STATEMENT OF WORK

SEWAGE AND STORM WATER EJECTION STATIONS

BACKGROUND

The United States Merchant Martine Academy (USMMA) is an agency of the Maritime Administration (MARAD) managed by the United States Department of Transportation.

The USMMA is listed on the National Register of Historic Places. Therefore, all work shall be consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties (36 CFR part 68) http://www.nps.gov/tps/standards/four-treatments/treatment-guidelines.pdf.

All work shall meet or exceed the standards provided in the Secretary of the Interior’s Standards for Rehabilitation and guidelines for applying the standards published by the National Park Service, U.S. Department of the Interior 36 CFR 67.7 - Standards for rehabilitation.

OBJECTIVE

The USMMA seeks to continue to improve Academy infrastructure by replacement of four (4) sewage ejection stations and one (1) storm water ejection station throughout the Academy grounds.

SCOPE

The USMMA is looking for a qualified, licensed and insured contractor to provide labor, material, transportation, tools, equipment and supervision to perform a complete replacement of four (4) sewage ejection pits and pumping systems located in Brooks Field house, Fulton Hall and two (2) in Samuels Hall, and one (1) storm water ejection station located in Fulton Hall.

Sewage Ejection Stations at Samuels Hall (1), Fulton Hall (1), Brooks Field house (1):

The replacement will include the clean out and removal of the existing holding tank and all existing electrical and mechanical equipment and piping from the existing pit location to the single discharge pipe hub on the exterior wall. The selected contractor will supply and install a new Liberty Pumps System Model # EPS58274, to include; two (2) LSG202M Grinder Pumps, AE24H=3 Nema 4X duplex alternating control including three (3) floats and integral audio/visual high level alarm, 36” X 60” fiberglass basin with steel cover, GR20 guide rail assembly, galvanized steel rails and stainless steel lift chains, one (1) isolation valve and check valve assembly per pump, piping and fittings as needed. This replacement will also include all necessary copper stranded electrical wiring and conduit using steel compression fittings (no die cast fittings to be used), and new Square D Heavy duty main disconnect for the station. Upon successful, acceptable completion of replacement and startup, the installing contractor will provide any needed equipment training for Academy maintenance staff, and will provide all product operating and warranty documentation in one (1) three ring binder. Suitable alternatives for the above referenced products may be considered. Basin sizing to be verified by contractor to permit ease of transportation through the building hallways, doorways, etc.

Storm Water Ejection Station at Fulton Hall (1):

The replacement will include the clean out and removal of the existing holding tank and all existing electrical and mechanical equipment and piping from the existing pit location to the single discharge pipe hub on the exterior wall. The selected contractor will supply and install a new Liberty Pumps System Model # EPS58274, to include; two (2) LE102M2-2 Submersible Pumps, AE24H=3 Nema 4X duplex alternating control including three (3) floats and integral audio/visual high level alarm, 36” X 60” fiberglass basin with steel cover, GR20 guide rail assembly, galvanized steel rails and stainless steel lift chains, one (1) isolation valve and check valve assembly per pump, piping and fittings as needed. This replacement will also include all necessary copper stranded electrical wiring and conduit using steel compression fittings (no die cast fittings to be used), and new Square D Heavy duty main disconnect for the station. Sewage Ejection Station at Samuels Hall (Lower building) (1):

The replacement will include the clean out of the existing pit and removal of the existing electrical and mechanical equipment and piping from the existing pit location to the discharge piping on the exterior wall. The selected contractor will supply and install two (2) new Liberty Pumps LSG202M Grinder Pumps, AE24H=3 Nema 4X duplex alternating control including three (3) floats and integral audio/visual high level alarm, GR20 guide rail assembly, galvanized steel rails and stainless steel lift chains, one (1) isolation valve and check valve assembly per pump, piping and fittings as needed. This replacement will also include all necessary copper stranded electrical wiring and conduit using steel compression fittings (no die cast fittings to be used), and new Square D Heavy duty main disconnect for the station. Upon successful, acceptable completion of replacement and startup, the installing contractor will provide any needed equipment training for Academy maintenance staff, and will provide all product operating and warranty documentation in one (1) three ring binder. Suitable alternatives for the above referenced products may be considered.

DELIVERY

1. The contractor shall furnish all labor and material, transportation and supervision in the performance of all tasks detailed in this statement of work.

2. The Contractor will ensure all materials and parts are compatible with the specific unit specified in this statement of work.

3. Contractor shall provide material and labor for reconnecting electrical service to units.

4. All electrical and instrumentation wiring shall comply with manufacturer’s requirements and shall be in accordance with Local and State Electrical Codes. If electrical, wiring and ductwork modification is required, it shall be contractor’s responsibility.

5. Contractor shall ensure that all systems will be checked, tested and started.

6. All work is to conform to federal, state and local building regulations and codes.

7. Maintain a work area compliant with safety standards.

8. Area worked on shall be cleaned and secured on a daily basis.

9. Any damage to existing facilities or appurtenances shall be repaired or replaced in kind, by the contractor at no additional cost to the Government.

10. Examine existing conditions prior to any repair activities, a site visit will be scheduled to inspect the site where services are to be performed.

11. Excess material and debris shall be disposed of in accordance with local and state ordinances, and is the sole responsibility of the contractor.

12. No vehicles shall be driven on the sidewalks or grass. Unless granted specific exception due to site access limitations. Repair of landscape, if any, will be the sole responsibility of the contractor.

13. Make every effort to minimize the impact to the daily routine of the Academy.

14. Contractors shall be licensed, bonded and insured as mandated by federal, state and local municipal regulations.

CLOSE OUT:

The contractor shall provide a signed warranty of any damage, defective material and improper workmanship on any material provided in this contract.

Materials and labor to be warranted for a minimum of one year after completion of installation, and equipment to be warranted per manufacturer.

EVALUATION CRITERIA

The quote that is determined to be the best value to the government will be awarded this procurement. The following criteria will be evaluated in determining best value;

1. Technical Approach The Contractor will demonstrate through documentation submitted, technical expertise in performing the tasks detailed in this statement of work.

2. Past Performance The Contractor must have worked satisfactorily for a minimum of three (3) years on projects of this type and size.

3. Price

CONSIDERATIONS

• Submit schedule seven (7) days in advance of work to be accomplished for approval.

• Submit schedule showing area to be worked on, dates of work, and estimated timeline for completion of the task(s).

• Maintain communication with the COR (and immediately inform the COR of any unforeseen issues or problems that arise).

• Inform COR of any anticipated disruption in services for construction at least three (3) days in advance

Contractor will perform the task at the USMMA, Kings Point, N.Y. 11024

PERIOD OF PERFORMANCE

Work is to be completed within TBD calendar days after NTP is approved. Work is to be performed during normal business hours 0700 to 1630, Monday through Friday unless approval is granted by the Contracting Officer.
