Groundwater Protection Plan for OHRI 10(1), 100(1)
SECTION 4.11.a. Inventory of all operations that may reasonably be expected to contaminate groundwater resources with an indication of the potential for soil and groundwater contamination from these operations.
The proposed project consists of the reconstruction of 0.18 miles of Routes 100 and 904, and the construction of a 25-footby 50-foot parking area adjacent to Route 903. It also includes the removal of an existing parking lot in Route 904 and landscaping the area afterwards. The project work includes aggregate base placement, asphalt concrete pavement placement, the obliteration of an existing parking lot, landscaping of the obliterated area, ditch construction, the installation of one culvert, and other miscellaneous work.
The project work itself should not affect groundwater. The only activity that could reasonably result in the contamination of groundwater would be from uncontrolled leaking of oil or fuel, if faulty construction equipment were present on site.
SECTION 4.11.b. Description of procedures designed to protect groundwater from the identified potential contamination sources, with specific attention given to:
4.11.b.1. Manufacturing facilities – Does not apply
4.11.b.2. Materials handling
Hazardous waste will not be generated from normal construction activities. The following specifications deal with material handling on the project:
Solid waste generated from the project will consist of construction debris, garbage, and empty containers. Collect and store all waste in dumpsters, or in metal or plastic drums, as appropriate.
Store all hazardous waste materials in appropriate and clearly marked containers away from non-waste materials. Store hazardous waste in sealed containers, which are constructed of suitable materials to prevent leakage and corrosion. Label the containers according to the applicable Resource Conservation and Recovery Act requirements and all other applicable Federal, State, Tribal, or Local requirements. Dispose of material according to Federal, State, and local regulations.
Sanitary waste discharge is prohibited from the construction site.
Discharges from wash-water from concrete, paint, curing compounds, and other construction materials are prohibited from the construction site.
Store pesticides and fertilizers in a dry, covered area. Comply with all application and disposal requirements included on the registered pesticide or fertilizer label.
4.11.b.3. Equipment cleaning
The following specifications related to equipment cleaning are incorporated in the project as part of the contract:
Inspect and maintain on a regular basis, all mechanized equipment used in or near surface water to prevent contamination from fuels, lubricants, hydraulic fluids, or other toxic materials.
Hazardous waste will not be generated from normal construction activities. Equipment fueling and maintenance could generate spills, leaks, and hazardous wastes like motor oil, diesel, gasoline, and battery fluid. If feasible, conduct these activities in a covered area to avoid contact with stormwater. Store all hazardous waste materials in appropriate and clearly marked containers away from other non-waste materials. Do not dispose of hazardous water materials into the on-site dumpsters. Dispose of material according to Federal, State, and local regulations.
Do not use equipment with leaking fluids. Repair equipment fluid leaks immediately. Keep absorbent material manufactured for containment and cleanup of hazardous materials on the job site.
Clean up spills or contaminated surfaces immediately, using dry clean up measures where possible, and eliminate the source of the spill to prevent a discharge. Do not clean surfaces by hosing the area down.
Develop and implement a Spill Prevention Control and Countermeasure (SPCC) plan following the requirements under 40 CFR 112. Report spills large enough to discharge to surface waters to the National Response Center at 1-800-424-8802.
All equipment and vehicle washing will be performed off-site. Wash-water from construction materials is a prohibited discharge.
4.11.b.4. Construction and Maintenance activities
The following are other specifications included in the project as part of the contract that relate to Construction and Maintenance activities, which were not included in Sections 4.11.b.2 or 4.11.b.3:
Do not hose down or sweep soil or sediment accumulated on pavement or other impervious surfaces into any stormwater conveyance (unless connected to a sediment basin, sediment trap, or similarly effective control), storm drain inlet, or surface water.
Do not allow any construction equipment to operate on or access the down-slope side of the perimeter control measures.
Install inlet protection prior to diverting water through inlets.
4.11.b.5. Pipelines carrying contaminants – Does not apply
4.11.b.6. Sumps and tanks containing contaminants – Does not apply
SECTION 4.11.c. List of procedures to be employed in the design of any new equipment/operations
The project will be performed mostly on previously disturbed areas and therefore most of the project area has been previously impacted. There is no evidence that karst, wetlands, faults subsidence, delineated wellhead protection areas or other vulnerable areas exist within the project area. The expanded roadway and other project components are not expected to affect groundwater.
SECTION 4.11.d. Summary of all activities carried out under other regulatory programs that have relevance to groundwater protection
NPDES – Construction Stormwater General Permit
Spill Prevention Control and Countermeasures (SPCC) plan
SECTION 4.11.e. Discussion of all available information reasonably available to the facility/activity regarding existing groundwater quality at, or which may be affected by the site
Groundwater analyses were not performed for this project, since this type of project normally does not affect groundwater. Groundwater monitoring data is not available for this site.
SECTION 4.11.f. Clarification that no wastes be used for deicing, fills, etc., unless provided for in existing rule.
Waste materials will not be used for deicing, fill, or any other use as part of this project.
SECTION 4.11.g. Provisions for all employees to be instructed and trained on their responsibility to ensure groundwater protection
Personnel will be trained as required in Section 7 of the Stormwater Pollution Prevention Plan (SWPPP). In addition, training procedures are to be addressed in the Spill Prevention Control and Countermeasure Plan as required under 40 CFR 112. The training will include procedures on how to handle fuel, oil, and other spills in the job site according to the procedures identified in the Spill Prevention Control and Countermeasures plan.
SECTION 4.11.h. The GPP shall include provisions for quarterly inspections to ensure that all elements and equipment of the site’s groundwater protection program are in place, properly functioning and appropriately managed.
The contractor will inspect and maintain all mechanized equipment used in or near surface water to prevent contamination from fuels, lubricants, hydraulic fluids, or other toxic materials on a regular basis. Also, equipment with leaking fluids will not be allowed to be used on the project.
Equipment with fluid leaks is to be repaired immediately. Absorbent material manufactured for containment and cleanup of hazardous materials will be maintained on the job site.
The contractor will develop and implement a Spill Prevention Control and Countermeasure plan as part of this project.
