PROCUREMENT PROCESS OVERVIEW

CFLHD is using a two-step procurement process to select a qualified D-B firm/team to deliver the Project. The issuance of this RFQ is part of the first step to solicit information from interested Offerors in the form of a Statement of Qualifications (SOQ).

CFLHD anticipates the following procurement milestone dates. This schedule is subject to revision by addenda to this RFQ, to information in the final RFP, and by addenda to the RFP.

Action Dates Phase-One: Request for Qualifications RFQ issued October 1, 2015 Site Visit (optional) October 21, 2015 Deadline for submitting RFQ questions October 30, 2015 Deadline for CFLHD response to questions November 4, 2015 SOQs due November 12, 2015 Short-listed Offerors notified December 9, 2015* Phase-Two: Request for Proposals RFP issued (to short-listed Offerors only) December 11, 2015* Alternative Technical Concepts (ATCs) Due January 22, 2016 * Notification of acceptance/rejection of ATCs February 10, 2016* Proposals Due March 6, 2016* Source Selection Complete April 3, 2016* Notice of Award issued April 17, 2016* Notice to Proceed issued May 7, 2016* *Dates are subject to change

Phase-One: Request for Qualifications

CFLHD is issuing this RFQ for interested and qualified D-B firms/teams to submit a SOQ.

The Evaluation Board will review and evaluate the SOQs submitted by all Offerors, based on how well each meets the evaluation criteria.

A “shortlist” of no more than five of the most highly qualified Offerors will be selected and invited to participate in Phase-Two: Request for Proposals. Once the shortlist has been established, Offerors not shortlisted will be notified in a timely manner and offered the opportunity for a debriefing.

It is not the intent of CFLHD to receive specific design or engineering recommendations regarding the Project as part of the Phase-One process. Offerors should limit their SOQ and questions to the information required by this notice, and other information that may be relevant to the qualifications and experience of the Offeror. No reimbursement will be made for any of the Offerors costs associated with the preparation of the SOQ.

Phase-Two: Request for Proposals

The short-listed D-B firms/teams will be sent a Request for Proposal (RFP), which will outline the remainder of the selection process requirements. The RFP will contain the requirements necessary for the short-listed D-B firms/teams to submit both a Technical Proposal and a Price Proposal.

After receipt of the Phase-Two Technical Proposal and Price Proposal, an Evaluation Board will conduct a "best value" analysis. Attachment 4 contains the criteria to be used in the Phase- Two evaluation process. The Evaluation Board will submit their recommendation to the Source Selection Authority. Award of one firm fixed price contract is anticipated.

To promote innovation by the Offerors and to maintain flexibility of design and construction, CFLHD may allow submission of Alternate Technical Concepts (ATCs) in Phase-Two.

Each Offeror that submits a technically acceptable, but unsuccessful, Proposal will be entitled to receive payment for work products submitted with its Proposal. A proposal is deemed technically acceptable if it complies with all RFP requirements and contains no deficiencies as defined by FAR

15.001. The amount of the stipend payment will be $100,000.
