QUESTIONS AND ANSWERS

IMPROVING THE GENERAL DETERRENCE EFFECTS OF SOBRIETY CHECKPOINTS

SOLICITATION # DTNH22-09-R-00220

1. Will there be a preliminary meeting for potential respondents? If so, when will the meeting take place? No such meeting will be held.

2. The RFP mentions a 2006 study. Is that data available for public viewing? If yes, may we get a copy of it? The reference is to NHTSA FARS data reported in the agency’s Traffic Safety Facts Annual Report. The report may be viewed on NHTSA’s web site.

3.

Regarding the current 10pm-2am checkpoints candidate agencies are conducting: a) are there any previous research studies; b) are there any checkpoints that currently employ the dual approach (checkpoints and messaging)? Bidders must conduct their own background research to reply to the solicitation.

4. The RFP mentions that research sites may be counties. Will the candidate agencies reside at the county level or the municipality level? They can reside at either level.

5. If the candidate agencies are municipalities, does the interview pool then consist of individuals from the county in which the respective municipality resides? If the jurisdiction of the agency is a municipality within a larger county, the interview pool would be the larger county since significant commuting in and out of the municipality would be expected.

6. When the RFP mentions demographic matching, does that also include the matching of cultural similarities? Our reasoning is that although cities such as Portland, OR, Austin, TX, Hartford, CT, and Tampa, FL may be similar in size or income, they are very different culturally. To the extent possible, such variables as race and ethnicity will also be considered.

7. Will the message boards be up and running for the entire duration (i.e. 2 weeks) of the checkpoints, or strictly during the three-hour periods when the checkpoints are actually being implemented. That will be determined during the planning phase of the project.

8. Lastly, there are different durations listed in the RFP for the project time-frame (i.e. 32 months vs 40 months). Could you clarify as to what the exact length is? All work is to be completed no later than 32 months after contract award.
