STATEMENT OF WORK

Restoration of Academy Greenhouse

U.S. MERCHANT MARINE ACADEMY

KINGS POINT, NEW YORK

November 29, 2016

U.S. DEPARTMENT OF TRANSPORTATION

MARITIME ADMINISTRATION

BACKGROUND

The United States Merchant Martine Academy (USMMA) is an agency of the Maritime Administration (MARAD) managed by the United States Department of Transportation.

The USMMA is listed on the National Register of Historic Places. Therefore, all work shall be consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties (36 CFR part 68) http://www.nps.gov/tps/standards/four-treatments/treatment-guidelines.pdf.

All work shall meet or exceed the standards provided in the Secretary of the Interior’s Standards for Rehabilitation and guidelines for applying the standards published by the National Park Service, U.S. Department of the Interior 36 CFR 67.7 - Standards for rehabilitation.

OBJECTIVE

The USMMA seeks the restoration of the Academy greenhouse.

SCOPE

The USMMA is looking for a qualified, licensed and insured contractor to provide labor, material, transportation, tools, equipment and supervision to restore the Academy greenhouse.

The greenhouse consists of two (2) William H. Lutton structures joined together with the use of a valley. The main house is divided into three (3) 8’3”bays with four (4)- 24-3/4” centerline sections. The structure is approximately 25 in length and approximately is approximately 9’ 6- 1/2” tall. It has two (2) gable ends with a door at each gable. The greenhouse has both roof and side sashes which are all manually operated. The main room has canopy over front door but not over the back door. The smaller greenhouse structure is approximately 12 X 12’ with an egress door and canopy. Outside of the greenhouse there are several cold frames.

The selected contractor will be responsible for the following tasks:

Greenhouse

1. The paint on the greenhouse and surrounding masonry contains lead. The Contractor shall hire a certified lead abatement company to remove the loose paint chips and encapsulate all surfaced that contain lead. Note that this work must be performed by hand since power-washing is not acceptable.

2. The Contractor shall examine the brickwork on the inside and outside of the greenhouse and replace all broken bricks and reset all loose bricks. All masonry work will be brought up to original condition.

3. All outside brick work will be painted using a high grade exterior paint.

4. All glazing substrates are to be removed and discarded. Care must be given to gingerly remove all nails (mostly galvanized cut nails) and all bedding to reveal cypress. After removing all caulk, wire brushing is required to finely remove excess. All wood that cannot be restored must be replaced with red gulf clear heart cypress. All fastening screws should be stainless steel, 1/8” Phillips-head screws by 5/8” or ¾” depending on locations

5. All wood sashes on both roof and sides are to be inspected and either repaired or replaced in kind. Generally speaking, the roof has the greatest amount of degradation. If sashes are removed to be milled, take note that all intermediate muntins that divide the sections require mortise and tenon connections with steel pins inserted. NOTE: Old sashes often have trouble holding paint.

Therefore, the Contractor must insure that all the mildew and algae has been carefully removed from the cypress sash prior to painting. Note: Any milling of wood requires careful replication and maintaining of tolerances. Wood must be red gulf clear heart cypress.

6. A Benjamin Moore Super Spec oil based paint, or approved equivalent for metal and wood applications (color to be chosen to match) shall be used both as a primer and top coat for all sashes, gable rafters, ridge poles and finials. On V-bar inlays, a careful light coat of paint is to be applied. Painting without build-up is important.

7. Contractor shall replace all the glass on the greenhouse, including the glass in the valleys and missing glass, with new tempered glass. Contractor shall use double sided 1/8” butyl tape, or approved equivalent, as bedding for the glass to help prevent slippage (wood will have previously been primed to receive this tape). All glass needs to be lapped up the slope holding 3/8” to 1/2” laps. Bar caps must have a configuration that laps over one another to serve as a counter flash and assist in preventing water leakage, slippage and to reduce heat loss.

8. Contractor shall seal all the glass edges with gun grade oil based continental caulk #303 or approved equivalent before applying aluminum glazing caps to all glazing bars. 9. Contractor shall remove and store the brass roof pulleys that were designed for exterior roll shades made of redwood at the ridge. Contractor will then install a sheet metal ridge cap made of .040 aluminum flashing and then re-install the brass roof pulleys. This will give the ridge pole longevity and at same time add a counter flash for top sashes.

10. Contractor shall restore\replace all the hardware that functions to hold open the sashes.

11. All mechanical knuckles and hand wheels shall be repaired, cleaned and greased for smooth operation of the manual systems.

12. Contractor shall clean all the gutters/leaders on inside and outside. Missing pipes shall be replaced in kind so as to make the cistern watering system functional. Bolt connections shall be inspected for integrity of fasteners and prepared for paint.

13. The two (2) awnings/canopy shall be stripped, sanded, painted, and re-glazed with 1/8” tempered glazing.

14. Contractor shall refurbish all three (3) exterior and (1) interior doors and door frames. Doors will then be re-hung and made fully operational. Contractor shall be responsible for restoring all hardware and providing any missing parts including galvanized hinges, door knobs, strike plates, screws, etc.

