Questions/Clarifications

Questions / Clarifications

Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.

Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.

The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.

The Government’s direct response to the sender may also have been updated below for better clarity.

1. What is the purpose of a 3/4-inch thick asphalt concrete pavement overlay? This overlay thickness is unusual. What asphalt mix is expected?

Response: The intent of the ¾-inch pavement overlay is to provide a sealing surface to help preserve the pavement, seal cracks, and reduce water infiltration. The Contractor must submit a mix design as required by Subsection 401.03 of the FP-14 and Special Contract Requirements. The nominal maximum aggregate size (NMAS) should be approximately ¼-inch. Placing the hot asphalt concrete pavement (HACP) at ¾ inch thickness will provide 3 to 5 times the NMAS aggregate.

2. What is the purpose of the chip seal underneath the ¾-inch thick asphalt concrete overlay?

This treatment also seems to be unusual.

Response: The chip seal beneath the HACP overlay will provide a stress absorbing membrane interlayer and reduce reflective cracking. The chip seal will fill and seal cracks to reduce other pavement distresses.
