HI STP H1(1) Halona Street Bridge 11/03/2016
QUESTION #1:
See Drawing RG3077-F "Suggested Sequence of Construction" & Specification Section 551 "Driven Piles", Subsection 551.05(a) "Pile Hammers" Paragraph (5) "Nonimpact Hammers" Item 5 of the construction sequence shows that a temporary cofferdam needs to be installed within the existing canal to divert the stream flow. Depending on the contractor's design and means and methods, the contractor may require the use of a vibratory hammer in order to install and extract the temporary cofferdam. Specification Section 551, Subsection 551.05(a), Paragraph (5) makes mention that use of nonimpact hammers such as a vibratory hammer is an acceptable method for pile installation. Please confirm if the contractor would be allowed to use vibratory equipment for the project.
RESPONSE:
The Contractor can use Vibratory Hammer for Pile installation in accordance with FP-14 Section
551.05 (a)(5).
QUESTION #2:
Please confirm that there is no static load test required to be performed for the pre-cast pile driving work for this project and that the contractor is only to perform four (4) each dynamic load tests as called out in the project plans and special contract requirements.
RESPONSE:
See SCR Section 551.13 Pile Load Test for Pile testing requirements.
QUESTION #3:
Reference the provided Geotechnical Report prepared by Hirata and Associates dated January 26, 2016. See page 9, Section 4.1.6.
The geotechnical report provides information that the recommended pile driving hammer for driving 24" octagonal piles should provide an energy rating between 26,000 ft-lbs per blow to 41,000 ft-lbs per blow. No minimum energy rating for the hammer to be used for pile driving was provided in the specifications or special contract requirements, please confirm if the contractor should base their pile driving operations on the hammer recommendation provided in the geotechnical report.
RESPONSE:
See FP-14 Section 551.05 (b)(2). The Project geotechnical Report is part of the Contract Documents and should always be denoted. The energy rating range specified in the project geotechnical report can be used as guidelines to the contractor when selecting a hammer.
QUESTION #4:
Reference special project requirements, section 108 "prosecution and progress", page E-19 Please confirm that contractor is limited to work days and times of Monday - Friday 8:30 AM to 3:30 PM and that night work is prohibited for this project RESPONSE: See Subsection 108.01(e) for limitations regarding work on Kokea Street, Kohou Street, and detour roads only.
See Subsection 108.01 (b) for project-wide limitations on night work.
QUESTION #5:
Reference special project requirements, section 551 "driven piles", page E-49, section 551.05 "pile driving equipment" This section states that swinging leads are not permitted for the project. In regards to the pile driving operations for the pre-cast piles at Piers 1 and 2, due to the difficulty of accessing and providing a level pad at the bottom of the existing stream so that a pile driving lead can be fixated and can be kept stable, it is requested that a hanging lead be allowed for this project.
RESPONSE:
See Amendment 002. Per FP-14 Section 551.05 (c) (3) “Swinging Leads” may be utilized only if they are adequately embedded in the ground or the pile is constrained in a structural frame to maintain proper alignment per FP-14 Section 152 Table 152-1.
QUESTION #6:
Reference Bid Item 55101-0300 Please confirm if the cost to furnish the 24" octagonal production and test piles are intended to be covered by this bid item. If so, it is requested that the cost to furnish the 24" octagonal piles be separated as its own bid item and that Bid Item 55101-0300 be intended to only cover the cost to drive/install the precast piles. Separating the furnish and installation of the pre-cast piles into separate bid items allows the contractor be fully compensated for furnishing a pile of a certain length in the event the installation length decreases due to the pile hitting refusal criteria above the intended tip elevation. Likewise, this separate bid item for furnish only of the piles will allow the contractor to be compensated if the length of the 24" octagonal piles needs to be increased after analysis of the dynamic load testing.
RESPONSE:
See SCR Subsection 551.07, paragraph 1. “The test piles will be used as production piles to support the structure”.
See FP-14 Subsection 551.18. Measure the length of the pile from cutoff elevation to the tip. The dynamic test are paid per each test and do not include the cost of the precast piles.
It’s the contractors responsibility to identify unit prices to be adequately compensated for the contract work requirements. See FAR 52.211-18 for variation in estimated quantity.
QUESTION #7:
Reference Bid Item 55101-0300 The current bid item appears that it is intended to cover costs for both the 4 each test piles and the remaining production piles. It is requested that the cost to install the indicator piles and the production piles be separate bid items.
RESPONSE:
See SCR Subsection 551.07, paragraph 1. “The test piles will be used as production piles to support the structure”.
It’s the contractors responsibility to identify unit prices to be adequately compensated for the contract work requirements. See FAR 52.211-18 for variation in estimated quantity.
