Attachment 1 Functional Requirement document will be added toRFP via an amendment.

Will the government consider changing the NAICS code to 541512 to more appropriately reflect the nature of the specified work?

SF 1449 OCPO No, NAICS code 541512 is industry comprises establishments primarily engaged in planning and designing computer systems that integrate computer hardware, software, and communication technologies.

Page 28, H.8, the list of key personnel labor categories is inconsistent with the labor category descriptions provided on pages 7 and 8, B.5. Please clarify.

H.8 OCPO The Labor Categories listed in H.8 will be removed and it will be the contractors responsibility to list their Key

Personnel. See amendment.

Page 4 of 82 – under the Pricing of Labor Rate, the RFP stats that “The use of uncompensated overtime is not allowed.” Does this include exempt, salaried employees that are not eligible for overtime?

B.2 OCPO Overtime is not authorized under this requirement.

Page 10 of 82 – Under the Financial Services Requirements, the RFP states that “The

Contractor, at a minimum, shall meet the requirements of the Office of Management &

Budget (OMB), Federal Information Security Management Act (FISMA), the Financial

Systems Integration Office (FSIO), and all applicable laws and regulations.” Must this system meet Federal Credit Reform regulations and corresponding credit-reform accounting requirements?

C.2 (A) GNMA No

Same reference. Must the Loan Level Accounting system be FSIO compliant/certified software solution?

C.2 (A) GNMA Yes

Page 5 of 82 – Within the Pricing Schedule the RFP identifies the period of performance for CLIN 1 (Loan Level Accounting Services – Phase 1) as 6 months

(months 1-6). Page 19 of 82 presents the deliverables and schedule for the tasks identified in Section 3. In the table Task 3.1.5 Implement COTS software structured in

Phase I plan is to be delivered fully operational based on the Project Plan. Is the POP 6 months? If not, is there an expectation for the implementation phase of the Loan

Accounting system?

B.3 GNMA The Government estimated a 6 month period for implementation. This is an estimate not an expectation.

If modification to the hours listed on section B5, Labor Category/Rate Tables, is required, how should we indicate that?

B.5 OCPO Please develop your own spreadsheet with your proposal.

Page 7, B.5 states “there is no table for Base Year 1.” Please confirm that this refers to the first 12 months of the 36-month base period.

B.5 OCPO There is no table for Base Year 1 as these are all fixed priced CLINS and do not include an Additional

Requirements T&M CLIN. However, estimated labor hours for Base Year 2 and 3 are represented and are for the two years after implementation of phase I & II. See amendment.

Page 7, B.5: The Base Period table appears to relate to CLIN 0104 on page 6, B.3.

However, the NTE amount in CLIN 0104 is $102,003.00 and the NTE amount in B.5

Base Period table is $204,027.00. Please confirm which NTE amount is correct.

B.5 OCPO The NTE amount for CLIN 0104 has been updated. See amendment.

Page 7, B.3 states that “The Not-To-Exceed amount established is the Government’s current estimate of the maximum amount that may be expended.” However, page 7, B.5 states that the “Contractor to provide estimated hours and loaded hourly rates for each labor category at the not to exceed amount listed for each year.”

Does the NTE amount at the bottom of each table reflect the government’s ceiling for

T&M work for each year (e.g. $204,027 for Base Year, $102,003 for Option Year 1 and

$102,046 for Option Year 2), or is it the Government’s expectation that the sum of the estimated hours times the proposed hourly rate for each labor category equal the NTE amount at the bottom of each table? Please clarify as the latter interpretation impacts hourly rates, which in turn impacts the quality of personnel that can be proposed for the program.

B.3 GNMA Yes, the NTE amount at the bottom of each table reflects the government’s ceiling for T&M work for that period. The estimated hours for labor categories are just estimates and each offeror shall formulate their own labor hours necessary to perform the requirement and still be within the NTE amounts.

Pages 7 and 8, B.5: Since there is only one Base Period table, is it the Government’s expectation that the hourly labor rate will be constant for the base period 13 months –

36 months (e.g. no escalation)?

B.5 GNMA There is no table for Base Year 1 as these are all fixed priced CLINS and do not include an Additional

Requirements T&M CLIN. However, estimated labor hours for Base Year 2 and 3 are represented and are for the two years after implementation of phase I & II. See amendment.

Page 24, F.4: The Delivery Schedule description of deliverables do not map to the SOW

(Pages 14 through 22, Sections C.3 Tasks and C.4 Schedule and Deliverables). Please clarify.

C.3 OCPO The RFP will be update and the delivery schedule on page

24 will be deleted . The delivery schedule can be found in section C. See amendment.

Page 28, H.8: The list of key personnel do not match the list of key personnel on page

49, .2452.237-70, or the labor categories listed in the labor category rate tables on pages

7 and 8, B.5. Please clarify.

H.8 OCPO The list of Key personnel has been deleted from H.8 will be refelceted in amendment to RFP. It is the contractors responsibility to list the Key Personnel.

Page 65, L.4: We respectfully request that resumes and the Subcontractor Plan be excluded from the 50-page limit.

L.4 OCPO Resumes and Subcontracting Plands are excluded from the page count. Please refer to Section L.4 in the RFP. See
