Subject: Justif, rcation for Brand Name Description within Da*: 0511212014

Construction Specificali

Project: NY ERFO FIIS 201

From: Alan T. Teikari Reply to HFHD_l5 Attn of:

Highway Design ro: Laurin Lineman Director, Project Delivery

The Fire Island National Seashore has requested the following proprietary items for the subject project:

Moistureshield Encapsulated Decking: The product has been requested by the NPS, matches adjacent materials, provides the best durability and had demonstrated the least problems in previous installations for a lesser cost than similar products.

Timberlok, TrapEase, and Simpson Strong Tie: The existing boardwalks were constructed with Moistureshield and fastened using the these elements. These items represent the preferred fasteners for the life of the structure as requested by the Agency but the use of Contractor submitted alternates is authorized.

Separate estimates for Moistureshield and the Timberlok, TrapEase, and Simpson Strong Tie fasteners were not developed as fasteners are subsidiary to the decking material. The estimated cost of the deck and including fasteners is $150,000.

I certify that performance specifications suitable for full and open competition are not available; that a market research indicated other companies' similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency needs. Supporting data is located at

M :\PROJECTS\fi isVry20 13 ) (6)\Proj_Dev\Misc\Moisture Shield.

I certify that the justification is accurate and complete to the best of my knowledge and belief.

Moisture Shield composite lumber recommendation photo (2).JPG; photo (3).JPG; Moisture Shield lumber use'docx

I have attached my ,'mini,, value analysis for the composite lumber we talked about this afternoon. Please let me know if this is sufficient or you need more information. I apologize if someone was left off the email list' To many conference calls in one daY.

Moisture Shield lumber use-

Fire lsland National Seashore has been using plastic and/or composite lumber to resurface boardwalks for over 12 years. One of our first projects was a grant from the National Park Foundation through Unilever. The lumber delivered was a 2"x6" plastic product. The product proved to be very unstable, as it expanded or contracted over an inch in length. This type of movement caused severe structural damage, as the fasteners were stronger than the sub-structure. This in turn ripped apart the structure the lumber was fastened to.

We then went with a product called Moisture Shield. This product was to be installed directly over the existing boardwalk, without ripping anything up. The benefits to this type of installation were many; no demolition, no debris to the landfill, and quick and easy installation. The product also had a unique quality of grooves on the underside of the material. These grooves cut down on the weight of the material, but more importantly allowed for air flow underneath the lumber. This installation method has added to the life cycle of an already built boardwalk. The fastening method took a bit of time to perfect.

lnitially, the product was nailed down with ring shanked nails from a nail gun. The boardwalks are subject to the climate, and do expand and shrink a tiny bit. The nails had sharps edges, and were subject to working themselves up from time to time. This created potential hazards for bare feet and tripping hazards. The park then went to stainless steel screws. This method required pre-drilling and counter sinking the screws. The park was then introduced to the Trap-Ease screw. This screw came with 2 distinct thread designs on the same screw. The first half was a course thread, the second half was fine.

This allowed the screw to counter sink itself while pulling the drilled out plastic material to retreat back into the hole. The screw also came with a rounded finished edge. This finish is important for any screw that may be slightly raised up from the lumber, as it provides a "soft" edge that is less likely to cut a bare foot.

This product has exceeded our expectations. The first product was slowly removed from the walkways as it became more and more problematic. The fluting of the product on the bottom allows us to instal!

directly over existing boardwalks without any issues of trapping moisture between the new and old deck materials. As the material is used in new construction.

The Cape Cod Grey color is a value added to the surrounding landscape, and blends in very well. The wood grain texture supplies added skid resistance during wet conditions.

The Moisture Shield product has proven itself time and again. lt has required absolutely no maintenance. The park has decided in the past not to mess around with success.

NO MORE MUSHROOMS!

Specifically designed to eliminate the “mushrooming” effect caused by standard deck screws in composite deck materials.

The design features of this FastenMaster product include:

• Oversized top thread traps most loose composite material during installation

• Concave underside of the head traps any additional loose material as the fastener is driven flush, pushing it back into the hole

• Guaranteed not to rust or cause streaking; ideal for high salt and acid environments

• Sharp slotted point cuts through the composite material in the first rotation

• Deep #2 square-drive provides the best bit engagement

NO MORE MUSHROOMS!

Due to the non-hardenable nature of 305-grade stainless steel, a proper installation technique is important to improving overall fastener performance.

• Use a 0-1800 RPM variable speed corded or 18V cordless drill.

• Use the #2 square driver bits provided.

• Install fastener perpendicular to deck, increasing drill speed as the screw threads into the deck.

• Installing screws at a slower speed and maintaining proper bit angle and pressure is important.

• Drive the screws flush; do not overdrive.

• Predrilling may be required for extremely dense composites and colder temperatures.

• It is recommended that you test drive some TrapEase Stainless Steel screws on a separate board, under jobsite conditions, to assess whether predrilling is needed.

Refer to the composite wood manufacturer’s technical literature for fas-tening pattern and requirements. Commonly accepted fastening practices include:

• Installing two screws at every joist

• Predrilling pilot holes when fastening the ends of boards to avoid splitting (within 11⁄2" of end of board, based on manufacturer’s specs)

• Installing screws no closer than 3/4" from the edge of the board

Note: When building with Correct Deck, quickly “dimple” or “divot” the top surface of the material with a 1⁄4" bit before installing the TrapEase Stainless Steel. This divot should be 1⁄16" to 1⁄8" deep. After “dimpling” the surface, drive the fasteners flush. Do not overdrive the fastener as spin out is likely to occur.

No Predrilling.

Faster, Easier, Stronger than 3⁄8" lags.

• Stronger design shear values than 3⁄8" lags

• IBC/IRC code compliant.

ESR #1078

• Sharp point and aggressive thread penetrate the densest woods without predrilling

• Unique tapered head countersinks easily into wood for flush appearance

• Variety of lengths, from 21⁄2" to 10", to match every application

• Proprietary three-step coating process protects against corrosion, even in pressure treated wood. ACQ approved

INSTALLATION PROCEDURE

TimberLok should be installed using a high torque, 1⁄2" variable speed drill (18V if cordless). Choose the proper length so that threads fully engage the main member or bottom piece. Bring washer head flush to wood surface or countersink head flush.

Guaranteed Corrosion Resistance TimberLok is guaranteed not to rust or streak for the life of the project. The fastener has also been tested and approved for use in ACQ. A guarantee regarding this can be found on www.FastenMaster.com. TimberLok is not recommended for saltwater applications.
