NV BLM 10(1)

Red Rock Canyon Loop NV BLM 10(1)

07/20/2016

Question #1: On Plan Sheet A7 (A), bottom left hand corner, the detail shows 4” pulverized base or new aggregate base, but there is only one base item (30803-0000). Are you saying 30803-0000 only applies to the Calico Parking area? If we use the pulverized material why do we have to mill and mix per 308? If we mix existing and new, how is it paid?

Response: A change has been made to the base course. All base course for Schedule A, Schedule B, and Option X will now be paid for under bid item 30202-2000. Pulverized material to be used for base course may be mixed with new aggregate per SCR 302. Refer to forthcoming Amendment 1 for updated information.

Question #2: On Plan Sheet A7 (A), left hand detail, it shows 4” aggregate base, but there is no aggregate base item except 30803-0000, is this what you are wanting to use?

Response: All base course for Schedule A, Schedule B, and Option X will now be paid for under bid item 30202-2000. Refer to forthcoming Amendment 1 for updated information.

Question #3: There is no fog seal shown on the new pavement, is this correct?

Response: Fog seal has been added into the revised plans and is to be applied to the new pavement. Refer to forthcoming Amendment 1 for updated information.

Question #4: Spec Page E-11/E-12, Weed Management, do you know the areas of possible noxious weeds? How can we bid a management plan if we don’t know if and where the noxious areas are?

Response: Noxious weeds are presumed to exist throughout the project area, the Contractor is responsible to coordinate and instate a weed management plan at the onset of the project.

Question #5: Spec Page A-5, you have 180 days to award Option X. Do to the amount of work in

Option X and no additional days added to the dated on E-13, if you took 180 days to award we could not get the work done in time. Can you please clarify this?

Response: If Option X is awarded within 180 days, it can be completed by the completion date for

Schedule B.

Question #6: Bid Item 20420-0000, Embankment Construction, 204.10 of the specs says you can use the onsite soils, but no fragments larger than 3” are allowed which most of the onsite soils are larger than. Plan Sheet B-4, Grading Summary shows roadway excavation of 4,335 cy, but there is no bid item for it nor can I find where it is incidental, the embankment shows 8,155 cy which is a bid item with a net borrow needed of 3,820

cy. Can you please explain how you are doing this item? It appears you are assuming all roadway excavation will be hauled off and everything imported for the embankment, is this the case? Also, will you be adding a roadway excavation item?

Response: The Contractor is responsible to provide embankment material per specification, either from suitable on-site soils or from import. Within this bid item the Contractor shall include embankment construction, excavation and any needed hauling of unsuitable materials off-site.

Question #7: 204.05 of the specs says to conserve topsoil from the roadway excavation and from the embankment to the extent and depth determined by the plans or CO, but the summary sheets on Plan Sheet B-4, Note 2 shows zero. Can you please clarify how much topsoil you want removed so we can bid accordingly and does your roadway excavation of 4,335 cy have topsoil in it?

Response: The roadway excavation quantity includes all material needing to be excavated to support roadway construction, including top soil. The note on Sheet B4 assumes 3” of topsoil.

Question #8: Bid Item 15216-2000, Survey & Staking, Grade Finishing Stakes, you only show 0.560 miles of grade finishing stakes, but the entire run on either schedule and Option X will require grade finishing stakes for final grade prior to prime coat and paving, 12+ miles plus parking lots and etc. Can you please clarify this item?

Response: For Schedules A and B, Bid Item 15216-2000, Survey & Staking, Grade Finishing Stakes is to be used only for the new roadway alignment at Calico 1. Survey of the pavement rehabilitation areas is paid for under Bid Item 15210-3000, Centerline, Verification and Staking per the requirements of SCR 152. Parking lots are to be paid for under Bid Item 15215-7000, Survey & Staking, Parking Areas.

Question #9: Page E-12 of the specs, 4th paragraph, can you please let us know where in the Park they will allow a wash area that will allow grease, oil, fuel and etc., run off? We can contain to a point, but this stuff flies all over with a pressure washer so we would ask that all machinery be washed prior to Park entry as normal and not onsite.

Response: The contractor needs to coordinate this with the CFLHD Project Engineer. The wash area will likely be within the staging area.

