REPORT NO. 02-03
PROJECT RRP-TNS 10(1)
TENNESSEE NATIONAL WILDLIFE REFUGE
(DUCK RIVER UNIT)
HUMPHREYS COUNTY, TENNESSEE
INTRODUCTION
Project Description
This report presents the findings of the subsurface investigation and makes geotechnical recommendations for Project RRP-TNS 10(1) at Tennessee National Wildlife Refuge (Duck River Unit) located in Humphreys County, Tennessee. This project will consists of improving and raising of Refuge Lane (3 ½ miles) and Haul Road (1 ½ miles). Refuge Lane and Haul Road will remain two-lane roads with two-way traffic. Other interior refuge roads that are included in this project will be upgraded from refuge service roads only to one-lane, one-way public access roads. These roads will provide a one-way loop access from the west end of Haul Road back to Refuge Lane. Road improvements will include pull-offs and bus accessibility. Haul Road, as well as several parking areas, will be paved. Also, five parking areas will be reconstructed and two will be resurfaced. The above information was obtained from Project Development. Refer to Figure 1 in Appendix A for Project Location Map.
Regional Geology
The project site is located within the Highland Rim and Cumberland Plateau. More specifically, the Duck River Unit site is underlain by alluvial deposits that accumulated during the Quaternary Period. These alluvial deposits consist of sand, clay and gravel. Below the alluvial deposits and surrounding areas are underlain by the Chattanooga Shale and/or the Fort Payne Formation that formed during the Mississippian Period. The Chattanooga Shale consists of black carbonaceous shale, and the Fort Payne Formation consists of bedded chert, calcareous and dolomitic silicastone, minor limestone and shale, and scattered lenses of crinoidal limestone. Refer to Figure 2 in Appendix A for a Geologic Map of the project area.
PROCEDURES AND RESULTS
Soil Borings
The Eastern Federal Lands Highway Division (EFLHD) geotechnical field crew conducted a field investigation from January 23, 2003 through January 24, 2003 consisting of drilling 28 borings.
The location of each boring is presented on the Boring Location Plans in Appendix B. All borings were advanced using hollow-stem augers and a CME 45C rotary drill rig to a depth of 5 feet.
Boring Logs are presented in Appendix C.
Sampling
Sampling of materials beneath the tip of hollow stem augers was performed in Borings B-1 through B-15 and Borings B-17 through B-29 as borings were advanced. Sampling was typically conducted continuously on 2-foot intervals. Soil samples were recovered with a 2 ¼-inch outside diameter split-barrel sampler in accordance with AASHTO T200-87. Representative portions of recovered samples were preserved in glass jars for laboratory testing. Bag samples were obtained at depths of 1 to 5-ft for Borings B-3, B-10, B-15 and B-29 for California Bearing Ratio (CBR) test and organic content. The sampling sequence for the borings is summarized on the Boring Logs in APPENDIX C.
Field Tests and Measurements
The geotechnical field crew performed the following field tests and measurements during the course of the subsurface exploration. Boring locations were determined from features present on-site and by referencing the existing roadway. Boring elevations were estimated from topography maps developed by Project Development. Standard penetration tests (SPT) were performed and resistance was recorded during the recovery of each split barrel sample, in accordance with AASHTO T206-87. The sampler was driven into the soil using an automatic hammer. Sample recovery measurements were made and recorded for each sampling attempt. A field description by color and texture was made for each recovered sample.
Data Summary
The results of field tests and measurements were recorded on the driller’s logs and appropriate data sheets in the field. These data sheets and logs contain information concerning the boring methods; samples attempted and recovered; indications of the presence of various materials such as gravel, pebbles, organic matter, etc.; and observations of groundwater. They also contain interpretations by the geotechnical field crew team leader of the conditions based on the performance of the equipment and visual examination of the cuttings brought to the surface by the drilling tools. Therefore, the field data represents both factual and interpretative information.
The Boring Logs in Appendix C of this report represent a compilation of field and laboratory data and descriptions of the soil samples by a geotechnical engineer. These records occasionally do not include all data recorded on driller’s logs and field data sheets, but do include all information considered relevant to the design and construction of this report.
Water was not encountered during or after drilling in any of the borings, however, fluctuations in the ground water level due to seasonal and climatic effects should be expected.
