SECTION C – DESCRIPTIONS/SPECIFICATION/STATEMENT OF WORK
STATEMENT OF WORK
The purpose of the contract is to provide a commercial-off-the-shelf product for Loan Level Accounting including, software configuration, database design, and product support for Ginnie Mae’s internal financial management and accounting operations. The solution shall be compatible with and integrate within the PeopleSoft/Oracle environment. These services will also include providing Ginnie Mae with secure internet access to the system, as well as providing support relating to the installation of GFITSA and non-GFITSA, ensuring compatibility and integration into Ginnie Mae’s enterprise architecture.
C.1 BACKGROUND
The Government National Mortgage Association (Ginnie Mae) is a wholly-owned government corporation within the U.S. Department of Housing and Urban Development. Its mission is to expand affordable housing in America by linking global capital markets to the nation’s housing markets.
In FY 2006, Ginnie Mae implemented PeopleSoft Financials, a commercial off-the-shelf financial management system that includes the General Ledger, Accounts Payable (A/P), Accounts Receivable (A/R), and Purchasing modules. This system, known as Ginnie’s Financial and Accounting System (GFAS), allows Ginnie Mae to track and report financial data, provide financial information significant to the management of Ginnie Mae, and meet the reporting requirements of The Office of Management and Budget (OMB), the U.S. Treasury, and the Government Accountability Office (GAO). GFAS processes and records financial transactions effectively and efficiently, and provides complete, timely, reliable, and consistent information for decision-makers and the public.
While GFAS provides a robust accounting capability for Ginnie Mae, it is not used to perform accounting at the loan level. In lieu of loan level accounting, the Master Subservicers submit summary loan level information in an Excel file to Ginnie Mae’s Finance Office on a monthly basis.
The summary reports are submitted by the 5th business day of each month per the Master Subservicers’ contract(s). Ginnie Mae’s finance staff analyzes the report data for activities such as gain/loss calculations and balance sheet reclassifications. Once the financial reports are reviewed, the Finance staff creates journal entries for the activities not previously recorded and posts them to the GFAS system at the portfolio level.
To replace this manual processing, Ginnie Mae is looking for a technology-based, loan level accounting platform. The Loan Level Accounting (LLA) system will provide Ginnie Mae the ability to record transactions for pooled and non-pooled loans (i.e., whole loans, foreclosures, short sales and Real Estate Owned (REOs)) from the Master Subservicers of Ginnie Mae’s defaulted portfolios.
Using this data, the LLA system will provide Ginnie Mae finance staff the ability to generate accounting, financial, and managerial reports. The system will also provide the ability to generate journal entries.