Question #10: Page E-33 of the specs, 201.04, it shows that salvaging Cactus & Yucca is to be part of the clear & grubbing price, but we do not know how many there are or if they will be encountered. Can you please create a bid item for this by the each so it can be tracked and completed accordingly?

Response: A new bid item will not be created for the Yucca and Cactus salvage.

Question #11: Your bid schedules show traffic control as LS, can you please look at creating bid items (cones, drums, signs, flaggers, pilot car and etc.) for this work as FHWA normally does? LS traffic control is not very receptive and is one of the bigger SB bid items.

Response: Traffic control will remain a lump sum item for this bid.

Question #12: I did not find a paragraph related to construction water that FHWA normally provides in the Parks, can you please let us know where the water sources will be for this project?

Response: Contractor is responsible for identifying a water source for this project. It is assumed that there are no available water sources within the BLM facility that can be used for construction.

Question #13: Bid Item 30402-1000, Full Depth Reclamation Method 1, when the pulverizing process takes place at full depth per plans the material tends to bulk and cause excess materials. Is it your intention to use this excess material for adding as required per specs, but furthermore use it as the new base needed in all other areas requiring base? Can it be used under 30803-0000? If there is an excess beyond this, is there a place you want it stockpiled onsite as I don’t see in Section 304 where haul off is incidental to this item.

Response: Excess pulverized material may be used as base course in areas requiring base course per the requirements of SCR 302, however the intent is to maintain the majority of the base material on Scenic Loop Drive. Hauling of excess material off the site is not anticipated, but should it be required, hauling of excess material off the site is considered incidental to 30402-1000.

Question #14: Plan Sheet D1, middle bottom of page, there is a note “remove 81’ of existing wall”, but there is no bid item or no mention of it being incidental that we can find, can you please clarify?

Response: Removal of the CMU block wall in this location is considered incidental to the new retaining walls.

Question #15: I have attached a picture of the roadway in question, the sides of the EP are heavy with growth in the 1.5’ area of shouldering. The clear & grub specs isolate certain areas, but not the EP for the entire length. Is it your intention for us to shoulder next to, into or over the existing brush or do you want it removed? If removed, is it haul off, topsoil and how is it paid?

Response: For the Schedule A and B pavement rehabilitation areas, in areas of heavy growth within the 1.5 feet of shouldering, the width of the pavement may be reduced to a minimum paved width of 20 feet to accommodate the shouldering and safety edge as directed by the CO. See Notes 9, 13, and 14 on the typical sections.

Question #16: I drove the site today, but cannot drive the return road. There is a dirt road that I can see that might be able to be driven with permission with 4x4. Is it possible to request of pre-bid (site drive of the return road) if access is available? It is very difficult to bid this area without seeing it.

Response: A pre-bid meeting will not be held.

Potential bidders may access the project, including the proposed Return Route, but should be aware of the following:

• Cost is $7.00 per vehicle. No entry fees waived.

• Potential bidders can appear onsite during regular business hours from 6:00am to

8pm.

• Potential bidders must park in designated parking areas within the NCA.

• Bidders can walk (casual use) around the NCA, and must stay on designated trails and natural roads.

• No staking, flagging or marking of any public lands are allowed within the NCA.

• No sampling or testing of any soils or other resources within the NCA will be permitted.

Question #17: The way you have structured this bid, three different proposal and plan sets, the time frame for bids due is not enough time to get through all of this information accurately, can you please look at postponing the bid date until 9/8/16 based on my conversation with our in-house people and subcontractors?

Response: The bid date will not be changed.

Question #18: The time of completion for Schedule A seems to work, but Schedule B appears to be short on time to finish, we are coming up with end of October 2017.

Response: After further consideration, CFLHD has decided to change the completion date for

Schedule A to 6/30/2017 and Schedule B to 10/6/2017. No additional time will be added for Option X. This will be shown in the SCRs in the forthcoming Amendment 1.

07/27/2016

Question # 19: On the existing restroom removal bid item, are we to demo & haul off or salvage to where I can’t find any info?

Response: For bidding purposes, consider all restrooms to be removed and hauled off-site. New restroom facilities shall be included and installed per plan. During construction, the contractor coordinates with CFL who coordinates with BLM, and then they may be reused and relocated as needed.

Question # 20: Section 402 Asphalt Concrete pavement by HVEEM or Marshall mix design method states, " aggregate grading designation is 3/4" ( 19 millimeter) or 1/2 inch ( 12.5 millimeter ) as shown in table 703-4." Table 703-4 is not in the specifications.