15. Contractor shall completely upgrade the electrical system to meet today’s standards including GFI outlets with rain covers. Contractor shall provide a minimum of ten (10) outlets in the large room and six (6) in the small room. Lighting fixtures must consider historical accuracy and will be confirmed by USMMA.

16. Contractor shall remove the old heating systems and properly dispose of the materials.

17. Contractor shall provide and install a complete new steam heating system, including valves and temperature controls, with new perimeter piping. The size of the heating unit shall be a minimum of 100,000 BTU output. A similarly sized electrical back-up system shall also be provided along with a high and low temperature alarms.

18. Contractor shall provide and install two (2) suspended 24”Horizontal Air-Flow Fans and controllers in the large room. Each of these fans shall be 1/2 HP, 115/230 Volt, 5/2.5 Amp, 7784

CFM

18. Contractor shall provide and install (1) one suspended 12” Horizontal Air Flow Fan and controller in the small room. This fan shall be 1/10 HP, 115/230 Volt, .9/.45 Amp, 1554 CFM.

19. Contractor shall provide a hot and cold water source (including mixing valve) for each greenhouse room. Piping must be insulated. Contractor must submit a piping diagram for approval.

20. The perimeter benches need to be removed and safely stored during the installation of the heating system. After the plumbing work has been completed, the Contractor shall return the benches to their proper places. Contract shall replace any missing hardware, slate, and clay tiles.

Contractor shall be responsible for providing a complete turn-key installation. As previously mention, Contractor shall be responsible for making sure that the manual operators for the roof and side sashes are properly installed and supported. Contractor to submit samples of all materials for approval.

Cold Frames on East Side of House

These cold frames originally consisted of 8 equal sections measuring 6’ 1-1/4” x 36” each. The contractor shall fabricate/manufacture all new wood sashes using red gulf clear heart cypress and replace all the glass with 1/8” tempered glazing (unless a thicker plate of glass would be more appropriate). In addition, the associated hardware shall be refurbished and any missing hardware for operating as well as holding open the sashes shall be replaced in kind by the Contractor.

Design plan for the cold frames must be drawn up and approved by USMMA prior to beginning construction.

Cold Frames along Northwest Corner of Small Greenhouse

In this area, there are two (2) flanking bays of small cold frames measuring approximately 3’ x 9’ overall with square side sashes. The Contractor shall clean up and inspection each sash.

Sashes that are not structurally stable shall be replaced in kind. Contractor shall re-glaze all sashes with 1/8” tempered glass.

The contractor shall be aware of the potential presence of hazardous materials, specifically lead-based paint and asbestos, in any buildings located at the USMMA. It is the responsibility of the contractor to take appropriate measures in accordance with all local, state, and federal environmental and occupational safety and health laws and regulations.

DELIVERY

1. The contractor shall furnish all labor and material, transportation and supervision in the performance of all tasks detailed in this statement of work.

2. The Contractor will ensure all materials and parts are compatible with the specific unit specified in this statement of work.

3. Contractor shall ensure that all systems will be checked, tested and started.

4. All work is to conform to federal, state and local building regulations and codes.

5. Maintain a work area compliant with safety standards.

6. Area worked on shall be cleaned and secured on a daily basis.

7. Any damage to existing facilities or appurtenances shall be repaired or replaced in kind, by the contractor at no additional cost to the Government.

8. Examine existing conditions prior to any repair activities, a site visit will be scheduled to inspect the site where services are to be performed.

9. Excess material and debris shall be disposed of in accordance with local and state ordinances.

10. No vehicles shall be driven on the sidewalks or grass. Unless granted specific exception due to site access limitations. Repair of landscape, if any, will be the sole responsibility of the contractor.

11. Make every effort to minimize the impact to the daily routine of the Academy.

12. Contractors shall be licensed, bonded and insured as mandated by federal, state and local municipal regulations.

CLOSE OUT:

The contractor shall provide a signed warranty of any damage, defective material and improper workmanship on any material provided in this contract.

Materials and labor to be warranted for a minimum of one year after completion of installation, and equipment to be warranted per manufacturer.

EVALUATION CRITERIA

The following criteria will be evaluated in determining best value;

1. Technical Approach (40%)

The Contractor will demonstrate through documentation submitted, technical expertise in performing the tasks detailed in this statement of work.

2. Past Performance (25%)

The Contractor must have worked satisfactorily for a minimum of three (3) years on projects of this type and size.

3. Price (35%)

CONSIDERATIONS

• Submit schedule seven (7) days in advance of work to be accomplished for approval.

• Submit schedule showing area to be worked on, dates of work, and estimated timeline for completion of the task(s).

• Maintain communication with the COR (and immediately inform the COR of any unforeseen issues or problems that arise).

• Inform COR of any anticipated disruption in services for construction at least three (3) days in advance

PLACE OF PERFORMANCE

Contractor will perform the task at USMMA, 300 Steamboat Road, Kings Point, N.Y. 11024

PERIOD OF PERFORMANCE

Work is to be completed within 30 calendar days after NTP is approved. Work is to be performed during normal business hours 0700 to 1630, Monday through Friday unless approval is granted by the Contracting Officer.
