Appendix G – Access Control Point Requirements
ACCESS CONTROL POINT REQUIREMENTS

1.0 ACCESS CONTROL POINTS
1.1. GENERAL
The Access Control Point (ACP) must comply with the Department of Army (DA) standards for this facility type. Standard designs are provided in Appendix A. The ACP(s) are required by the DA to provide safe entry to the installation by authorized personnel through procedures for vehicle and, where required, pedestrian traffic. Both safety and security requirements are primary elements of the ACP criteria. The ACP site layout provided in Appendix A – Drawings provides the functional arrangement of the facilities, ACP corridor, roadway, and barriers that meets the requirements in the DA Access Control Points Standard Design/Criteria (2009) (ACPSDC). Design all building systems and elements to meet the minimum requirements of ANSI/ASHRAE/IESNA 90.1. Design the buildings, including the building envelope, HVAC systems, service water heating, power, and lighting systems to achieve an energy consumption that is at least 40% below the consumption of a baseline building meeting the minimum requirements of ANSI/ASHRAE/IESNA Standard 90.1.
1.1.1. HOURS OF OPERATION
The hours of operation for the access control point are every day from 0500 to 2100 hours.
1.1.2. FUNCTIONAL REQUIREMENTS FOR THE SPECIFIC FACILITIES:
1.1.2.1. ID Check Area and Canopy
(1) ID Check Area
Provide ACP with an ID Check Area within the Access Control Zone where guards and capability for automated installation entrance (AIE) means perform vehicle and passenger ID checks, grant vehicles authorization to enter the installation, or direct vehicles to other areas of the ACP. Provide islands and median at the ID Check Area as indicated on the Concept Design Drawings (Appendix A).
Number of Inbound ID Check lanes: 4 lanes under the ID Check Area Canopy.
(2) ID Check Area Canopy
Provide a canopy over all inbound ID Check lanes to provide protection for ID Check Area guards, CCTV equipment and future Automated Installation Entry (AIE) equipment from the weather. The canopy also provides a mounting point for ID Check Area lighting and security equipment.
1.1.2.2. ID Check Area Guard Booths
Provide a ballistic resistant (UL 752 Level 3) Guard Booth for each lane of incoming traffic at the ID Check Area for guards performing vehicle/passenger ID checks. Locate Guard Booths on a raised island in the ID Check Area under the ID Check Area Canopy. Guard booth is not to be designed/constructed to be ADA compliant.
1.1.2.3. Gatehouse
The ballistic resistant (UL 572 Level 3) Gatehouse functions as the control center for the operation of the ACP.
The Gatehouse personnel observe and oversee the Identification (ID) Check Area guards and their activities. The Gatehouse personnel also monitor the activities of the Search Area and the status of the active vehicle barriers (AVBs) through the Closed Circuit Television (CCTV) system. The Active Vehicle Barrier (AVB) main control panel is located in the Gatehouse. The Gatehouse building is required to be located on a raised island
2 | P a g e immediately after the last turn-around past the ID Check Area to give the Gatehouse guard clear views of operations in the ID Check Area, of vehicles directed to the last turn-around, and of vehicles entering and exiting the Search Area. Gatehouse is not to be designed/constructed to be ADA compliant.
1.1.2.4. Search Shelter
Provide a Search Shelter and located adjacent to the Vehicle Search Area(s) to support Search Area guards and their activities.
1.1.2.5. Search Area/Search Area Canopy
Provide appropriate Search Area(s) and Search Area canopy(s) to conduct vehicle searches and canopy(s) to provide protection for Search Area guards and vehicle inspection systems (if applicable) from the weather. The Search Area Canopy(s) also provides a mounting point for Search Area lighting and security equipment. See Appendix A for required Passenger Vehicle and Truck Search Area configuration.
1.1.2.6. Active Vehicle Barriers (AVB)
Provide complete AVB system. Active vehicle barriers, AVB control system, signage, pavement markings, and signalization are as shown on the ACP site layout provided in Appendix A – Concept Design Drawings and designed, constructed and tested in accordance with (IAW) the Unified Facility Guide Specification (UFGS) 34 41
26.00 10, Access Control Point Control System. The completely edited guide specification is required as part of the Contractor’s design submittals. Design AVB in accordance with Army Access Control Points Standard Design/Criteria (2009) (ACPSDC).
1.1.2.7. Passive Vehicle Barriers
Provide a passive vehicle barrier system in accordance with Army Access Control Points Standard Design/Criteria (2009) (ACPSDC). Provide analysis, design and construction of passive vehicle barrier system in accordance with (IAW) Appendix H: Specification Section 34 72 00.00: Passive Vehicle Barrier Systems. Contractor is required to edit this specification.
1.1.2.8. Overwatch Position
Provide one strategically placed Overwatch Position located near the final AVBs but within line sight of the ID Check Area. Where no direct line of sight from the Overwatch Position to the ID Check Area can be accomplished, observation of the ID Check Area will be accomplished via expansion of the CCTV system. The Overwatch Position serves as a fighting position and another control position for the AVBs including the AVB Overwatch control panel, a computer, and communications capability. Provide the Overwatch Position type as indicated below:
(1) Pad and Pedestal
Provide a pad with immediate access to the roadway near the final barrier. Size pad as required for the security vehicle used. Provide lockable junction box with quick connections for the AVB control panel, communications, and power.
(2) Not Used