Laboratory Testing
At the conclusion of the fieldwork by the EFLHD geotechnical field crew, laboratory testing was conducted on select representative soil samples. Laboratory testing included gradation (AASHTO T27), Atterberg limits (AASHTO T89 & T90), moisture content (AASHTO T265), classification (AASHTO M317), Standard Proctor (AASHTO T99), CBR (AASHTO T193) and organic content (AASHTO M145). The results of the laboratory tests are presented in Appendix
D and summarized in Table 1 below.

Findings
Refuge Lane (Borings B-1 through B-14)
Borings B-1 through B-6 were drilled on the existing grade of Refuge Lane, and Borings B-7 through B-13 were drilled on the raised grade embankment. Boring B-11 was drilled on a stone weir located in the area of raised grade embankment.
Approximately 3 inches of gravel-surfaced pavement was encountered at the ground surface in Borings B-1 through B-6. Dark brown clay with a minor quantity of silt, sand and gravel (A-6 & A-7-6) was encountered in Borings B-1 through B-6 below the gravel surface extending to a depth of 5 feet below the ground surface. Standard Penetration Test (SPT) N-values ranged from 6 to 16 with an average value of 10; and laboratory tests yielded average values of 44% liquid limit (LL), 25% plasticity index (PI), and 23% moisture content (MC). A California Bearing Ratio (CBR) determined for the material in Boring B-3 was on the order of 5.4.
Approximately 4 ½ inches of crushed aggregate surfaced pavement was encountered at the ground surface in Borings B-7 through B-13. A geotextile fabric was encountered below the aggregate surface in Borings B-9 through B-13. Brown gravelly clay with a minor quantity of silt and sand (A-7-6) was encountered in Borings B-7 through B-13 below the gravel surface extending to a depth of 1 to 5 feet below the ground surface. Standard Penetration Test (SPT) N-values ranged from 9 to 27 with an average value of 16; and laboratory tests yielded average values of 43% LL, 26% PI, and 19% MC. Brown clay with a minor quantity of sand was encountered in Borings B-12 and B-13 below the gravelly clay extending to a depth of 3.8 to 5 feet below the ground surface. Standard Penetration Test (SPT) N-values ranged from 8 to 14 with an average value of 11. Stones for a weir was encountered 1 foot below the ground surface in Boring B-11 resulting an auger refusal.
Haul Road (Borings B-14, B-15, and B-17 through B-19)
Approximately 2 inches of gravel-surfaced pavement was encountered at the ground surface in Borings B-14, B-15 and B-17 through B-19. Brown and gray clay with a minor quantity of sand and gravel (A-6 & A-7-6) was encountered in all 5 borings below the gravel surface extending to a depth of 5 feet below the ground surface. A trace of organic content was discovered in Boring B-15 at depth 0.2 to 3 feet below the ground surface. Standard Penetration Test (SPT) N-values ranged from 4 to 14 with an average value of 10; and laboratory tests yielded average values of 36% LL, 19% PI, and 23% MC. A California Bearing Ratio (CBR) and an organic content determined for the material in Boring B-15 was on the order of 5.0 and 3%, respectively.
Interior Roads (Borings B-20 through B-29)
Approximately 2 inches of gravel-surfaced pavement was encountered at the ground surface in Borings B-23 and B-24. Brown and gray clay with a minor quantity of sand and gravel (A-7-6) was encountered in all 10 borings below the gravel surface or at the ground surface extending to a depth of 5 feet below the ground surface. Standard Penetration Test (SPT) N-values ranged from 3 to 18 with an average value of 6; and laboratory tests yielded average values of 50% LL, 30% PI, and 22% MC.
ANALYSIS
Pavement Design
Flexible pavement design analysis was performed in accordance with 1993 AASHTO Pavement Design procedure using the DARWin (Version 3.01) Pavement Design System to determine the future structural number (SN) necessary for the proposed Haul Road. The flexible pavement design analysis was for a 20-year performance period. The design analysis to determine the 18-kip ESAL’s for the roadway was performed using the Rigorous ESAL Calculation in DARWin and based upon average daily traffic of 300 on Haul Road with 5% bus volume, 2% light-truck volume and 2% maintenance truck volume. The traffic growth rate of 2% was assumed. The vehicle classification data were obtained from Project Development. The effective roadbed soil resilient modulus (MR) was determined for the roadway from empirical correlations to CBR values and soil classifications. The average value of MR for the project was assumed to be 7,500 psi. Other parameters specified in the analysis included a reliability of 80 percent, an overall standard deviation of 0.45, and initial serviceability index of 4.2, and a terminal serviceability index of 2.0. The required SN for future traffic was calculated to be 2.09 for Haul Road. The results of the analysis are presented in Appendix E.
