HI STP SR 30(1)

LAHAINA BYPASS 1B-2

10/6/15

QUESTION #1

Are you able to provide the following appendices referenced in the RFQ: Final EA, Jurisdictional/Delineation Report?

Response: These documents will be completed and provided to the shortlisted firms during phase-2

(RFP).

10/21/15

QUESTION #2

How will the D/B project be staffed from the HDOT and CFLHD perspective?

Response: CFLHD is the lead contractual and administration agency. The project administration staff will be comprised of CFLHD staff. HDOT is represented through the CFLHD Technical Advisory Panel and available to CFLHD for reviews, questions, clarifications, etc.

QUESTION #3

Who is the lead for permitting requirements?

Response: The D/B firm will be responsible for obtaining all necessary permits. CFLHD and HDOT will facilitate, where appropriate, discussions with regulatory agencies. Additional roles and responsibilities may be outlined in the final issuance of the Request for Proposals (RFP).

10/22/15

QUESTION #4

I would like to submit a request to change the location of the delivery of the Statement of Qualification from Central Federal Lands Highways Division in Lakewood, Colorado to possibly the FHWA Office here in Honolulu. Logistically trying to get our qualification package to Colorado can be difficult and risky.

Response: The phase 1 or Statement of Qualifications will be due here in Colorado. However, we are looking at making the proposals in phase 2 (shortlisted firms) due at the FHWA office in Honolulu.

QUESTION #5

After reviewing Attachment 2 – Procurement Process Overview. I noticed that the Proposal due date as written is March 6, 2016. March 6, 2016 is a Sunday. Can I assume that the due date will be changed so that it does not fall on a Sunday?

Response: These dates are listed as “tentative” but you are correct proposals will not be due on a Sunday.
