Project FW-TNS 113(1)
Tennessee National Wildlife Refuge Solicitation: DTFH71-15-B-00022
The purpose of this Amendment is to:
1) Provide a summary of responses to questions/clarifications asked by potential bidders.
The Bid Opening date remains April 30, 2015, at 2:00 p.m.
Questions/Clarifications
Questions / Clarifications
The following questions and issues were submitted via email at eflhd.contracts@dot.gov. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.
1. Warm mix asphalt is specified, however that product is not available in this area....will a TDOT (Tennessee Dept. of Transportation) approved regular hot mix design be acceptable?
Response: As stated in Subsection 402.01 of the SCRs (J Pages of the Solicitation Book), a Hveem or Marshall mix asphalt can use “hot or warm mix asphalt”. And as also stated in Subsection 402.03, “At the option of the Contractor, a State Department of Transportation mixture gradation may be submitted”.
2. Bid sheet calls for 34,000cy of embankment material.... is this material available on site?
Question for Item number A0760- Embankment construction: what is the requirement for this borrow material; select borrow or unclassified borrow
Will the source for borrow material be cross-sectioned to determine CY quantities?
Response: Embankment material is not available onsite.
As specified in Subsection 204.10 of the FP (standard specifications), unclassified borrow material should be used for the embankment after all suitable roadway excavation material is used.
See the “Measurement” Subsection for the item calling for the work, which will always state “measure … according to Subsection 109.02”, which in turn provides the definition of the various pay units and how they will be measured. Please see the Subsection 109.02 definition for how cubic yard (CY) will be measured. Furthermore see Subsection 204.16(c) for how embankment construction will be measured.
3. I read no burning or burying of trees, stumps, etc....is there an area on site to dump, or must material be disposed of offsite?
Response: As stated in Subsections 203.05(b) and (c), material must be disposed of according to Subsection 203.05(a), which is offsite.
mailto:eflhd.contracts@dot.gov
4. Are there any plans for a "pre-bid" meeting on site?
Response: No. A Site visit can be arranged by contacting the Point of Contact (POC) in Section E of the Solicitation.
5. Will the contract be paid by unit prices per schedule A pages B-1 thru B-4...in other words, if quantities are adjusted during construction, will the final payment will be adjusted accordingly. For example, if 7,000 tons of aggregate base is bid, and the final amount used is 7,500 tons, will the line item be paid by the unit price?
Response: Please note that quantities shown on the Plans and Bid Schedule are estimated and all items are bid and paid for on a unit price basis. The Contractor will be paid for the amount of work ordered by the CO, completed and accepted per the specifications. If there is an error in the estimated (Bid Schedule) quantity, the overrun/underrun will be accounted for during construction. Please also note all quantities of work must be ordered by the CO; if the Contractor performs work not ordered, the Government will not pay for
it. See the last paragraph of Subsection 109.05 of the FP (standard specifications).
7. Is the bid to be submitted to the construction office at 21400 Ridgetop Circle in Sterling VA ?
Response: The bid is to be submitted to the address in Block 7 of the SF 1442 to the attention of the person listed in Block 9.
8. The elevations shown for the box culverts on sheet D1 do not match the scale on that sheet. The elevations from sheet D1 also do not match those shown on detail E647-A (sheet S18). Which is correct?
Response: The elevations and location of the box culvert on Plan Sheet D1 are correct; the graphical representation of the box culvert is not correct. The elevations on Plan Sheet S18 are for the flash board riser; the elevations on Plan Sheet D1 are for the box culvert outlet elevations. Please refer to Plan Sheet K1 for more detail information.
9. In regards to the elevation view on detail 602-A (sheet S10), should there be vertical concrete walls under the 3x4 box culverts at the inlet and outlet? That would be logical, but the walls along with the associated footings are not shown.
Response: There is no need for vertical walls under the 4-foot x 3-foot box culverts.
10. Is the contractor required to construct the flexible tubing diversion sandbag berm as drawn in the plans? The 2 foot tall sandbag berm with (3) 18” pipes is inadequate in this situation. According to note 4 on sheet S03, “In the event that the water level is encroaching upon the top of the sandbag berm, use pumps and filter bags.” It would take (6) 18”-20” pumps to keep the sandbag berm from overtopping to accommodate a 2 year design storm (based on the 161 CFS for a 2 year design storm and the 30 CFS capacity of the temporary pipes as shown on sheet S03). A normal thunderstorm would still require a large amount of pumping as designed. May the contractor instead build a taller cofferdam along with the (3) 18” pipes? This would give the contractor some storage capacity and would prevent the necessity to do large quantities of water pumping.
Response: The Contractor has the option to propose a different solution, subject to the approval of the CO. Any proposed changes will not be considered during advertisement -any alternative proposal can be submitted to the CO for approval during construction.
11. Are the plans for this project available in electronic CAD format?
Response: The FHWA-EFLHD does not provide CAD files during advertisement of the project. The information provided in the solicitation package should be adequate to bid the project. The Contractor can discuss obtaining CAD files with the CO after contract award.
