Test of Perimeter Barriers and Gates

1.2 BARRIER SYSTEM DESCRIPTION

Provide a complete passive vehicle barrier system meeting design and performance requirements presented in this Specification Section and in the Contract Drawings. Vehicle barriers covered by this Specification Section include [post/cable barriers] [post/cable/fence barriers].

1.3 CRASH RESISTANCE REQUIREMENTS

Minimum performance requirements for the barriers are provided in this Specification Section. Similar-type vehicle barriers meeting higher crash resistance rating may be submitted for approval.

1.3.1 Impact Condition

Make the vehicle barriers to withstand an impact corresponding to ASTM F 2656, Impact Condition [_____][or SD-STD-02.01 [K4] [K8] [K12]].

1.3.2 Penetration Rating

When subjected to the specified Impact Condition, vehicle barriers are to respond with Penetration Rating equal to or better than [_____] as defined in ASTM F 2656.

For DOD certified barriers, use the Penetration Rating of [_____] or better.

1.4 CRASH RESISTANCE DEMONSTRATION OF COMPLIANCE

Submit the following as demonstration of compliance with the specified crash resistance requirements for each manufactured passive vehicle barrier proposed for this project.

1.4.1 [DOD] [or] [U.S. Department of State (DOS)] Letter of Certification

Submit a [DOD] [or] [DOS] Letter of Certification for the identical barrier being provided.

1.4.2 Crash Test Report

Submit a Crash Test Report for a barrier with an identical configuration to the barrier being provided, from [a DOS approved testing laboratory or] [a testing laboratory accredited by a nationally recognized testing agency in accordance with ISO/IEC 17025.]

1.4.3 [Analysis]

If a Crash Test Report for a barrier with an identical configuration to the barrier being provided is not available from [a DOS approved testing laboratory] [or] [a testing laboratory accredited by a nationally recognized testing agency in accordance with ISO/IEC 17025, dynamic, nonlinear finite element with large deformation/strain capability analysis is allowed for barriers that incorporate acceptable modifications from a successfully tested barrier configuration.]

1.4.3.1 Acceptable Modifications

[Acceptable modifications include modifications in supporting soil conditions, barrier height, anchor points spaced 20 percent farther or closer together than tested configuration.]

1.4.3.2 Analysis Documentation

When analysis is used to demonstrate compliance with crash rating requirements, submit the following:

a. Crash Test Report, for a barrier similar to the barrier being provided, from [a DOS approved testing laboratory or] [a testing laboratory accredited by a nationally recognized testing agency in accordance with ISO/IEC 17025].

b. Analysis Report provided by an Engineer meeting the qualification requirements in the QUALITY ASSURANCE paragraph of this Specification Section, demonstrating that the analytic technique predicts the results presented in the submitted Crash Test Report within 20 percent and the modified barrier meets the CRASH RESISTANCE REQUIREMENTS Article of this Specification Section.

c. Peer Review Report, provided by an independent Engineer meeting the qualification requirements in the QUALITY ASSURANCE Article of this Specification Section.

d. Test Director Report, provided by the Test Director associated with the submitted Crash Test Report, stating that they concur with the results presented in the Analysis Report.

1.5 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are [for Contractor Quality Control approval.] [for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government.] The following shall be submitted in accordance with Section 01

1.6 QUALITY ASSURANCE

1.6.1 Manufacturer

Use a company specializing in manufacturing the products specified in this Specification Section.

1.6.2 Installers

Submit installer certification stating that the installers are certified (if the manufacturer provides installer certifications) or trained by the manufacturer in the installation of the specific manufacturer's barriers being installed.

1.6.3 Contractor Project Manager

Designate a Project Manager for all work under this Specification Section.

Require the Project Manager to provide technical and managerial leadership to all contractor personnel, subcontractors, engineers, inspectors and surveyors during the design and installation phases of this Work. Require the Project Manager to have experience in the design, manufacture, and installation of similar barriers.

1.6.4 Engineers

[Submit Engineer Qualifications showing that the Engineer providing the demonstration of crash rating compliance analysis has formal training in dynamic finite element analysis with a minimum of five years experience in performing non-linear dynamic analysis.]

1.6.5 [As-Tested Certification] [As-Certified Certification]

1.6.7 Pre-Installation Conference

Conduct a pre-installation conference with all associated subcontractors.

1.7 DELIVERY, STORAGE AND HANDLING

Protect components delivered to site and/or placed in storage from the weather, humidity, and temperature variation, dirt and dust, or other contaminants. Store structural materials on sleepers or pallets and protect them from rust and objectionable materials such as dirt, grease, or oil.

