The purpose of this Amendment is to provide a summary of responses to questions/clarifications asked by potential bidders.
The Bid Opening date of August 15, 2017, at 2:00 p.m. will remain the same.
Questions / Clarifications
Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.
Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.
The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.
The Government’s direct response to the sender may also have been updated below for better clarity.
1. Per Subsection 404.02 of the Special Contract Requirements (SCRs), each proposed JMF is to include copies of laboratory test reports to demonstrate they meet Federal, state, or local government agency specs. Can the testing methods used by the approved state or local agency also be approved with the JMF? For example: If the approved state agency uses Gse method, can the Gse testing method also be approved?
Response: A specific State Department of Transportation approved asphalt mix design is appropriate as long as it meets the requirements specified in Section 404 of the SCRs;
however, the Contractor will need to submit their proposed asphalt mix design for approval during construction. It will be acceptable to use the Effective Specific Gravity (Gse) of an asphalt mix design in the Voids in Mineral Aggregate (VMA) calculation provided that the VMA design and test results are 0.5 percent greater than those specified in Section 404. The Government will not evaluate mix designs during the advertisement of the project.

2. This project includes 11 different sites and therefore, 11 different asphalt plants. Will 600 pound. samples be required from each plant to be sent to the Sevierville laboratory for testing?
Response: The contract permits multiple pavement preservation techniques and therefore the verification requirements are different for each. Some of site’s closeness in proximity to each other will allow a single producer to supply the pavement preservation option.
Material verification requirements will be based on amount of material being placed from a single producer and will be determined by the CO.
3. There will be 11 different asphalt plants for this project. Some may not have the current JMF for thin lift asphalt. If it is not available, can an approved standard mix be used and applied as thin lift?
Response: The contract permits multiple pavement preservation techniques as outlined in Section 420 of the SCRs. In order to place asphalt at the Type II treatment depth of 3/4 inches Nominal Maximum Size Aggregate (NMSA) of the asphalt mix must be 4.75 mm (No. 4).
4. Due to the traffic around Metro Atlanta area, as well as the asphalt requirements, can the work at Martin Luther King Jr. National Historic Site be performed at night?
Response: No. Nighttime operations are not allowed on the project.
