Amendment No. 0002 Project FW-TNS 113(1)

Tennessee National Wildlife Refuge Solicitation: DTFH71-15-B-00022

The purpose of this Amendment is to:

1) Provide a summary of responses to questions/clarifications asked by potential bidders.

2) Reschedule the bid opening date to May 5, 2015, at 2:00 p.m. EST.

Questions / Clarifications

The following questions and issues were submitted via email at eflhd.contracts@dot.gov. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.

1. What size is the rebar in the trench drain? And how is the rebar oriented in the 2 walls not shown in the cross-section on sheet S11?

Response: As shown on the “Typical Trench Cross Section” view on Plan Sheet S11 (Trench Drain), the rebars H400, A400 and A401 are all number #4 bars. The rebars oriented in the two walls and bases are #4 and they are straight horizontal rebars.

2. How is the trench drain going to drain? Is the contractor to install piping, or tie into existing?

It is not shown.

Response: Please see Plan Sheet F1 (Refuge Lane) for the location of trench drain. The trench drain should be installed to follow the contours which mean water will drain from west to east. The Contractor is not required to install piping and there is no existing piping.

The trench drain will just drain to ditch.

3. Section 157.03 of the SCR - It discusses preparing a SWPPP for the project. A SWPPP developed by the Federal Highway Administration is included towards the end of the solicitation file. Is the contractor supposed to maintain and update the SWPPP provided? Or write an entirely new one? The specification fairly clearly states that the contractor is to prepare the SWPPP, but I am confused as to why the FHWA has already written one and included it with the bid package.

Response: Contractor will need to update and maintain the Government provided Storm Water Pollution Prevention Plan (SWPPP) according to Section 157. Please note that the National Pollutant Discharge Elimination System (NPDES) Construction Stormwater General permit will expire on June 30, 2015, and the Contractor will need to update the SWPPP according to the most current Tennessee Department of Environment and Conservation (TDEC) requirements.