1.1.4. BALLISTIC RESISTANT REQUIREMENTS
Various buildings defined heretofore (Guard booth, gatehouse, etc.) shall require design/construction for ballistic resistance to UL 752 Level 3 Bullet-Resisting Equipment per Section 111 Roadway and Access Control Point Design
1.1.5. MANDATORY REQUIREMENTS
Floor plans included with this RFP are considered mandatory, unless directed otherwise.
1.1.6. FACILITY GOALS
The objective of the access control facilities is to prevent an unauthorized vehicle and pedestrian from entering the Installation. The access control point must be constructed with features that support the effective and efficient use of equipment, man power, and procedures.
The functional and technical requirements included herein are standard requirements that apply to all DA ACP projects, and are current with Headquarters, US Army Corps of Engineers (HQUSACE) criteria.
The ACP is intended to provide the highest levels of personal safety, and construction technology.
1.2. FUNCTIONAL AND OPERATIONAL REQUIREMENTS
1.2.1. STRUCTURAL CONCEPT
There is the inherent value of a relatively simple roof form for cost efficiency and a long roof life with the prospect of few problems. Provide a simple hip roof, unless indicated otherwise.
1.2.2. GROSS BUILDING AREA
Provide gross building area as calculated by International Building Code (IBC), which is the area included within the surrounding exterior walls.
1.2.3. ACCESSIBILITY BY THE HANDICAPPED
Not applicable to project..
1.2.4. SUSTAINABILITY
Many features that make a facility sustainable can be integrated into a typical building and site. However, some very beneficial features or materials might also have application but need to have a more tailored building and site to be effective. The offeror is encouraged to suggest sustainable material substitutions or building feature modifications for consideration where they appear to provide benefit without appearing to interfere with functionality.
1.2.5. ROOM REQUIREMENTS
1.2.5.1. GENERAL
Coordinate the visual appearance and exterior material selections as well with the standards set by the Installation. Address the impact of climate, security and geography appropriately. There may be reasons to
4 | P a g e control exterior traffic noise from entering the facility that would require special treatment or Standard Transmission Class (STC) ratings on major building components. Provide appropriate and adequate protection from the wind and wind driven precipitation for doors and entries. Relate the development of interior design to the exterior design, and coordinate material and finish colors.
1.2.5.2. NOT USED
1.2.5.3. SEARCH SHELTER
For the Search Shelter (bus shelter) , provide manufacturer’s standard design for a 10’-0” by 5’-0” four walled shelter with tempered glass walls. The unit shall have a wood or aluminum bench for seating. Roofing panels shall be constructed of twin wall polycarbonate.
1.2.5.4. GATEHOUSE
Provide walls, doors, door frames, window frames and glazing to be ballistic resistant per requirements as indicated.
1.2.5.4.1. Guard Room
Provide exterior doors with locksets. Provide porcelain tile or stained concrete for the floor finish, porcelain tile or resilient base for the wall/floor trim appropriate for floor finish, and painted wallboard for the wall finish. Provide suspended acoustic tile with recessed light fixtures and hold down clips for the ceilings. Provide ceiling heights that are a minimum 8’-0” above the finished floor. Provide ballistic resistant protection as indicated. Provide solid surfacing for countertops and window stills/stools.
1.2.5.4.2. Inside Storage Room
Provide porcelain tile or stained concrete for the floor finish, porcelain tile or resilient base for the wall/floor trim appropriate for floor finish, and painted wallboard for the wall finish. Provide suspended rigid gypsum drywall with recessed light fixtures for the ceilings. Provide ceiling heights that are a minimum 8’-0” above the finished floor.
Provide ballistic resistant protection as indicated.
1.2.5.4.3. Unisex Toilet
Provide toilet room entry doors with privacy lockset. Provide porcelain tile or stained concrete for the floor finish, porcelain tile or resilient base for the wall/floor trim appropriate for floor finish, and painted wallboard for the wall finish. Provide suspended painted wallboard for the ceiling finish and lighting format. Provide ceiling heights that are a minimum 8’-0” above the finished floor. Provide ballistic resistant protection as indicated.
1.2.5.4.4. Mechanical, Communications
Provide entry doors with locksets (coordinate the keying of these spaces with the Installation groups responsible for maintenance and operation). Provide exposed sealed concrete for the floor finish, resilient base for the wall/floor trim, and painted concrete masonry or wallboard for the wall finish. Provide exposed structure for the ceiling finish and lighting format. Provide the ceiling height as appropriate to the space and equipment. No ballistic resistant protection required for this room.
1.2.5.4.5. Outside Storage Room

