Project No. WA NPS OLYM 11(9), WA CLALLAM 92210(1)

Project Rehabilitate Route 11, Lake Cresent Road (US HWY 101), EAST BEACH ROAD

# General Technical Question Answer Date

1 x

Is the thought to use a hydro seeding method to reestablish the turf in bid items 15703-2000 (1 acre) and 62502- 0000(2,000 SY)? If this is the method you would like, what mulch and fertilizers would the NPS like to use? I see that

57,000 LFT of ditches are being refinished, are these going to be hydro seeded?

The NPS does not have a preference for mulch or fertilizer. The type of product used will likely drive placement method. Please see SCR 107.10 for weed free requirements. It is not intended that item 30302-1000 will require turf reestablishment. An amendment will be issued to delete ditches from SCR 625.03.I wanted to circle back with you question about mulch. 2/15/17...There has been a change of thought, and an amendment (A001) will be issued addressing 713.05 Mulch as well as other changes to the contract.

1/30/2017

Clarification to response 2/15/17

2 x Where I can find the span and rise of the structural plate arch for Piedmont Creek?

The span and rise are indicated at the bottom of Plan Sheet G.13.

2/6/17

3 x

Page E‐16 Item #9, states ‘Use vegetable oil in place of hydraulic fluid for all heavy equipment” – what is your definition of heavy equipment? Can Synthetic hydraulic oil be used‐ like Clarity? Synthetic oils were allowed on the

Elwha River work.

Use vegetable oil. Heavy equipment –any equipment that is specially designed for use in construction

Section 109.06A Adjustments for Price

Fluctuations on Lake Crescent Road (Table 109‐

1, page E‐25), why isn’t Item #A0780 Roadway

Aggregate listed?

We only put in fuel escalation for work we anticipate coming largely toward the end of the contract

2/2/17

5 x What is the status of the Elwha Bridge?

It is a WSDOT project – we have no further information 2/2/17

6 x Page E‐4 Under 104.06 Other Contracts – What are the schedules of the other projects?

The schedules for the other projects are to be determined‐ they have not yet been awarded

2/2/17

7 x

Plan Sheet C.3 has a detail for the Underdrain

System‐ it is just shown in the back of the excavation, are there outlet pipes and if so what is the spacing?

Sheet H.2 defines the spacing for outlet pipes at a maxim spacing of 50’ 2/2/17

8 x

Can traffic be routed through the sub excavation areas (Dig out Detail Full Width Type

I & III)?

The specifications do not prevent this. All other specifications such as 156.‐Public

Traffic will need to be met.

2/7/2017

9 Will overlaps be allowed on the geogrid? Follow the specification 207.04(b) 2/7/2017

Deep Patch, Type II Detail‐ shows the guardrail installed through the geogrid‐ will this be allowed?

Follow the detail 2/7/2017

Check General or Technical

Other FHWA & Park jobs on Lake Crescent which have allowed Synthetic oils, which work better than vegetable oil and have a much lower cost.

Yes‐ if the Elwha Bridge is shut down, will have a major impact on construction. For example

Asphalt from Port Angeles will be not 15 miles to the project but 80 miles.

Your comments are noted. Bid accordingly. 2/7/2017

12 x what is the selection process is going to be for the testing and inspections portion of this project?

This project is competitively bid. The Prime

Contractor awarded the work will be responsible for performing testing and inspections as required by the contract with his own forces or sub‐contract. The Federal

Highway Admin will perform contract compliance activities with their internal forces.

2/15/2017

I am writing this more as a user along the Lake than someone bidding the project‐I see on the plan sheets that quite a few turnouts are being pulled back and made smaller. This road along

Lake Crescent, yes is in the park, but no it isn’t like the road up to Hurricane Ridge, Lake

Quinault or Mount Rainier‐ this road is used heavily by trucks‐ logs trucks, delivery trucks, dump trucks and lowboys who need every foot of asphalt at times to safely pull off the road.

Try pulling off in one turn out with a lowboy and two pilot cars or loaded log truck with a pup trailer‐ tough to safely do. I would ask that you please reconsider making those turnouts smaller

Your comment will be noted. During the design process turnout locations and sizes were evaluated. It is not anticipated there will be a change to the contract.

2/15/2017

14 x Where I can find the span and rise of the structural plate arch for Piedmont Creek?

Bid as shown using geogrid 2/17/17

15 x

The Geocomposite sheet drain shown in the typical section (sheet H.2)‐ is it single or double sided? Followup 2/17/17:Geocomposite sheet drains are covered in 714.01 & 714.02‐ they are a two part item. But there is a big difference if they are single or double sided.

Refer to Subsection 714.02 for requirements.

Follow up:714.02 requires it “…permits in‐ flow from both sides”. “Geocomposites that only permit in‐flow from one side may only be used directly against a concrete surface.”

2/17/17

16 x Sheet I.9 shows an 18” sand layer behind the concrete barrier‐ is there a spec on the sand?

There are no specific sand requirements for this location other than it meet weed free requirements.

2/17/17

17 x

Section 105 ‐Page E‐7 Paragraph B‐ How is this going to be possible when the you can only mine during November through March‐ which is when the job is shut down? Why is this even an option‐ there are weed‐free pits close to the job. This specification has never been used for a ONP project before.

