Questions & Answers for CA FLAP 460507(1), Buchanan Road

8/18/2017

Q1: We are interested in supplying the MSE wall on the referenced project; however, the attached plan sheet G8 notes 18” max vertical spacing between reinforcements. This is not typical since we have not manufactured 18” lift wire walls since the mid-80s. We use 24” lifts with our compressible facing feature (see attached standard drawings) and have been supplying this type of MSE design for FHWA projects for decades. Will CFL accept 24” lifts for the MSE wall on the referenced project?

A: See amended sheets (A001) G8 and G9.

Q2: Plan sheet S30 and S31 show TOW elevation of 2266.99 at STA 4+52.17 and also STA 4+73.14. Please verify TOW elevation is correct.

A: See amended sheet (A001) S31.

Q3: Please confirm retaining wall panel lengths shown in plan sheet S30 (between STA 4+29.71 and STA 3+89.74).

A: Panel length is as shown in the plans, no change.

Q4: Clarify retaining wall height between STA 5+40.57 and STA 5+29.57 is 10 as shown in plan sheet S31 or 8 as shown in plan sheet S32.

A: See amended sheet (A001) S32.

Q5: The provided bridge Cross sections show retaining wall from STA 3+62.44 to 6+00.00 while plan sheets S30 to S32 show retaining wall from STA 3+89.74 to STA 6+00.00. Please clarify STA for begin and end of retaining wall.

A: See amended sheets (A001) D1, and Y1-Y5.

Q6: SPECS Section 552.02 added Section 725.29 for Reinforcing fibers. Clarify which concrete structures need to contain reinforcing fiber as it is not clear if fiber is required or not.

A: All structural concrete will require the reinforcing fibers as indicated in the contract documents.

Q7: Do the rebar bid item quantities (bid items 55401-1000 and 55401-2000) include the rebar in the drilled shafts and rock sockets?

A: No, as shown on S2 (note 5) and also on S38 (note 1), the reinforcing steel for the drilled shafts and rock sockets is included in the drilled shaft pay items

Q8: Is our project CPM schedule required to be turned in with the bid?

A: No, refer to contract requirements under section 155 for submittal timeframes.

Q9: Is the FHWA aware of any other disposal sites in the area taking excess dirt and spoil from this project?

A: Securing a disposal site is the responsibility of the contractor

Q10: For bid Item 62201-1000, Materials Transfer Vehicle, the bid quantity is 1 LPSM. Shouldn’t the bid quantity be 40 hours like the other equipment bid items? Also, there is no description in the specifications for the material transfer vehicle. What type of truck is required?

A: No, this is a lumpsum pay item. Refer to section 401.05(b) for contract requirements on the materials transfer vehicle.

Q10: I have a question on the 40% in section C-16 52.236-1 Performance or Work by Contractor. Is there going to be a problem on getting this reduce to 20%? We will be looking for sub pricing on the different bid items. If we receive a quote from a company that has experience and can perform the work cheaper than us, we would like to be able to use their quote. Please know we are planning to self perform some of the work on this contract. I would hate to not be able to use the lowest price to win this contract if we have to keep the 40%.

A: This requirement will not be changed.

Q11: Are we required to provide access at all times for the miner’s claim near the existing bridge? Also, is there a limit to their claim area or map providing the extents of this claim?

A: No you don’t not need to provide access at all times. There is no known map or limits of the claim.

Q12: What is the weight limit of the existing bridge?

A: According to the inspection report dated 8/4/2007, the bridge (Bridge No. 32C0022) was built in 1956 with a design live load MS-18 or HS 20 with an inventory rating of 22.7 metric tons and an operating rating of 34.4 metric tons.

Q13: Are we allowed to use the upper parking area of the Riverside Day Use Area as a staging location?

A: No

Q14: Will the contractor be allowed to access the site from the Riverside Day Use Area? There is a communications pole and guy wire and a well that would need to be relocated.

A: No, the contractor will not be allowed access to the site from the Riverside Day Use Area.