Provide exposed sealed concrete for the floor finish, resilient base for the wall/floor trim, and painted wallboard for the wall finish. Provide suspended rigid gypsum drywall with recessed light fixtures for the ceilings. Provide ceiling heights that are a minimum 8’-0” above the finished floor. No ballistic resistant protection required for this room.
1.2.5.5. GUARD BOOTHS
Provide ballistic resistant design/construction as indicated. Provide 360-degree field of view windows. Additional features including heating and air conditioning, exterior power outlets sufficient to power hand held searchlights and other small hand held devices, interior outlets for radio chargers, computers, and communications equipment are to be provided. Provide sufficient counter space for writing reports and storage of reference materials. Inside ceiling height requirement is 7’2” above finished floor. Provide walls, doors, door frames, window frames and glazing to be ballistic resistant per requirements defined herein. Provide 3 foot by 3 foot anti-fatigue mat.
1.2.5.6. NOT USED
1.2.5.7. OVERWATCH POSITION
Where scope requires Pad and Pedestal, provide a pad with immediate access to the roadway near the final barrier. Size pad as required for the security vehicle used. Provide lockable junction box with quick connections for the AVB control panel, communications, and power.
1.2.5.8. SEARCH AREA AND CANOPY
1.2.5.8.1. Passenger Vehicle Search Area and Canopy
Passenger Vehicle Search Area provides an area separated from the ID Check Area for inspection of passenger vehicles. Protect the Passenger Vehicle Search Area with a Canopy. Canopy clearance shall be consistent with the Army ACPSDC. Number of Passenger Vehicle Bays is shown in Appendix A..
1.2.5.8.2. Truck Search Area and Canopy
Truck and commercial vehicle traffic will have a Truck Search Area to perform the inspection function. The Truck Search Area will be provided with a canopy, sized a minimum of one WB-62 tractor trailer or larger (depending on the size of vehicles inspected), and expanded as necessary to accommodate the equipment to be used (e.g.
Mobil Vehicle Inspection System (MVIS)). Canopy clearance shall be consistent with the Army ACPSDC. For number of truck bays, See Appendix A.
1.2.5.8.3. Separate Truck and Passenger Vehicle Search Areas and Canopies
Provide separate Truck and Passenger Vehicle Search Areas and Canopies. Canopy clearance shall be consistent with the Army ACPSDC. For number of bays and other requirements, see Appendix A.
1.2.6. ACPSDCSITE PLANNING AND DESIGN
1.2.6.1. SITE PLANNING REQUIREMENTS
1.2.6.1.1. Site Functional Requirements
Location and construction of the new facilities including associated structures, roads, parking, and utilities and landscaping shall be as indicated and as specified herein. All site layout changes are subject to review and approval by the Government. Government supplied site plans are provided to assist the Contractor in the preparation of their proposal and design. Any errors identified shall be brought to the attention of the Contracting

Officer immediately for resolution and direction. Take all professionally prudent and reasonable actions to verify the accuracy of the data provided. The Contractor is responsible for final site plans.
1.2.6.1.2. Not Used
1.2.6.1.3. Roadways and Access Drives
Design roadways to accommodate expected vehicles in the design include but are not limited to: passenger cars, emergency vehicles, garbage, fire trucks, military vehicles, delivery service, and utility vehicles. The minimum roadway width in the approach and response zones is 12 feet. The minimum road way width at the ID Check Area is 10 feet. All roadway horizontal and vertical alignments must properly address the turning radius of the design vehicle(s). The minimum thickness of concrete pavement is 7 inches with a minimum compressive strength of 5000 psi on 4 inches of compacted aggregate base course. The minimum flexible pavement section shall consist of 2 inches of asphalt and 6 inches of base or as required by the pavement design, whichever is greater. Design procedures and materials shall conform to one of the following: 1) the USACE Pavement Transportation Computer Assisted Structural Engineering (PCASE) program, 2) American Association of State Highway and Transportation Officials (AASHTO) or, 3) the applicable state Department of Transportation standards in which the project is located.
1.2.6.1.4. ID Check Area Islands
Traffic islands in the ID Check Area are to be 10 feet in width. Medians shall be a minimum of 10 feet in width.
1.2.6.1.5. ID Check Area Hardstand
ID Check Area will consist of a concrete hardstand extending a minimum of 3 feet before and after the ID Check Islands.
1.2.6.1.6. Vehicle Parking
Provide clear and convenient traffic flow through and around the ACP parking areas and access drives that maximizes functional capabilities but minimizes traffic conflicts. If required coordinate inter-modal traffic within the ACP site.
Provide sufficient parking spaces for the anticipated number of personnel at the ACP. See Military Surface Deployment and Distribution Command, Transportation Engineering Agency (SDDC-TEA) Pamphlet 55-15 for the methodology to be used in determining the number of parking spaces required. Provide ramps serving the handicapped at the search areas.
Government Owned Vehicle (GOV) parking is to be off-street parking. Area lighting and landscaping is to reinforce the parking area while meeting functional and safety requirements. Pavement markings are to be in compliance with MUTCD. Traffic islands are to be 24 feet in width. The minimum flexible pavement section shall consist of 2 inches of asphalt and 6 inches of base or as required by the pavement design, whichever is greater.
Design procedures and materials shall conform to one of the following: 1) the USACE Pavement Transportation Computer Assisted Structural Engineering (PCASE) program, 2) American Association of State Highway and Transportation Officials (AASHTO) or, 3) the applicable state Department of Transportation standards in which the project is located.
1.2.6.1.7. Sidewalks
Provide an ample functional system of walks connecting structures, parking area(s), street(s), and other sidewalk(s) as pedestrian traffic demands. In addition, review paths of travel to determine a layout of sidewalks that is sufficient to meet the likely paths of travel. Slopes of all sidewalks are required to meet all requirements for