QUESTION #8:
Please confirm that the pile length to be furnished for the four (4) each test piles on Sheet RG3077-D should be at minimum 10-ft longer than the pile length given on the "pile length data" table on Sheet RG3077-H
RESPONSE:
Confirmed.
QUESTION #9:
Reference Bid Item 55101-0300 and Sheet RG3077-H "Prestressed Concrete Pile Details" There is a provided bid quantity of 1900 LF. Will the measurement for payment be from pile cutoff elevation to installed pile tip elevation? Will measurement for payment be from given top of pile elevation to installed tip elevation as shown on drawing "RG3077-H"? Please clarify the how the length will be measured for payment to contractor.
RESPONSE:
See FP-14 Section 551.18.
QUESTION #10:
See Drawing RG3077-F "Suggested Sequence of Construction"
A. Is the contractor required to follow the work sequence as shown on the plan sheet or does the contractor have the ability to modify the suggested construction sequence as necessary?
RESPONSE: The details provided in sheet RG3077-F and RG3077-G provide a “suggested sequence of construction”. It is the contractors’ responsibility to determine the means and methods necessary to complete the work in accordance with the contract requirements.
B. Item 9 of the construction sequence shows that the pre-cast piles are intended to be installed after the temporary cofferdam is removed and flow from the existing stream is restored. Will the contractor be allowed to install pre-cast piles before the temporary cofferdam is removed so that pile driving operations do not need to occur within the water?
RESPONSE: See response to question 10 (A).
C. Items 9 and 10 appears to show that the contractor needs to install the piles at the new bridge pier locations first and then at the abutments. It is requested that the government allow the contractor to install the piles at a similar side of the new bridge (i.e. Pier 1 and Abutment 1 together) to minimize the amount of movement for equipment required to install the pre-cast piles.
RESPONSE: See response to question 10 (A).
QUESTION #11:
Reference Sheet "RG3077-D" Foundation Plan Are all 4 test piles required to be installed and tested prior to the installation of the remaining production piles? Or, will the contractor be allowed to install one each test pile at a particular structure (i.e. Pier 1), perform dynamic testing on the one test pile only, and then install the remainder of the production piles at that one particular structure before moving on and repeating the same process at the next structure?
RESPONSE:
It is the contractor’s responsibility to determine the means and methods necessary to complete the work in accordance with the contract requirements. See subsection 551.07 Test Piles. The test pile located at a particular structural element must be tested prior to beginning the production pile installations.
QUESTION #12:

QUESTION #26:
Reference Sheet D4 - D5 & Sheet S8, Drawing No, "RG3077-H"
The current traffic control plan and staging area currently allows for one travel lane in the north bound direction to remain open during construction on Kokea Street and one travel lane in the south bound direction to remain open during construction on Kohou Street. Based on the current design for the 24" octagonal pre-cast, pre-stressed concrete piles, the longest test pile that would need to be driven would weigh approximately 25 tons. Based on this weight, the contractor would be required to utilize equipment such as a large crawler crane that would not fit within the confines of the traffic control plan and would not allow for one traffic lane to remain open, especially on the Kokea Street (East) side of the bridge. In order to complete the work as called out in the design, it is requested that Kokea Street (and possibly Kohou Street) be allowed a 24-hours a day shut down in all directions of traffic within at least a 100' radius of the limits of the project area so that the contractor will have an adequate amount of space to stage and utilize equipment required to complete the work for the project. With a 24-hour shut down of Kokea Street near the project area as requested, it would be then be requested that Auld Lane or Palama Street be allowed to be utilized as alternative streets to re-direct vehicle traffic towards School Street instead of Kokea Street as shown on the drawings.
RESPONSE: See Subsection 156.04 Accommodating Traffic During Work.
QUESTION #27:
Reference Sheet D4 - D5 & Sheet S8, Drawing No, "RG3077-H" Based on the current design for the 24" octagonal pre-cast, pre-stressed concrete piles, the longest test pile that would need to be driven would weigh approximately 25 tons. Based on this weight and based on the given area the contractor is allowed to use from the traffic control plan, the contractor would be required to utilize equipment such as a large crawler crane that would not fit within the confines of the traffic control plan and would not allow for one traffic lane to remain open. In order to minimize the weight that needs to be picked and possibly allow the contractor to use smaller equipment that would fit within the confines of the existing traffic control plan, would the contractor have the option to either mechanically splice or utilize a splice can for the installation of the concrete piles? If the piles are allowed to be spliced, is there a minimum length below the existing ground that the splice point for the pile would need to be?
RESPONSE:
See FP-14 Subsection 551.11 (c) for Pile splices guidelines.