Q15: Will precast panels be allowed on the new bridge deck. Or will metal decking be allowed?

A: The contractor needs to provide a bid for the bridge deck as designed in the plan sheets.

Once awarded, the contractor can follow the value engineering procedures, as detailed in FAR 52.248-3, to propose alternate deck designs. Note that any proposed alternate deck designs must be stamped by a professional engineer registered in the state of California.

Q16: Sheet G10 note 9 lists the items of work that are paid as part of the SY of Geosynthetic Reinforcement item 20708 (23,000 SY). Included as incidental to this pay item it lists embankment, yet there is an item 20420 Embankment Construction (RSS) 13,000 CY. Where is the embankment for the RSS work paid?

A:See amended Sheet G10 (A002), where note 9 is revised. Embankment benching will not be measured for payment (also shown on Sheet F1- Embankment Benching, Note 7). For areas in front of the existing slope and additional excavation required for the length of the fabric for the top reinforcement extended to the centerline, embankment is measured under Embankment Construction (RSS) and geogrid is measured for payment.

Q17: There will be additional excavation required for the length of fabric to the centerline, to the opposite edge of pavement, and up the slope (L=.7H). Where is this excavation paid?

A:See answer to Q16 above.

Q18: Where is the backfill for this additional excavation paid?

A:See answer to Q16 above.

Q19: Regarding public traffic, the table 156(i) appears to conflict with paragraph 156.05. Is the portion of the project from station 52+00 to 137+00 required to be opened to public traffic after 5pm M-F or fully closed including non work periods except after shift on Saturdays and all day Sundays?

A: 156.05 requires that, during non-work periods, from Station 43+00 to the end of the project, alternate one-way traffic be maintained. In accordance with Table 156(i), during work periods, total road closures from Station 52+00 to 137+00 will only be permitted from 8:00 am – 5:00 pm Monday – Friday.

Q20: If it is the intent to allow public traffic access through the construction zone anytime through the work hours Monday through Saturday, the loss of crew production will impact the stated completion timeline goal of September 2018. Repeated clearing of the travel way of construction materials, including shot-rock, effectively reduces the workable hours to +-60% efficiency. With the specific exemption of not working nights or Sundays, the ability to regain schedule is severely restricted and it is highly unlikely that the project can be completed within the stated milestone date.

A: Refer to Table 156(i) for allowable closures and delays. Total road closures are permitted Monday – Friday from 8:00 am – 5:00 pm from Station 52+00 to 137+00. At all other times from Station 52+00 to 137+00, alternate one-way traffic must be maintained.

Q21: Regarding item 63503-0500 Moving Concrete Barrier, the general specifications state the item will not be paid if for work access or contractor convenience. Will this item be paid for moving the barrier at each wall location, at each toe of slope where there is potential for rock fall, and at hinge point where MBGR was removed?

A: The item will be paid, if the barriers are being moved to establish work zones to protect traffic traveling through the project, at the CO’s discretion.

Q22: Plan sheet A5 has a note that reads ”Potential water source, see subsections 105.02 ( c ) &

107.10 of the special contract requirements for more information about this area.” We searched the special contract requirements and section 105.02 ( c ) does not exist, and section 107.10 does not discuss this item. Please provide the missing section & information.

A: The Government is not furnishing a water source. The notes on plan sheet A5 were in error.

See amended sheet (A002) A5.

Q23: The project has a specified completion date of September 28, 2018, however we feel the project would benefit from a 2 season duration with a completion date of Sept 27th, 2019, this is partly due to the fact that it would be very difficult to transport the 70’ long precast girders on Buchanan Road as-is, and all but impossible when the roadway work is on-going and with only a 12’ travel way, along with getting a 500 ton crane through the same constricted site access, again this is due to both the Bridge & Roadway work being done concurrently to meet the September 28th, 2018 completion date. Thereby splitting up the project in two season allows the Bridge/Roadway work to be done during different seasons allowing the best possible access for each operation.

A: The project has a completion date of September 28, 2018. This will not be changed.