Handle all components to protect finish and coatings from scuffs, abrasions or other damage. Damage to factory applied finishes and coatings can be cause for rejection.

Provide all other delivery, storage and handling protections as recommended by the manufacturer.

1.8 PROJECT SITE CONDITIONS

1.8.1 Environmental Requirements

Ensure that all materials, equipment and installation techniques are appropriate for the prevalent temperature conditions at the installation

Section 34 72 00.00 Page 6 location. Ensure the installation is in conformance with the manufacturer's written environmental requirements.

1.8.2 Existing Conditions

1.8.2.1 Site Survey Report

A topographic site survey report [_____] is included as part of the Contract Documents and can be found [_____].

1.8.2.2 Site Soils Report

A site soils report [_____] is included as part of the Contract Documents and can be found [_____].

1.9 WARRANTY

Submit the manufacturer's complete warranty for materials, workmanship, and installation for [five] [_____] years from the time of project completion.

Do not prorate.

1.10 SPARE PARTS

Provide a manufacturer's standard recommended spare parts package with detailed manuals on parts replacement, with each barrier to facilitate one year of normal operations.

1.11 DATA SHEETS

Submit Data Sheets, including catalog cuts, illustrations, schedules, diagrams, performance charts, instructions and brochures illustrating size, physical appearance and other characteristics of materials, systems or equipment for all components of vehicle barriers.

PART 2 PRODUCTS

2.1 [POST/CABLE] [POST/CABLE/FENCE] BARRIERS

Provide [post/cable barriers] [post/cable/fence barriers] as shown on the drawings. Include all gates shown on drawings.

2.1.1 Minimum Allowable Horizontal Length

The minimum allowable length of a single horizontal run of the [post/cable barrier] [post/cable/fence barrier] is the length of the barrier tested, as documented in the [Crash Test Report] [Analysis Report]. A horizontal run is considered to be a section of the vehicle barrier with terminal posts at either end with no intermediate change in direction.

If the final layout indicates horizontal runs shorter than the minimum allowable horizontal length, notify the Contracting Officer prior to fabrication.

2.1.2 Spacing of Terminal and Line Posts

Verify that the spacing of line and terminal posts is in conformance with the [Crash Test Report] [Analysis Report] configuration.

2.1.3 Post Color

Color the posts [and cable covers] [_____]. Submit samples for approval prior to fabrication. Match color of all fittings and connections.

2.1.4 [Fencing Installation]

[a. Install fencing [integral to the post/cable barrier] [in front of the post/cable barrier].]

[b. Provide Shop Drawings including locations of gates, and openings are to be as shown on the drawings.]

2.1.5 [Chain Link Fence Specifications]

[d. Align vertical posts with the vertical line or terminal posts of the post/cable barrier.]

2.1.6 DOD Standard [Post/Cable Barrier] [Post/Cable/Fence Barrier]

Provide [post/cable] [post/cable/fence] barriers as shown on the drawings.

In addition to meeting the general requirements listed in this Specification Section, ensure the DOD standard [post/cable] [post/cable/fence] barriers conform to the following barrier-specific requirements.

2.1.6.1 Alterations to Design

Do not modify designs shown on drawings.

2.1.6.2 Concrete

Concrete strength is as shown on the drawings and as specified in Section 03

30 00 CAST-IN-PLACE CONCRETE.

2.1.6.3 Reinforcing Steel

Reinforcing steel is fy = 60,000 psi unless otherwise noted on the drawings, and as specified in Section 03 20 01.00 10 CONCRETE REINFORCEMENT.

2.1.6.4 Cable

Provide cable as shown on the drawings and per requirements of ASTM A1023/A1023M. No substitutions are acceptable.

2.1.6.5 Pipe Steel

Provide pipe steel as shown on the drawings and provide [hot dipped galvanized] [shop-primed and site painted.] Paint color: [_____]. Provide steel finishes as specified in Section 09 90 00 PAINTS AND COATINGS.

2.1.6.6 Over-excavation and Backfill

Over-excavate soil below walls by at least 12 inches and backfill with any materials classified by ASTM D 2487 as GW, GP, GM, GP-GM, GW-GM, GC, GP-GC, GM-GC, SW, SP. Ensure the soil is free of debris, roots, wood, scrap material, vegetation, refuse, soft unsound particles, and [frozen,] deleterious, or objectionable materials. Unless specified otherwise, make the maximum particle diameter one-half the lift thickness at the intended location.