ADA Accessibility Guidelines (ADAAG). Pedestrian sidewalks are to be a minimum of 6 feet wide and 10 feet wide for those anticipated to have bidirectional bicycle traffic. Construct pedestrian sidewalks of Portland Cement Concrete having a minimum 3,000 psi compressive strength.
1.2.6.1.8. Landscaping
Make selection of landscape materials from among species well adapted to the region and shall consider maintenance requirements. Focus landscaping concepts on desirable environmental effects such as windbreaks, shade, screening of undesirable views, and definition of desirable enclosed areas.
The landscaping plan is also to consider the irrigation requirements. Ideally, the selected species are to be native and drought resistant such that a permanent irrigation system is not required. In the event that a permanent irrigation system is required, include as a minimum, a backflow prevention and pop-up type sprinkler heads
1.2.6.2. SITE DESIGN REQUIREMENTS
1.2.6.2.1. Grading
Provide positive drainage for all areas and use existing drainage ways to the extent possible. It is desirable to direct drainage away from buildings to curb and gutter or road ditches. Avoid swales between buildings and parking areas, if possible. Grade parking areas such that storm water is directed off to the sides, with curbs and gutters to control drainage, and not down the center of the parking area, where possible. Balance earthwork to the extent possible without compromising the design. Keep the number of existing trees to be removed to a minimum. No grading is to be done within drip lines of existing trees to be preserved.
Design grading such that visual lines of sight are maintained throughout the ACP corridor between the major functional areas (Gatehouse, active vehicle barriers, Guard Booths, Search Shelter, Vehicle Search Area, ID Check Area, etc.).
1.2.6.2.2. Adjustment of Existing Structures
Adjust all manholes, valve boxes, or inlets of any nature within the project that do not conform to the new finish grade in either surfaced or unsurfaced areas to the new finish grade. Where inlets, manholes, or valve boxes fall within a surfaced or unpaved roadway or parking, remove the existing frames and cover and replace with a heavy-duty frame and cover. Adjust the structure as needed to fit the new conditions. Provide structures of a type suitable for the intended use and conforms to the requirements of the applicable sections herein.
1.2.6.2.3. Sidewalks
Provide concrete walks with a transverse grade of 2 percent. Provide a maximum longitudinal walk grade of 8 percent in freezing climates and 15 percent in non-freezing climates for short distances.
1.2.6.2.4. Stairs
Avoid the use of stairs in sidewalks whenever possible. When stairs are unavoidable, they should have at least three risers and shall be provided with handrails. Provide all steps within a stair to have a uniform tread width and riser height. Provide risers with a height of 4.5 to 6 inches and treads with a width of 12 to 17 inches. Treads should slope 2 percent for positive drainage. Keep the height between landings to a maximum of 5 feet to allow a view of the next higher landing whenever possible. The height between landings is not to exceed 12 feet.
Provide landings that are at least 4 feet long.
1.2.6.2.5. Transverse Parking Area Grades