Embankment Settlement
Embankment settlement analyses were performed as per stress increase in subsoil layers due to embankment (Osterburg) and as per Elastic Settlement Theory. According to laboratory results, the on-site soils at Refuge Lane and Haul Road have liquidity index range from 0.14 to 0.26.
Thus, the on-site soils appear to be pre-consolidated and elastic analyses were performed. Based on the slope stability analysis results, an assumed maximum height of embankment was 10 feet (+/-) from the toe of slope. The results of the analysis are presented in Appendix G.
Slope Stability Analysis
Slope stability analyses were performed as per Bishop with Ordinary and Janbu Method, SLOPE/W (Version 4) Slope Stability Analysis Program to determine maximum embankment height with satisfactory safety factor (SF) of 1.3. The analyses assumed: 3(H):1(V) proposed embankment side slope; no tension crack; no seismic coefficient; and live load surcharge of 2 feet on top of embankment. Based on these assumptions, the embankment was found to have satisfactory factor of safety of 1.32. The result of the analysis is presented in Appendix F.
RECOMMENDATIONS
Earthwork
Roadway Embankments: Proposed roadway embankments should be constructed per Section 204 of the FP-96 Specifications. All imported fill material for embankments should be Unclassified Borrow per Subsection 704.06 and should be compacted per Subsection 204.11(b) of the FP-96 Specifications. Prior to constructing embankments, the existing adjacent slopes should be benched per Standard Detail E204-2, a geotextile fabric (Type IV-B per Subsection 704.01 of the FP-96 Specifications) should be placed in between the on-site soil and the imported borrow.
Based on settlement estimation, settlement of 1 ¾ inch is expected for maximum fill height of 10 feet from the toe of slope. Due to presence of pre-consolidated soils at the site, the settlement will be take place during and soon after constructing embankments.
Subgrade Preparation: Proposed cut road and shoulder areas should be scarified to a minimum depth of 6 inches below the subgrade and should be recompacted to at least 95% of maximum density in accordance with the AASHTO T 180 Method D. If unsuitable subgrade materials are encountered in isolated areas, sub-excavation of unsuitable materials is recommended. Geotextile Type IV-B per Subsection 704.01 of the FP-96 Specifications should be placed on sub-excavated areas, and then should be backfilled with aggregate base material specified below. Based on the field investigation, a minimum of 50 cubic yards of sub-excavation and backfill and 200 square yards of geotextile should be included in the project quantity.
Aggregate Base Course: The proposed aggregate base course should be placed and compacted to at least 95% of maximum density in accordance with the AASHTO T 180 Method D. The gradation and material should be Base Aggregate, Grading C or D as per Section 703.05(b) of the FP-96 Specifications.
Pavement Section
A minimum pavement section for Haul Road is provided in Tables 2 below. The design SNs for the proposed pavement section is 2.47.
Table 2 – Minimum Pavement Section for Haul Road
Layer Thickness (in) Comments
AC Surface Course 1 ½ Superpave Asphalt Concrete Pavement (SACP), < 0.3 X 106 ESAL’s, 3/8” nominal maximum size aggregate, Type II smoothness
AC Base Course 2 ½ SACP, < 0.3 X 106 ESAL’s, 3/4” nominal maximum size aggregate.
Base Aggregate 6 Base Aggregate, Grading C or D as per Subsection 703.05(b) of the FP-96 Specifications
The pavement section for all other roads and parking areas should consist of Type IV-B Geotextile on scarified subgrade or on filled subgrade, and a minimum 8-inch thick aggregate surface course (Grading C or D). The proposed aggregate surfaced roadway will provide a significantly shorter performance period and will require routine maintenance work.
Construction Considerations
Stone Weir: Appropriate riprap size, as determined by Hydraulics, should be used for the proposed stone weirs on Refuge Lane. Prior to placing riprap, Type IV-B Geotextile Fabric should be placed on the soil. To prevent washout due to water overtopping and losing the road subgrade into riprap voids, use reinforced earth slope for the top 18 inches of subgrade. A schematic cross-section of stone weir is presented in Appendix H.
Roadway Embankments: Prior to constructing embankments, the existing adjacent slopes should be benched per Standard Detail E204-2.
Soil Cover for Buried Structures: Based on Standard Details, pipes and other buried structure should have a minimum soil cover of 12 inches.
