Project No. WA PRA NOCA 10(6)

Project Name: Stehekin Valley Road Phase II

# General Technical Question Answer Date x Can you anticipate that all the aggregate can be obtained from onsite or the Company Creek

Pit?

No. See subsection 105.02 x Can additional areas in the material source be used to be able to produce all of the material onsite rather than barging in imported materials?

No. See Subsection 105.02. However, some material may be obtained from on-site sources; see Subsections 204.10 and 624.02 x Can the anticipated NTP be moved to an earlier date to allow work such as the scaling to take place before heavy tourist traffic?

No. Work is restricted due to environmental constraints. See Subsection

107.10(c)(1) and 108.01(b).

x Can access behind the slope scaling areas be granted to remove the scarfed areas at the top of the slopes?

Only as allowed under subsections 107.02 and 623.02A.

x

If aggregate is to be imported by barge, it requires a minimum of 3 movements. Can there be any allowance for material acceptance at the material source before barging, or greater allowance in the material bands be allowed?

See “point of sampling” column in the

Acceptance, Sampling, and Testing Tables at the end of each section. Some materials are sampled at the material source, others are sampled on the roadway. Materials must meet the specifications at the point of sampling.

x Can the contractor stage within the project limits? Yes. See Subsection 105.04.

x Can other areas be set aside for material staging etc other than the designated field area? Yes. See Subsection 105.04.

x Can excess excavation material be wasted at the Company Creek source?

Yes. See Subsections 105.02(a), 105.04(b)(5), and 204.14.

x The box culvert at 854+52.42 specifically calls out to be the trench and lid style and the details are shown clearly on sheet H17. The box culvert at 334+13.25 is not clear on the style that is expected, nor the design details if they differ from the trench and lid style. Are they intended to be bid in the same style or is the other culvert intended to be a full 4‐sided culvert structure? If the design differs, is there a standard detail or a secondary detail sheet that should be referenced?

334+13.25 culvert is intended to be a conventional 4‐sided box culvert structure.

Check General or Technical

12/23/16 x Referencing Section 156 Public Traffic

156.03e(3) can the requirement be deleted? It is not possible to ENSURE that foot traffic doesn't track asphaltic materials, as we have no control over foot or other non‐motorized traffic except where we can install boardwalks. This requirement could not possibly be met 100%.

No. This provision needs to be addressed as part of the Maintenance of Traffic (MOT)

Plan.

1/5/17 x C‐16 details all work complete by September

11th, 2018 with the completion date based on receiving NTP by June 5th, 2017 and a requirement to commence work within 10 days of NTP, however E‐24 (b) details “do not commence work on site prior to July 1st, 2017 – which section takes priority?.

E‐24(b) states; “do not commence construction work on site before July 1, 2017” It does allow other on‐site work prior to July 1 contingent on weather and snow conditions. Please refer to

Subsection 108.01 (b). Other off site preparatory, and submittals may also take place at this time. Both requirements are correct.

1/6/17 x Per the above, work onsite, including transport of equipment and materials to the project area would not be able to proceed prior to either late June or the first part of July, however, according to information gathered during our site visit, visitors/tourists are ramping up by mid‐June and by July 1st are at peak volumes and stay that way through end of September while weather typically would allow for mobilization and transport of materials beginning in May which would enable concentrated truck traffic to occur outside of peak visitor/tourist travel windows – would it be acceptable to start work earlier if weather permits?

Work will not be allowed before the NTP nor prior to the preconstruction conference.

1/6/17 x Have not seen a requirement for an Approach to Work narrative detailing how construction activities will be performed to minimize community impacts, however, due to the impacts this project will have on the community of Stehekin and the necessity of coordinating construction activities and working closely with the community, will an

Approach to Work narrative requirement be added?

Please refer to the requirements of Section

156.‐PUBLIC TRAFFIC

1/6/17 x 62201‐1400, Line A0860, Bulldozer, 250HP Min.

Flywheel Power equates to a basically a D‐8 size machine which incur considerable cost to mobilize for very short period work – would a machine of less HP that was more cost effective be acceptable?

Bid according to specified equipment. A request for change can be addressed after award

1/6/17 x Costs for crushing material at Company Creek

Pit on initial review appear to outweigh material benefit to the project, would the owner be open to VE options for this material?

VE Proposals will be evaluated after award.

1/6/17 x Due to this project having a current bid date following the Christmas and New Year’s holiday season, would it be possible to have the bid date extended by 30 days?

No

1/6/17 x Should the bid date be extended, could the date for question submittal be extended by the same amount of time?

No

1/6/17 x How will Washington State Sales Tax be addressed with this project?

There are no provision to waive Sales Tax in this contract. All taxes should be paid by the contractor.

1/6/17 x Is the intent of the project for the construction to be completed in 2017, or does The Owner estimate that it will be a 2 season project?

No, Please see FAR 52.211‐10, sheet C‐16, for completion date.

1/6/17 x Within the past several years, has any contractor utilized the Stehekin River for non‐ potable construction water? If so, what was the approx duration for the contractor to receive permission from the permitting agencies?

This office is not aware of past usage.

Please refer to Section 158.‐ Watering for dust control for Non‐potable water source locations and requirements.