(a) Desirable minimum of 2 percent.
(b) Absolute minimum of 1.5 percent for flexible pavement and 1 percent for rigid pavement.
1.2.6.2.6. Longitudinal Parking Area Grades
Maximum of 4 percent.
1.2.6.2.7. Road and Street Longitudinal Grades
Use of longitudinal road and street grades greater than 7 percent shall be subject to approval by the Government.
1.2.6.2.8. Ramp Grades
(a) Desirable maximum of 7 percent.
(b) Absolute maximum of 10 percent for short distances only.
1.2.6.2.9. Gutter Grades
(a) Desirable minimum of 0.8 percent.
(b) Absolute minimum of 0.5 percent.
1.2.6.2.10. Building Floor Elevation
Set building finished floor elevation to ensure that the required minimum and maximum grades are met.
Construct first floor of new buildings a minimum of 1 foot above the 100-year flood plain elevation.
1.2.6.2.11. Grades Away From Building
(a) Minimum of 5 percent for 10 feet.
(b) Maximum of 10 percent for 10 feet.
1.2.6.2.12. Overlot Grades
(a) Minimum 1 percent for cohesionless sandy soils.
(b) Minimum 2 percent for cohesive soils or turfed areas.
(c) Sideslopes for ditches, roads, and other turfed areas shall be no steeper than 1 Vertical (V) on 3 Horizontal (H). A 10-foot wide shelf shall be constructed every 15 feet in elevation change on all cut and fill slopes.
Retaining walls are an option to limit the amount of cut and fill.
1.2.6.2.13. Ditches
Grade ditches at non-erodible slopes or line the ditch with an appropriate material to prevent erosion. Use a design storm with a return period of at least 2 years to determine erodibility of ditches and swales. Provide the depth of ditches along pavement shoulders such that the water surface from the 10 year design storm is below pavement subbase and base courses which daylight through the adjacent shoulder.
1.2.6.2.14. Storm Drainage System
Comply with the State’s DOT requirements for design, construction and material specified for storm drainage installation. Use concrete with watertight joints for all storm drainage lines constructed under road, parking area and or surfaces subject to vehicular traffic. See Paragraph 6 for additional storm drainage system requirements.

1.2.6.2.15. Asphalt Pavement
Provide asphalt aprons, roads and parking areas where indicated. Construct the asphalt areas with concrete curb and gutter at the locations shown.
1.2.6.2.16. Concrete Pavement
Provide concrete pavement where indicated. Construct the concrete pavement with a 6 inch integral curb at the locations shown.
1.2.6.2.17. Traffic Signage, Pavement Markings and Striping
Provide traffic signage, pavement marking and striping for all new roads and parking areas. Design signage, pavement markings and striping in accordance with Manual on Uniform Traffic Control Devices (MUTCD) for Streets and Highways and Army Access Control Points Standard Design/Criteria (2009). Provide reflectorized signs according to the minimum requirements of ASTM D 4956-07e1, Type III sheeting. Provide non-reflectorized paint for parking areas. Stripe roads and streets with reflectorized paint.
1.2.6.2.18. Exterior Building Signage for Gatehouse
Provide building number signage for the Gatehouse. Provide one building sign. Specifiic building numbers, mounting locations and sign color shall be coordinated with Fort Meade DPW.
1.2.7. NOT USED
1.2.8. ARCHITECTURE
Provide an exterior appearance and massing that is consistent with the Installation architectural theme.
Architectural theme for the installation shall comply with the Fort Meade Installation Design Guide.
1.2.9. INTERIOR DESIGN
1.2.9.1. Interior Building Appearance
Provide the facility interior with a warm, comfortable, and professional environment through the appropriate use of building materials, furniture, finishes, fabrics, color, and texture. Provide materials and features of high quality, functional, easily maintained and furnished as described herein. Provide complementary building finishes and details and furniture style, finish and fabrics and provide a completely integrated interior design. Coordinate the interior building appearance with the exterior building appearance. The criteria within this document identifies the level of quality and special requirements for finishes and furniture, yet provides flexibility for the designer to make creative and appropriate selections to meet User requirements.
1.2.9.2. Interior Design Categories
Interior Design is divided into two categories, (1) Structural Interior Design (SID) and (2) Furniture, Fixtures and Equipment (FF&E). SID is the design of building related interior finishes and includes the selection and specification of interior and exterior materials and finishes for the building environment. Items typically considered a part of the building design include, but are not limited to: exterior building materials, floor, wall and ceiling finishes, built-in casework, millwork, fixed equipment, trim items, signage, window treatment, etc. Building related
10 | P a g e items are those materials and finishes that are generally applied or fastened to the building. Furniture related interior design (FF&E)) is the design of the interior furniture and includes selection and specification of these items. Items typically considered a part of the furniture package include, but are not limited to: seating storage, trash receptacles, , etc. Provide appropriate furniture finishes and fabrics for the intended use. Provide upholstery fabric (color, pattern and fiber content) that is easily cleaned and helps hide soiling. Patterned fabrics are recommended for seating.
1.2.9.2.1. Not Used
1.2.9.2.2. Signage
Provide a lighted (if applicable) and substantial exterior building sign at an appropriate area on the site.
Coordinate the materials and visual features with the Installation if applicable. Provide a complete interior signage system that coordinates with the interior design. The facility interior signage system is to be standardized throughout the building and flexible to allow for the addition and deletion of signs and information. Provide room signs.
1.2.9.2.3. Building Equipment
Provide recessed entry mat at entry vestibule.
1.2.9.3. General Furniture
Conceal clips, screws and other furniture construction elements where possible. Seating upholstery is required to meet Wyzenbeek Abrasion Test; 50,000 minimum double rubs. Furniture can be wood, plastic laminate or metal finish. Tops for case goods with plastic laminate or metal construction are to be plastic laminate. Location, use and frequency of moving furniture are to be considered when determining appropriate finish material and construction. Furniture constructed of particleboard with plastic laminate finish is not acceptable. Provide box and file drawers with a heavy-duty suspension system. Construct furniture with concealed fasteners. Furniture storage is to be lockable. Coordinate style details and finishes within a room.
Desk Chair (Gatehouse): Provide ergonomic, desk chairs with non-upholstered adjustable height arms, padded, contoured, cushioned and upholstered or mesh seat and back, back tilt and locking capability, pneumatic seat height adjustment, adjustable lumbar support, seat depth adjustment, five star base and casters. Provide desk chairs with adjustable seat height range of 4 ½”, range to include 16 1/2 – 20”. Verify with user if armless desk chairs are preferred for employees carrying weapons.
1.2.10. STRUCTURAL DESIGN
Provide a structural system based upon applicable criteria and Occupancy Category II. Design the foundation system in accordance with the site specific soil conditions which will require a geotechnical site investigation.
1.2.11. HEATING, VENTILATING AND AIR CONDITIONING (HVAC)
1.2.11.1. Not Used
1.2.11.2. Gatehouse
The occupied portions of the facility are to be heated to 68 degrees F and air conditioned to 75 degrees F for occupant comfort. Controls for temperature settings are to be easily accessed by staff. Locate mechanical equipment for heating and cooling in the Mechanical equipment room or in other areas where space is provided for clearance and accessibility for maintenance. Provide insulation on all ductwork, equipment, and other items as required by code. Provide restrooms and janitor closets or areas with a mop sink with an exhaust system.