Compact the 12 inches of over-excavation to 95 percent of ASTM D 698 (unless noted otherwise on the drawings). Backfill areas of over-excavation at sides of walls to meet same fill and compaction requirements. Make the maximum lifts for over excavation and backfill 6 inches.

2.1.6.7 Terminal and Line Post Spacing

Ensure the spacing of line and terminal posts is as shown on the drawings.

2.1.6.8 Chain Link Fence

Provide chain link fence as specified in Section [32 31 13 CHAIN LINK FENCES

AND GATES,] [32 31 13.53 HIGH SECURITY CHAIN LINK FENCES AND GATES,] [32 31

26 WIRE FENCES AND GATES].

2.1.6.9 Fence Color

Color the fence fabric, posts, fittings and components [_____]. Submit sample for approval prior to fabrication.

2.1.6.10 Fence System

Ensure that the fence and gates are from the same manufacturer.

2.2 COMPONENT REQUIREMENTS

2.2.1 Single Manufacturer

Ensure a single manufacturer supplies all parts, components, accessories, fittings and fasteners as required by manufacturer's written requirements, manufacturer's written installation instructions and written warranty, unless otherwise noted in this Specification Section.

2.2.2 Metal Component Primer and Color

Ensure all above ground metal components are [shop-primed and site painted], [hot dipped galvanized], [powder coated] unless otherwise specified.

2.2.3 [Grounding System]

[Provide grounding system in accordance with Section 28 05 26.00 40

GROUNDING AND BONDING FOR ELECTRICAL SAFETY AND SECURITY.]

2.3 ACCESSORIES

Provide all accessories as required for a complete and finished barrier system. Accessories to be, at a minimum, as required by manufacturer's instructions.

2.4 FABRICATION

2.4.1 Shop Assembly

Shop assemble the vehicle barriers to the greatest extent possible.

2.5 TEST, INSPECTIONS AND VERIFICATIONS

2.5.1 Manufacturer Verification

Provide written verification that vehicle barriers provided under this contract conform to the "As-Tested certification" and/or "As-Certified certification" configurations, based on the anti-ram crash testing.

2.5.2 Contractor/Installer Verification

Provide written verification that the vehicle barriers provided under this contract are installed per the "As-Tested certification" and/or "As- Certified certification" configurations, based on the [Crash Test Report][Analysis Report].

2.6 SHOP DRAWINGS

Show the locations of gates and openings on the Shop Drawings. Submit Shop Drawings that include layout, locations, components, materials, dimensions, sizes, weights, finishes of components, installation and operational clearances, [location of gates and gate swings,] [terminal and line post

Section 34 72 00.00 Page 10 sizes and locations,] spacing and [fence fabric], [gate details/dimensions,] [details of post anchorage, and post attachment/bracing,] and other pertinent details as applicable. Provide Crash Test Report [,][and] testing lab as-built certification drawings [and Analysis Report] at the same time as the Shop Drawings. Shop Drawings cannot be approved without the corresponding Crash Test Report [and Analysis Report].

PART 3 EXECUTION

3.1 EXAMINATION

3.1.1 [Survey]

[Engage a surveyor licensed in the jurisdiction of the project to perform a topographic survey indicating location of structures, above and below ground; man-made and natural features; and location, size and depth of all utilities. Submit a Site Survey Report, either before or in conjunction with the Analysis Report and Shop Drawings].

3.1.2 [Soil Investigation]

[Engage a geotechnical Engineer to perform a soils investigation in accordance with Section 02 32 00 SUBSURFACE DRILLING, SAMPLING AND TESTING and submit a Site Soils Report, either before or in conjunction with the Analysis Report and Shop Drawings.]

3.1.3 Sub-surface Conflicts

Verify all existing conditions prior to performing any work. Locate all underground utilities and structures, including publicly and privately owned, prior to excavating. Coordinate with all involved parties in order to accomplish indicated work with minimal interference to existing underground utilities and structures. If unforeseen conditions exist that prohibit the execution of work as indicated, immediately coordinate with Contracting Officer for viable alternative solutions.

3.2 PREPARATION

3.2.1 Layout

All vehicle barrier installations shall be laid out and certified by a Registered Professional Land Surveyor in accordance with the Contract Documents and approved Shop Drawings, prior to installation.

3.2.2 Mock-up

[Provide a full scale [_____] foot long mock-up of the complete vehicle barriers. Do [not] include mock-up as part of the final installation.]