Bid the plans‐wanted to list all of the options. 2/17/17

18 x Can you provide material source for concrete log wheel stops I have never seen these before.

This office does not have information for suppliers of this item

2/21/17

19 x

Special Contract Requirements, Section

720.01(k), requires “Welded Wire Form. Use

W4.0xW4.0, 3‐inch galvanized welded wire fabric conforming to AASHTO M 55 and fy>=

72,500 psi.”

Contract plan sheet M.4, MSE Wall Details shows “Welded Wire Form 4x4 – W4.7xW4.7”.

Which type of welded wire form is to be required? Will galvanizing according to

AASHTO M 111 be required for the welded wire form?

An Amendment will issued to the special contract requirements that will match the plan sheets.

AASHTO M 55 provides a link to wire specification and the galvanization specification.

2/23/17

20 x

The typical cross sections H.2 and H.3 show what looks like the wire facing with wall fill face with the geogrid and what looks like the filter fabric offset back about 1’ away from the wall face. The details of the facing sheet or forming detail don’t really match what is shown in the sections. Please clarify what the wall face should look like.

Bid the wall face as shown in the typical sections on sheets H.2 and H.3.

2/23/17

21 x

If its decided that we may need all 10 closure days for the Piedmont culvert and 0 is entered for bid item 99903‐0000 will that 1) make the bid unresponsive and 2) prohibit us from any incentives if we end up using less days?

An amendment will be issued that deletes these as bid items in the schedule. The SCR language will remain.

2/24/17

22 x

Section 646.05 Bus Shelter states that the contractor will install government provided shelters per manufactures instructions. Please provide a copy of the instructions or drawings of the shelters.

An amendment will be issued that will delete the installation of the government provided shelter. The concrete pads for the bus shelters will remain as part of the project.

2/27/17

720.01(k), requires “Welded Wire Form. Use

W4.0xW4.0, 3‐inch galvanized welded wire fabric conforming to AASHTO M 55 and fy>=

72,500 psi.”

Contract plan sheet M.4, MSE Wall Details shows “Welded Wire Form 4x4 – W4.7xW4.7”.

Which type of welded wire form is to be required? Will galvanizing according to

AASHTO M 111 be required for the welded wire form?

An amendment will be issued that corrects

Special Contract Requirement to match the

"Welded Wire Form 4x4 – W4.7xW4.7" from the plans and galvanizing according to

AASHTO M 111 be required.

2/27/17

24 x

There is not enough detail with the two cross sections to fully understand what is required at the wall face. It looks like the geogrid/filter fabric are off the back face about a 1’ or so, with dotted lines showing the facing. This isn’t possible with the facing described on H.4. Can you provide a detail of the facing on H.2 and

H.3?

Plan Sheet H.4 shows the welded wire form detail. The forming detail should show a separation between the welded wire face and the reinforced geogrid as per plan sheets

H.2 and H.3. Plan Sheets H.2 and H.3 show the placement of the welded wire face, wall face material, the reinforced geogrid material, the select granular backfill, and the separation geotextile fabric. Further details will be clarified during the shop drawing phase per the plan sheet H.2 and H.3 General

Notes: Specifications: Construction: Number

Maximum wait time: See 156.07(i)

Time of year for closures: See 156.04(f)

Closures are intended to be for both lanes of traffic

Lane closures are intended for single lane of traffic

2/28/2017

33 x

Is it the intent of the contract to perform no work between Memorial Day and Labor Day in any year?

Work is allowed between Memorial and

Labor Day unless otherwise stated

34 x

Please provide directions or an address for the

FHA provided Elwha Pit Quarry as the coordinates seem to indicate this site is beyond a locked gate along a public foot trail. Lat 48 deg 01’ 59.47”. Long 123 deg 35’ 29.52”.

That Lat/Long are correct – the Pit is located along Olympic Hot Springs Road, there may be a gate, but it is managed by the NPS and will be open/available during construction.

2/28/2017

35 x

Drawing Sheet K.4 – Notes speed limit during construction as “XX”. Is the contractor able to dictate the posted speed during construction?

Speeds during construction are determined based on the conditions of the construction and guidelines as outlined in the MUTCD.

36 x

Drawing Sheets A.1 and A.4 – Roadway stationing and the listed lengths don’t match.

Please advise if either the stationing or lengths have errors.

The East Beach mileage on the cover page is incorrect. It should read 3.52. The quantities in the summary of quantities are not changed as a result of this typo.

2/28/2017

37 x

Section 401.05(b) – Requires a material transfer vehicle. Is this required even for performing small patches?

The Material transfer vehicle is for use in the

401 pay item. Patching is paid for in the 403 pay item.

2/28/2017

38 x

Are all spoils from road repair patches to be disposed on the hillside shown on sheet M.1?

Based on the footprint provided, and if constructed per Section A‐A, it does not appear this area would not accommodate all waste material generated from the project. Further, placing a surcharge on the hill should be reconsidered for safety reasons.

The intent was to provide a waste area according to the area called out in SCR

204.14 can only be used for waste up to the capacity shown on Plan Sheet M.1. It is understood that there will be additional waste and must be disposed of according

203.05.