The system is to maintain exhaust rates as required by the applicable code. Exhaust fans are to be accessible for repair or maintenance. Communication rooms are to be served by a dedicated unit and air conditioned to maintain a space temperature of 72 degrees F at the design load. The mechanical/electrical equipment room and storage room is to be heated and ventilated as required by code and to prevent damage from excessive space temperatures.
1.2.11.3. Search Shelter
For Bus Shelter Type structures for Search Shelter, there are no mechanical requirements.
1.2.11.4. Guard Booth
Provide heating and cooling for occupant comfort.
1.2.12. PLUMBING
1.2.12.1. Not Used
1.2.12.2. Gatehouse
Domestic cold and hot water is to be provided to all plumbing fixtures as required by code. Condensate drains from mechanical equipment is to be routed to a floor drain. Provide a sanitary drainage and vent system as required by code.
1.2.13. ENERGY MANAGEMENT SYSTEM
For the Gatehouse, provide an energy management system with override capacity accessible to the user.
Investigate the possible requirement for a future connection to an installation-wide Energy Management Control Systems (EMCS) and appropriate provisions made.
1.2.14. ENERGY CONSERVATION
Design all building systems and elements to meet the minimum requirements of ANSI/ASHRAE/IESNA 90.1.
Design the buildings, including the building envelope, HVAC systems, service water heating, power, and lighting systems to achieve an energy consumption that is at least 40% below the consumption of a baseline building meeting the minimum requirements of ANSI/ASHRAE/IESNA Standard 90.1.
1.2.15. ELECTRICAL: POWER AND LIGHTING AND GROUNDING
1.2.15.1. Exterior ACP
The various facilities are required to meet the requirements given in the Army Access Control Points Standard Design/Criteria (ACPSDC).
(a) Exterior Lighting. Response Zone, Access Control Zone, Approach Zone and Search Area(s) lighting is required to comply with ACPSDC. The Access Control Zone is the zone that includes the vehicle rejection lane nearest the ID Check Canopy and nearest after the ID Check Canopy. Luminaires shall be the “shoe box” style for the Response, Access Control and Approach Zones. Coordinate with the Installation Security to determine if the lighting shall be controlled via Hand/Off/Automatic control from the Gatehouse or other location with automatic being a photocell as a minimum. Parking lot and sidewalk lighting is to be IAW APPLICABLE CRITERIA to include IESNA RP-1. Any other street or roadway not covered by the ACP SDC is to comply with IESNA RP-1.