Response: Table 703-4 is in the Federal Lands Highways FP-14 Standard Specifications. Please also note Hveem mix design is designated in the specific pay item.

Question #21: Is Recycled Asphalt Product ( RAP ) allowed in the asphalt mix? The only place where RAP is mentioned is in section 402.03-( c) Submission- ( 4 ) RAP- ( f ) Optional sheet for RAP on form FHWA 1641.

Response: Subsection 402.03(a) of the FP refers to 401.03(a) which says RAP is allowed to a maximum of 20%.

08/10/2016

Question #22: Question #4, we understand the response, but in order to bid the removal of noxious weeds we need FHWA to estimate the acres so we can bid correctly as we have no idea how much and where these might be onsite.

Response: Noxious weed removal within the construction limits are a requirement of the contract.

Question #23: Question #13, we understand the response, but wanted to clarify your intention of no excess pulverized material is expected. Will you be allowing the Contractor to raise/lower grades as needed to rid the excess material or can you explain your intention further so we understand completely as this is a big cost item?

Response: If excess material is generated, the Contractor can propose to CFL a method so that the material can be reused on-site, as long as the construction limits are not increased.

Question #24: 633.06 of the specs calls out that delineators shall consist of aluminum posts, unless otherwise approved by the CO. We cannot find any aluminum posts available from our suppliers. Will galvanized U-channel posts be accepted? These have been installed on FHWA projects in Las Vegas.

Response: Galvanized U-Channel Posts are acceptable.

Question #25: Amendment #1, E-27, (i) 1st Paragraph, it says construction caused delays to traffic along the Loop will not be permitted. You will need a flagger/pilot car to get the traffic one way from flagger station through the work zone and there will be a delay for the pilot car to return, will that be acceptable? If not please let us know your intention of this.

Response: Traffic control will be per the Plans and SCRs.

Question #26: Amendment #1, E-27, (i) 4th Paragraph, it says no full closures between February and April. If Schedule B is awarded, with the amount of work at each parking area we will need the ability to fully close each one as needed in order to complete the work safely and within the new time frame given. There cannot be a 3-month no closure allowed or we will not get the job on time. If you assumed a month per area avg. that is one year.

Can you please review this for additional modification?

Response: There will be no changes to the plans and specifications regarding this issue.

Question #27: Option X, Bid Item 20101-0000 Clear & Grub, it shows 23.6 acres, but Plan Sheet B8 shows it to be 24.1 acres, please clarify.

Response: The correct quantity is 24.1 acres and is accurately represented in the most recent plan set and the Summary of Approximate Quantities. The bid quantity, as shown as 23.6 acres, is incorrect. Use 24.1 acres for Bid Item 20101-0000.

Question #28: Plan Sheet A7, Note 7 says do not remove vegetation or topsoil within the 10’ wide area, but both typical sections on A7 show clearing limits, topsoil & seeding in this 10’ area so we are confused as to the note, please clarify. Also, we have to strip the topsoil off the roadway so can we at least windrow it in this 10’ area so it is easily accessible to windrow back on the slopes?

Response: The sections on sheet A7 (Schedule A and Schedule B) show 1.5’ clearing limits and is consistent with Note 7 on sheet A7, stating “The construction limits for the pavement work are limited to 1.5 feet outside of the existing Edge of Pavement for all pavement rehabilitation work along Scenic Loop Drive…”. The 10’ wide area refers to the second part of Note 7: “Additional work for signage, delineators, and drainage improvements may extend up to 10 feet outside of the existing edge of pavement”.

For all rehabilitation work, the clearing limits are 1.5 feet outside of the edge of pavement. For realignment of Scenic Loop Drive (within stationing shown on typical sections) the clearing and construction limits may extend up to 10 feet.

For Option X, the Sections on Sheet A7 show the clearing and construction limits per station range. Note 7 on this sheet refers to a 10 foot area as temporary construction access only. The typical sections govern, on all packages. The Contractor is encouraged to minimize disturbance. Any topsoil and seeding in the 10’ construction limit zone will be incidental to the cost of the earthwork”.

Question #29: Can you please supply the Biological Opinion for this project?

Response: A separate Biological Opinion is not available for the project. All Environmental information is represented in the SCRs

File details come from the government source that posted it. Updated .