3.2.3 Soil Conditions

3.2.3.1 [Bearing Capacity]

[Submit Soil Bearing Capacity Analysis that shows the bearing capacity of the existing soil is sufficient to support the wall system without settlement.]

3.2.3.2 Comparable Soils

Certify that the existing soil conditions are comparable to those in the [Crash Test Report] [Analysis Report]. If not, either remedy the soil conditions at each foundation point or provide additional testing to verify that the actual soil conditions provide the required performance.

3.2.4 Grade Between Terminal Posts

Ensure that the grade between terminal posts (and for no less than 10 feet on either side of the vehicle barriers, along the running length) is constant such that the cables consistently match the design distance from grade between terminal posts.

3.2.5 Interference with Existing Utilities

Based on Contract Drawings, survey, utility locating activities and approved Shop Drawings. Identify areas of interference with existing utilities and propose mitigating measures (with supporting analysis if mitigating measures require modifications to the typical foundation details) to remedy the interference conditions.

3.2.6 Protection

Ensure that adjacent structures, utilities, and roadways are protected from damage during construction.

3.3 INSTALLATION

3.3.1 Contractor's Project Manager Oversight

Contractor's project manager shall oversee all vehicle barrier installation activities.

3.3.2 [[Trained] [Certified] Installers]

[Vehicle Barriers shall be installed by manufacturer [trained] [certified] installers in accordance with manufacturer's written installation instructions. Submit Manufacturer's Written Installation Instructions.]

3.3.3 [Manufacturer's Representative]

[Manufacturer's representative is required to [observe and inspect] [inspect] vehicle barrier installation.]

3.3.4 [[Trained] [Certified] Installers]

[Ensure that the manufacturer's [trained] [certified] workers install the vehicle barriers in accordance with manufacturer's written installation instructions. Submit the manufacturer's written installation instructions.]

3.3.5 Vertical Alignment

Install all vertical elements plumb and in alignment with a tolerance of 1/2 inches.

3.3.6 Horizontal Alignment

Install all horizontal elements in the alignment indicated on the approved Shop Drawings with a tolerance of 1/2 inches in 6 feet-6 inches.

3.3.7 Field Welding

Field welding is unacceptable as it will cause significant damage to the galvanizing and powder coat protective finishes.

3.3.8 Field Cutting and Drilling

Avoid unnecessary cutting and drilling of pre-finished components. If necessary to cut or drill or otherwise modify product due to field conditions, repair factory finish in accordance manufacturer's written installation instructions.

3.4 [FIELD QUALITY CONTROL]

3.4.1 [Test Reports]

[Submit [Concrete Strength Reports] [Soil Compaction Reports] [Manufacturer Inspection Reports].]

3.4.2 [Reinforcing Steel Inspection]

[Ensure all reinforcing steel is inspected by [Contractor's project manager] [manufacturer's representative] [Contracting Officer] prior to concrete placement. Provide no less than [_____] days notice of concrete placement schedule to required inspection personnel.]

[Install new security fencing, remove existing security fencing, and perform related work to provide continuous security for facility. Schedule and fully coordinate work with Contracting Officer.]

3.6 OPERATION AND MAINTENANCE MANUAL

Submit written Operation and Maintenance Manual.

3.6.1 Periodic Inspection and Testing

As part of the Operation and Maintenance Manual, provide periodic inspection and testing recommendations for daily, weekly, monthly and yearly intervals.

3.7 ADJUSTING AND CLEANING

3.7.1 Clean Jobsite

Clean jobsite of excess materials and other debris.

3.7.2 Soil from Excavations

Spread soil from excavations [uniformly adjacent to the vehicle barrier line or on areas of Government property, as indicated.] [Remove soil from excavations from Government property.]

3.7.3 Above Ground Components

Thoroughly clean all above ground components of concrete spatter and dirt.

3.7.4 [Tensioning]

[After installing all barriers, ensure that the tensioning of all cable and fence fabric is in accordance with manufacturer's written installation instructions.]

3.8 REPAIR

3.8.1 Metal Finishes

Repair damage to galvanized, coated, painted finishes in accordance with manufacturer's written installation instructions. In the case where the manufacturer does not have written instructions, submit recommended coating repair instructions (referencing published standards) for approval.

3.8.2 Site Rehabilitation

Fill top 3 inches with topsoil and compact with same density as surrounding soil. Restore [turf] and [plants] according to Section[s] [32 92 19 SEEDING,] [32 92 23 SODDING,] [32 92 26 SPRIGGING,] [and] [32 93 00 EXTERIOR PLANTS]. [Restore pavements according to [_____]]