(b) Exterior Wiring. Direct buried wiring is not allowed. All 600V or less wiring shall be in conduit and shall be concrete encased or in rigid steel conduit if within eight feet of a road edge or under pavement. All wiring over 600V shall be concrete encased.
(c) Active Vehicle Barriers (AVB). Power for the AVB(s) shall be per the requirements listed in the Army Access Control Points Standard Design/Criteria (ACPSDC).
(d) Traffic Control Devices. Power for the traffic control devices shall be per the requirements listed in the Army Access Control Points Standard Design/Criteria (ACPSDC).
1.2.15.2. Gatehouse
The various facilities are required to meet the requirements given in the Army Access Control Points Standard Design/Criteria (ACPSDC).
(a) Interior lighting. Light levels shall be per IESNA RP-1 and ASHRAE 90.1.
(b) Interior Lighting Controls. Local manual controls are to supplement automatic controls in offices and specialized areas. Provide occupancy sensor controls in restrooms, offices and break rooms. Luminaires with dimming ballasts are to be capable of dimming to 5 percent. The Guard Room shall have dimmable luminaires.
(c) Emergency and Exit Lighting. Emergency and Exit lighting are not required for the Gatehouse unless directed by the Installation Fire Marshall.
(d) Exterior Lighting. Gatehouse is not required to have exterior luminaires by doors. If provided, it must be on photocell.
(e) Lightning Protection System. Design shall be in accordance with NFPA 780. Perform a risk analysis per NFPA 780 to determine if a lightning protection system is required. If required, then require a UL Lightning Protection Inspection Certificate indicating compliance with NFPA 780.
(f) Surge Protective Devices. Provide on the main panelboard and any exterior panelboards. Provide on panelboards that primarily power communications, computers, and security equipment.
(g) Characteristics. Select electrical characteristics of the power system to provide a safe, efficient, and economical distribution of power, based on the size and type of loads to be served. Use distribution and utilization voltages of the highest level that is practical for the load to be served.
(h) Nonlinear Loads. The effect of nonlinear loads such as computers and other electronic devices are to be considered and accommodated as necessary. These loads generate harmonics, which can overload conventionally sized conductors or equipment and thereby cause safety hazards and premature failures. Circuits serving such devices shall be equipped with a separate neutral conductor not shared with other circuits.
Panelboards and dry type transformers are to be rated accordingly.
(i) Receptacles. Provide power receptacles per NFPA 70 and in conjunction with the proposed equipment and furniture layouts. Provide duplex receptacles adjacent (at least 6 inches away) to each telecommunication outlet.
Provide additional receptacles above the counter in the Guard Room that are on UPS.
(j) Uninterruptible Power Supply (UPS). An UPS is required to provide power for specific loads at the ACP.
These loads and specific requirements for the UPS are listed in the ACPSDC. The UPS shall be sized to have at least 25% spare capacity.
(k) Generator. A stand-by generator is required to provide power for specific loads at the ACP. These loads and specific requirements for the generator are listed in the ACPSDC. The generator is to be started automatically by using an automatic transfer switch. The generator is to be provided with a minimum of 25% spare capacity. The intention is to have one generator for the entire ACP if that approach is allowed by the installation. Note that the generator is considered a stand-by generator.
(l) Other Equipment and Systems. Provide power to all mechanical equipment. See discussion on SIGNAL SYSTEMS for other loads that need to be taken into account but may not have equipment as part of the contract.

(f) Uninterruptible Power Supply (UPS). It is anticipated that the UPS power shall be obtained from the UPS required in the Gatehouse. Any UPS powered equipment is listed in the ACPSDC, but shall consist of at least one duplex receptacle.
(g) Generator. It is anticipated that the generator power shall be obtained from the generator required for the Gatehouse generator power. Any generator powered equipment is listed in the ACPSDC. All power in the guard booth shall be at least on generator power.
(h) Other Equipment and Systems. Provide power to all mechanical equipment. See discussion on SIGNAL SYSTEMS for other loads that need to be taken into account but may not have equipment as part of the contract.

This handhole/conduit system shall be used for all 600V or less power to the guard booths and to the area. The conduit pathways and junction boxes must meet the requirements of ACPSDC and UFGS 34 41 26.00 10 ACP Control System.
1.2.15.11. Search Area and Canopy
The various facilities are required to meet the requirements given in the Army Access Control Points Standard Design/Criteria (ACPSDC). The requirements herein apply to Passenger Search Area and Canopy and Truck Search Area and Canopy.
(a) Canopy Lighting. Lighting is required to comply with the requirements given in the Army Access Control Points Standard Design/Criteria (ACPSDC). Canopy lights can either be controlled from the Search Area Canopy or from the Gatehouse.

The Guard Room shall be provided with four one Voice and one LAN outlets along the counter. Provide a Voice/LAN outlet in the Mechanical Room and in the Communications Room. Design telecommunication room in accordance with I3A and ANSI/EIA/TIA-569-B.
1.2.16.3. Not Used
1.2.16.4. ID Check Area Guard Booth
The various facilities are required to meet the requirements given in the Army Access Control Points Standard Design/Criteria (ACPSDC).
(a) Telecommunication. Install telephone and data outlets in accordance with the Technical Criteria for Installation Information Infrastructure Architecture (I3A). Design telecommunication room in accordance with I3A and ANSI/EIA/TIA-569-B. Provide one voice/LAN outlet along the counter wall and provide a junction box for fiber optic cable.

1.2.17. SIGNAL SYSTEMS: INTRUSION DETECTION SYSTEM, DURESS ALARM, CLOSED CIRCUIT
TELEVISION, AUTOMATED INSTALLATION ENTRY, AND ACTIVE VEHICLE BARRIER CONTROLS
1.2.17.1. All these system shall be designed and installed under this contract except the Automated Installation Entry (AIE). The contract shall provide a conduit system for the AIE for the signal circuits and for power. The actual AIE equipment is installed by the Government at a later time. AIE is funded under Other Procurement Authority (OPA). Appendix F contains a list of equipment that has been used in the past at FGGM and is intended as a guide. Exterior ACP
Requirements for the signals systems: intrusion detection system, duress alarm, closed circuit television (CCTV), automated installation entry (AIE) and active vehicle barriers (AVB). The various facilities are required to meet the requirements given in the Army Access Control Points Standard Design/Criteria (ACPSDC).
(a) Exterior Wiring. Direct buried wiring is not allowed. All wiring shall be in conduit and shall be concrete encased or shall be in rigid conduit.
(b) Active Vehicle Barrier Controls. AVB controls are located throughout the ACP in various buildings and areas.

(c) Intrusion Detection System, Duress Alarm System, CCTV system and Automated Installation Entry. See Discussion under Gatehouse.
1.2.17.2. Gatehouse
Requirements for the signals systems: intrusion detection system, duress alarm, closed circuit television (CCTV), automated installation entry (AIE) and active vehicle barriers (AVB). The various facilities are required to meet the requirements given in the Army Access Control Points Standard Design/Criteria
(ACPSDC).
(a) Intrusion Detection System (IDS).The construction project shall provide conduit pathways for signal and power, junction boxes and cabinets/racks as well as the required control panel, balanced magnetic switches and tamper switches. Intrusion Detection is required on all exterior doors in the Gatehouse and tamper switches on specific equipment such as all cabinets and control panels associated with ESS, CCTV and ACPCS. See the ACPSDC for all requirements. The conduit pathways and junction boxes must meet the requirements of ACPSDC and UFGS 34 41 26.00 10 ACP Control System. Provide a 0.5 inch conduit pathway to all AVB control panels with this conduit being separate from the AVB control panel conduit.
Provide a 1 inch conduit (minimum) from the security panel location to all the Security Signal manholes/handholes. This conduit shall be for tamper switch wiring necessary for tamper switches on manhole/handhole lids. Any manhole or handhole that does splices in any of the ESS, ACPCS, CCTV systems shall have a tamper switch. The Gatehouse shall serve as the hub for all IDS equipment located at the ACP. Work performed on the IDS shall include wiring back to the central security command central headend for the system. Programming, wiring and equipment shall be compatible with ICIDS III and shall be done by a certified contractor who performs this work on a regular basis.

(b) Closed Circuit Television (CCTV). The main construction project shall provide conduit pathways for signal and power, junction boxes and cabinets/racks and for all necessary equipment for a complete system to include cameras, UPS, heaters (for the cameras), digitial video recorder and switches. See the ACPSDC for specific CCTV requirements. The conduit pathways and junction boxes must meet the requirements of ACPSDC and UFGS 34 41 26.00 10 ACP Control System. The Gatehouse shall provide a cabinet for the DVR/NVR in the Communications Rooms. This cabinet can also be used for the duress alarm and IDS depending on the specific requirements the installation has for the systems. Also, see the discussion on Automatic Installation Entry (AIE) in the ID Check Area. The Gatehouse shall serve as the hub for all CCTV cameras located in the ID Check Area, Search Area and for viewing the Approach Zone and the AVB locations. Provide two CCTV cameras at the AVB: one for each direction of travel. The AVB camera pedestals need to be placed to ensure a camera will be able to see the AVB(s), stop line and the traffic signals.
(c) Duress Alarm System. The main construction project shall provide conduit pathways for signal and power, junction boxes and cabinets/racks and the duress buttons and the associated panel (typically connected to same panel used for IDS). A duress alarm i.e. junction box shall be located at the counter in the Guard Room for future duress alarm. See the ACPSDC for all requirements. The conduit pathways and junction boxes must meet the requirements of ACPSDC and UFGS 34 41 26.00 10 ACP Control System.
